To all prospective bidders under the specifications and contract documents described
above, the following changes/additions are hereby made and detailed in the following
sections of this addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. Regarding the scope of work that will include the design and construction of a
new Fire Station, is it Poudre Fire’s intent that this structure be classified as an
Essential Services Facility?
Yes, that is the intent.
2. FWA and our Consultants have interpreted this RFQ to be somewhat similar to
an Indefinite Delivery Indefinite Quantity Contract (IDIQ) where the exact scope
of work may not yet be known so billing/wage rate information is requested.
That is correct, this is the same as a IDIQ agreement.
3. With that said, one of the Review and Assessment criteria is the Cost and Work
Hours (see screenshot below) which is described as, “Do the proposed cost and
work hours compare favorable with the project Manager’s estimate? Are the
work hours presented reasonable for the effort required in each project task or
phase?” We want to make sure we’re not missing something here but, is the
Design Team, for the purposes of this RFQ, expected to include in their proposal
Design Fees and scheduled hours for performing the work described in
paragraph one of the General Information section of the RFQ?
No.
4. It is understood that each proposal is to include wage rate information for each
member of the Team and that a detailed scope of work will be provided during
the work order process.
That is correct. Please see II. Submittal, C of the proposal.
5. This last question is really more a confirmation that the A/E is expected to include
GeoTech and Environmental Consultants within their Contract and the Owner will
NOT be procuring these services 3rd party. Please confirm.
PFA does use City of Fort Collins consultants for these services. They will
continue to use the City consultants for this work.
6. When our office puts together proposals we indicate that we use a local
contractor to provide cost estimating services. By doing this I want to make sure
that if we use contractor X for cost estimating purposes during design that
contractor X will not be removed or not have the ability to bid the project to
construct it.
Contractors that are used for estimating cannot bid on the work.
