VSA is a Veteran-based, nationwide security firm that supplies superior quality Security Officers. The founder sold his previous security agency, established in 1990, to form a company out of deep respect to the dedication and commitment of the service men and women from the United States Anned Forces and domestic law enforcement with the goal of hiring the most professional, qualified, and best trained security force in the United States. VSA's Management Team has a proven track record of providing superior Unarmed and Armed Security Officers to governmental agencies, securing Federal, State, and municipal schools, multifamily dwellings, and other government facilities. This distinguished record in performing services with governmental agencies attests to our paramount level of professional acumen. Previous Experience As a company that exclusively provides Security Officer Services to governmental entities, VSA has extensive experience providing services similar to that required by the City. Our currently contract in the City of Fort Collins is for the Fort Collins Police Department. All Officers are P.O.S.T. certified, uniformed, and armed. Officers are assigned to the lobby to direct all incoming pedestrian traffic to other portions of the facility and to answer questions. Officers are also responsible for the electronic security of Police Services and granting and directing electronic access to the city's officers, visitors, and customers. VSA Security Officers monitor the building's security system and cameras to keep surveillance over Police Officers with prisoners in the sally port, booking, and lock-up areas, as well as report any suspicious activities to the Communications Center. In addition, assigned Officers are responsible for answering an internal business line as well as non- emergency phone calls from the public and taking reports over the phone or in person. It is not uncommon for the assigned Officers to take a report from a victim at the desk while answering the telephone. The Officers also assist with scheduling and performing Vehicle Identification Number checks for the Police Department. VSA also provides Officers for nine municipal parking facilities for Parking Systems Plus in New York. For this contract, VSA provides lmiformed, unanned Security Officers to patrol the nine municipal parking facilities on a twenty four hour basis, seven days a week. Assigned Security Officers patrol the parking deck floors every half hour using a patrol tour verification system to insure that vehicles are not vandalized, assist customers with keys locked inside their cars or mechanical problems, check for safety hazards, lighting failure, icy conditions, pooling water due to leaks, and secure all doors. Officers also assist parking deck employees if there are any mechanical failures of the entry control gates and provide escorts to the bank to drop off daily receipts. We previously provided services to this client in seven (7) parking decks, and they have again chosen VSA to provide security services to these municipal parking facilities. 2 Additionally, VSA provides anned Security Officers to patrol and fortify crime-prevention services for five office locations for Travis County: Domestic Relations Offices, Adult Probation Offices, Juvenile Probation Offices, Mental Health Offices, and the Counseling and Education Offices. Officers perfonn entry control duties, secure the building from fire and theft, and conduct alann activity checks and final lock-up of the buildings. Officers also increase employee and visitor safety and welfare by patrolling the adjacent parking lots and common areas to investigate any disturbances, deter vandalism and other criminal activities, and insure that there are no unauthorized individuals loitering or engaged in illegal activity. VSA also has a contract with the Texas Department of Transportation (TX DOT) that totals over 400 man hours per week for unifonned, unanned security and patrol services. VSA assigned Officers utilize random intervals to patrol the interior and exterior of TX DOT buildings and grounds to ensure all doors and gates are properly locked and tmlocked as requested at specific times as well as observe and inspect state vehicles to insure they are properly locked. Officers assigned to entry control duties insure all company employees have identification cards displayed before they are permitted to enter; all visitors must be announced, identification checked, signed in, issued a temporary identification badge, and escorted by the individual with whom they are meeting. Officers also randomly inspect the packages, boxes, and containers to ensure state property is not removed by unauthorized personnel. The lobby security officer receives all incoming mail, packages, and overnight express mail and contacts the appropriate TX DOT representative. VSA Patrol Officers make random building patrols in marked patrol vehicles during off-hours to insure that all doors, gates, and windows are properly secured, and the exterior is inspected for damage, graffiti, security lights that are not working, and suspicious vehicles and activities. All parked State vehicles are individually inspected to insure that they are properly locked and no equipment is left in the vehicle. All vehicles are noted and documented in the Daily Security Report, and any discrepancies or hazardous conditions are immediately reported to the 24-Hour Dispatching Center On-Duty Supervisor. TX DOT may have contractors and subcontractors working on special projects which may require our officers to monitor their activities while working on these projects. Anned or Unanned Security Officers may be assigned to provide additional coverage on an emergency basis in the event of a natural disaster, act of terrorism, or other catastrophic event whereby we are required to have our officers on duty within four hours after receiving notification. Finally, VSA also maintains a contract with the Federal Bureau of Prisons, Federal Correctional Institution in Texarkana, TX. Upon request from either the FCl's Captain or designee (Operations Lieutenant), VSA assigns unifonned Officers to secure, supervise, and directly observe federal prisoners at the local medical hospital designated by the Health Services Administrator for the protection and safekeeping of individuals held under the authority of the U.S. statute, including the detention of persons who are non-residents of the United States. AMERICAN MANAGED. 3 Officers secure custody of all federal prisoners from the time VSA accepts custody of the prisoners until they are properly removed from custody by an authorized federal official designated by the FCL Assigned Officers also perform entry control of prison visitors and escort inmates according to all standards and procedures. Please see attached CPAR detailing VSA's excellence of service. The above contracts are just a few examples of VSA's extensive expenence. AdditionaIIy, VSA's Executive Management possesses a wealth of experience from their previous company, IIS, which was sold prior to the founding ofVSA. AMERICAN OWNED. AMERICAN MANAGED. 4 MANAGEMENT PLAN VSA is exceedingly familiar with the challenges that Security Officers are likely to encounter on a daily basis and the requirements of both a comprehensive and successful security staffing program. Our systematic training program, management staff, and assigned Security Officers have a proven track record which will meet these operational challenges and provide a security service to exceed your requirements. VSA's Management Team has a successful track record; we are capable of providing the high level of Security Service that the City requires. Our 24- Hour Communications Center is equipped with full-time, salaried Security Staff, who operate the dispatch center and are also able and available to cover posts during emergencies. Field staff personnel are equipped with onsite, Nextel radios that afford the ability to communicate with our 24-hour Dispatch Center and any other VSA supervisor or assigned Security Officer nationwide. The Area Supervisor for the City of Fort Collins, Lt. Christine Roberts, is equipped with an onsite radio so she may communicate to dispatch and any City official who may need it. As shown in the chart below, Executive Vice President Garry Bean will act as a first line of oversight, with assistance by our other experienced staff in providing overall responsibility for the City. With a current contract servicing the City of Fort Collins Police Department, VSA can guarantee meticulous and judicious oversight of all operations at the Fort Collins Parking Structures. Local management and local answers will help the City feel like a priority and a valued client. Non-corporate local presence also prevents complications, making for contented and well-informed employees. Executive Management Staff Gerald Gregory is the President/CEO of Vets Securing America. A former Police Captain with over 30 years experience in the public and private law enforcement sectors, Mr. Gregory is a hands-on manager, always available to clients to discuss any security needs or answer any questions. He began his career in New York City as an Undercover Investigator, also perfonning street surveillance operations. Today a licensed Private Detective and Security Professional, Mr. Gregory has extensive industry experience in both the public and private law enforcement sector. His credentials in the private sector include Officer, Investigator, Scheduling and Operations Manager, Branch Manager, Regional and National Operations Director, Vice President, Executive Vice President, President, and Chief Executive Officer. In the public law enforcement sector, he attended and graduated from the Essex County New Jersey Police Academy. Mr. Gregory successfully completed his duty as Constable, Confidential Aide to Sheriff, Police Officer, Sergeant, Lieutenant, and Captain of a police department's emergency management division. In addition, Mr. Gregory has effectively completed large Government Contracts for federal, state and local government clients. He was successful in starting and running an East Coast security and investigations company with over 1,800 employees, and has since sold this company to form a Security and Investigations company with nationwide capability-V SA. AMERICAN OWNED. AMERICAN MANAGED. 5 Garry R. Bean, VSA's Executive Vice President, Manager has experience working with local law enforcement and managing/operating specialized security. He served in the United States Air Force as a Security Police K-9 Handler from 1970 to 1974 when he was Honorably Discharged at the rank ofE-4. Mr. Bean was assigned as a Security Police Officer in the K-9 Unit and served overseas with an isolated detachment. Since then, for the last 30 years, Mr. Bean has been employed in the private security and investigative industry. In May of 1986, He formed his own security and investigative company, Pro-Tech Security Services, licensed to do business in 4 states. He sold his interest in the company in 1990 to join lIS as the Vice President. He was then promoted to Executive Vice President, responsible for reporting directly to the owner. His responsibilities at that time included maintaining licensing compliance in 6 branch offices, hiring, supervising, and training office staff and field supervisors, generating new sales, reviewing and completing bid specifications, and meeting with clients to insure satisfactory levels of service were being provided. Mr. Bean is certified by the New Jersey State Police as a SORA instructor for this mandatory Security Officer training course. His experience includes serving clients such as Haagen-Dazs Corporate, Warner Lambert, Bethlehem Steel, Amerada Hess, New York Daily News, Union Carbide, and U.S. Airlines. With over 34 years in the investigative and contract security field, Mr. Bean has verifiable experience in management and supervisory responsibilities, as well as specialized training in laws and liabilities, security awareness, mediation and conflict resolution, disaster and emergency situations, and managing personnel at various types of facilities. He will maintain continuous awareness of the quality and completeness of the work performed by all security personnel and will make periodic joint inspection checks on all Security Officers with the designated City representative(s) as requested. J enifer Larson, CPA, is Chief Financial Officer for VSA. Ms. Larson brings over 15 years of experience in diverse business environments providing comprehensive financial management and reporting. Her duties include preparing weekly, monthly, and quarterly financial reports for management, as well as providing guidance and oversight to the finance deparhnent in best practices. Ms. Larson is highly proficient in several accounting software platfonns including QuickBooks, and she has experience perfonning as a Controller and as Chief Financial Officer for a service business. She has vast experience in accounting for related companies, coordinating with outside tax accountants and providing financial reports to owners and investors. Ms. Larson received a Bachelor's in Business Administration, with a concentration in Accounting, from the University of Texas at San Antonio, and in 1994, she received a Certified Public Accountant (CPA) License as granted by the Texas State Board of Public Accounting; her CPA licensure is active and in good standing. Her extensive experience in security services budgeting, forecasting, and cost and profit analyses continuously assists VSA with its sustained growth. Craig Weissman is the Vice President of Finance for VSA. He has over 9 years' experience in the investigative industry, most recently conducting financial review audits, financial fraud examinations, due diligence investigations, and the corporate restructuring of several companies. AMERICAN OWNED. § AMERICAN MANAGED. 6 His career includes 6 years in the corporate office of Beau Dietl & Associates as Vice President of the White Collar Division where he managed a staff of analysts and investigators. As an investigator, he has provided risk assessment and competitive intelligence to help clients make strategic business decisions. In addition, Mr. Weissman has been a Certified Fraud Examiner since 2004. As granted by the Association of Certified Fraud Examiners, a CertifIed Fraud Examiner credential denotes proven expertise in fraud prevention, detection, and deterrence. Mr. Weissman graduated from George Washington University with a Bachelors of Science in Economics. To ensure that all key persOlmel perform to expectations, Mr. Gregory has delegated Blair Salt as Corporate Quality Assurance Manager for VSA. Ms. Salt's specialized training in quality assurance and project management, progress report writing, adherence to research protocols, mediation and conflict resolution, and ensuring compliance with contract protocols and all applicable laws and regulations will be a strong influence in enforcing standards, compliance, and the consistency of operations for the lifelong duration of this project. Captain Aaron Pann, VSA's Director of Operations, presents a diversified background as a Military-trained security specialist with a distinguished military career in leading the planning, security, communications, technology, and operations of organizations throughout the United States and abroad. Capt. Pann presents experience in cross-functional team building and leadership, multi-cultural communication, change management, organizational development, and quality/ performance improvement. He obtained a fast-track career promotion through a series of increasingly responsible management positions in leading large-scale operations worldwide. Capt. Pann has received numerous commendations and awards for outstanding leadership, general management, and field operations. While serving as VSA's Corporate Operations Supervisor, Lt. Doug Gonzales is also currently serving in the United States Air Force assigned to the 802/Security Forces Squadron as an Individual Mobilization Augmentee. He maintains over 16 years of military service and currently holds the rank of TSgt. Lt. Gonzalez has a wide array of security experience, including Security Patrol, Law Enforcement Officer, Hospital Security Officer, Emergency SWAT Team Member, Field Training Officer, Base Defense Operation Center Desk Sergeant (BDOC Officer), Safety Manager, Physical Security Manager and the Unit Security Manager. Additionally, Lt. Gonzales participated in several security protection details which were directly evolved with the President of the United States missions. As a Physical Manager, Lt. Gonzales monitored base wide compliance with all instructions authorized by the installation commander of Lackland AFB, and he was directly involved with inspecting units on security violations and ensuring all personnel were properly trained on security enforcement. AMERICAN MANAGED. 7 8 TECHNICAL QUALIFICATIONS Upon award and in accordance with bid specifications, VSA will provide uniformed security officer services for the two parking structures located in downtown Fort Collins, the Old Town Parking structure, and the Civic Center Parking Structure. Officers will make routine rounds of the aforementioned facilities at least two times per hour, one of which must include checking the functionality of the access and control equipment. VSA will be responsible for all labor, uniforms, equipment, material, supplies, and training necessary to perform all duties and obligations as required by this contract. VSA ensures specialized capacity and flexibility to provide varying numbers of Security Officers on a daily basis should the need arise. More specifically, VSA will afford ongoing, supplemental security services when staff security is unavailable, such as during holidays, leave, emergencies, and special events. VSA will have available, under its direct employment and superVISIOn, the necessary organization and facilities to fulfill the security services within the specified time as outlined in this bid. VSA will provide appropriate and necessary management and supervision for all of its employees and will be solely responsible for instituting and invoking disciplinary action of employees not in compliance with VSA's rules and regulations as well as any other policy established by the contracting parties. VSA is free of all obligations and interests that might conflict with the best interests of the City; we have the capacity to provide services on a timely basis. VSA will take all necessary precautions for the safety of employees on the job and will render and properly maintain at all times, as required by job conditions and progress of the work, all necessary safety precautions for the protection of the workers and public. All practices, materials, supplies and equipment will comply with the Federal Occupational Safety and Health Act as well as any pertinent Federal, State, and/or local safety or environmental codes. Centralized Communications Center VSA has established and provides a Communications Center that is open and staffed 24-7 and continuously able to submit any request for service to a top management representative. In addition, VSA has an Area Supervisor located in Fort Collins with direct, on-site responsibility for daily operations, as well as a fully trained back-up Security Manager in the event of absence. VSA will also provide an Operations Manager assigned to this contract who will be accessible 24-7 via an iPhone equipped with email and text messaging capabilities. This member of VSA management will return calls to the City administration within 24 hours, report any changes in personnel, and assume all responsibility in communicating orders, chain of command, and procedures to VSA Security Officers. Over 30 years ago, VSA's top executives recognized the importance of a Centralized CommlU1ication Center. This is an integral part in providing a AMERICAN OWNED. AMERICAN MANAGED. 9 professional level of service; more importantly, it not only provides the assigned personnel assurance that their calls for assistance in an emergency situation will be responded to immediately, but it also allows VSA to immediately and effectively coordinate the events during day-to-day field operations. Dispatch Capability Our Management Team's 30 years of experience with a 24-Hour Centralized Communications Center has allowed us to constantly upgrade and develop the capability to receive and dispatch calls in the states in which we are licensed to provide security services, monitor DVR and CCTV systems, and receive ala= notifications. The dispatchers utilize computerized systems that allow them quick access to a cellular phone number, thereby pennitting effective communication with emergency contact personnel at local law enforcement agencies, state law enforcement agencies, and emergency responders such as medical first aid, fire departments, emergency client contact names, and their vendors in the states within our operational arena. All assigned Security Officer information is also available, including their working schedules, availability, certification expiration dates, and emergency contact info=ation. Similarly, all assigned Officers are able to contact the 24-Hour Communications Center by radio or cellular phone, which allows the on­ duty Dispatcher to assist them immediately, who in-turn assures clients that a top management executive will return their call within minutes. VSA's key management's Law Enforcement and Military backgrounds have provided training and understanding of the crncial role the Dispatch Center has in making the security program a success. VSA Personnel VSA will provide qualified and capable security personnel with adequate training and experience to perfo= the work under this Contract. VSA will at all times maintain a sufficient labor pool of properly trained male and female Security Officers to provide the City with additional security persomlel in adequate quantities to satisfy circumstances. Said circumstances will dictate the number of Officers required. These additional Officers may be requested at any location by the City on demand and as needed for an undete=ined amount of time with 24 hours or less notice. Personnel will be Colorado P.O.S.T. certified as a police officer and be fully knowledgeable of all safety and environmental requirements associated with the work they perfo=. VSA staff will conduct themselves in such a manner that is consistent with the professional standards set by the City so as to promote and maintain good public relations at all times. VSA employees will adhere to all City regulations and policies, including policies regarding personal behavior, parking regulations, and smoking, alcohol, and drng-free workplaces. VSA will maintain superior standards of employee competency, conduct, appearance, and integrity and be responsible for taking disciplinary action with respect to VSA's employees as may be necessary. Furthe=ore, all VSA staff will, except for due politeness and courtesy, abstain from engaging in any personal familiarities with City staff and visitors while on official duty. AMERICAN OWNED. AMERICAN MANAGED. 10 VSA will be responsible for the direct supervision of all Security Officers. Lt. Roberts, the Area Supervisor for the City of Fort Collins, will manage security operations for the City; such supervision will ensure that each Officer confonns to work requirements as contained herein, and that they are at their posts during their assignments, alert at all times, and will not eat or read while on duty. All VSA staff assigned to work at City facilities will be accountable, responsible, and able to meet unexpected situations in a calm, competent, and professional manner. All VSA employees will be able to type clear, detailed, and concise incident reports. VSA will be responsible for financial reimbursement of any of the City's equipment or property. The City will not be charged for officer time if the officer reports to work late or fails to report to duty. If the assigned officer does not report on time, VSA will rapidly send a replacement officer upon receipt of notice lmless another arrangement has been made with the City's designated representative. Upon award, VSA will interview, screen, hire, control, supervise, train, and pay for sufficient qualified personnel as will be necessary to perfonn the services contained herein. All Officers will be trained in the use of and be allowed to use pepper spray and baton, and all Officers will carry fireanns and be appropriately trained. All work perfonned by VSA employees will be conducted with the utmost regard for safety of the individuals perfonning the work, the staff, the public at large, and in a manner not posing any risks to persons or property. City representatives will be able to contact a security supervisor for 24 hours a day, 7 days a week. If necessary, other arrangements can be made to accommodate the City's needs. All assigned Security Officers will get fingerprinted and certified, have a full and complete lmderstanding of the English language, be able to pass criminal background checks and drug screenings, and be subject to random drug and alcohol testing and/or screening. VSA will ensure that Security Officers treat all individuals with utmost respect, even when enforcing City regulations. Officers must be in good physical and mental health, possess good hearing and vision, inclusive of corrected eyewear, be well proportioned in height and weight, and devoid of any physical impairments that may interfere with or impede job performance, as security officers are required to take a physical prior to hiring. Taken together, VSA will ensure that Security Officers will adhere strictly to all City policies and regulations while on duty at City facilities, and staff posts and perfonn duties as assigned with the highest standards of integrity, decorum, and professionalism, according to the schedules as required, at the building location(s) designated. VSA further ensures that all security work perfonned under this agreement shall be perfonned with the utmost regard for the security and safety of the assigned security officers, City staff, and general public and citizens. AMERICAN MANAGED. 11 Background Checks VSA will conduct federal and statewide criminal history and sex offender background checks on all VSA personnel scheduled to work on a City purchase order prior to begimring work and during the term of the purchase order. VSA will thoroughly investigate the background of each applicant for employment and will not assign any employee who has been convicted of a felony or crime involving moral turpitude or any inappropriate relationship with a child. VSA certifies to the City that before beginning work, and at no less than an annual basis thereafter, that criminal history record information is obtained, thereby assuring the City that VSA personnel are continually authorized to be employed as Security Officers in the State of Colorado. VSA will assume all expenses associated with background checks and immediately remove any VSA employee or agent convicted of said offenses. Drug-Free Workplace Policy and Testing VSA is committed to enforcing a zero tolerance, drug free workplace and conducts periodic comprehensive drug and alcohol testing on all employees utilizing ChemScreen, a nationwide drug and alcohol screening company (please see enclosed brochures). The unlawful manufacture, distribution, dispensing, possession, or use of a controlled substance is prohibited in VSA workplaces. A single violation of such prohibition will result in the offending individual being removed from the job-site and recommendation of participation in an approved drug abuse assistance or rehabilitation program, and/or reporting to the civil authorities for criminal prosecution. All employees will abide by the rules of this program, and will notify the employer in writing of the employee's conviction under a criminal drug statute for a violation occurring in the workplace no later than five (5) days after such conviction. Management and Contingency Plan VSA has an extremely well-versed and experienced management staff that is able to respond to any security/investigative need or concern. Should it be determined that, at any time, an assigned Security Officer is unable to perform in accordance with the service requirements or to communicate effectively, VSA will immediately remove that individual at no extra cost to the City. VSA respects the City's right to remove and replace any Security Officer or staff who, in the City's sole discretion, is not performing satisfactorily according to specifications or the City's Security Officer Procedures. VSA will also insure that this officer will not be reassigned unless authorized by the City. If requested, VSA will supply the necessary additional Security Officer(s) as a replacement at no additional cost to the City. Additionally, we respect the City's right to conduct personal interviews of any or all potential VSA employees prior to selection and will not hold the City liable for any costs incurred by VSA in connection with such interviews or the submission of any response. Backup workforce planning is of fundamental importance to VSA. There is a difference between the 'main' workforce plan and that for contingency. A contingency plan is put to action when something beyond the control of an organization happens-a situation over and above those mentioned in our general/main workforce plan. A contingency plan is generally a stop-gap plan to stem the adverse flow of events until the situation is stabilized. VSA's backup plan identifies a 'pivot' for each key employee. The pivot is an individual who can shoulder another's responsibility as and when required. Such planning is one of the more efficient ways of facing any eventuality. Correct hiring and periodic reviews of the plan are two of the most important sub-processes of this plan. In addition, training, mentoring, and multitasking are some essential components that facilitate these procedures. Decentralization also affords flexibility, allowing VSA to meet all contingencies on ground. When choosing a method of backup, VSA has made sure the system is easy to execute to make frequent backups. As VSA continues to evolve, we constantly change/update the original plan. On-Call personnel will be given part-time schedules to work the scheduled days off for the full­ time Officers, who will also insure that floaters remain proficient with the orders and duties required of each security post. VSA is continuously active in pre-recruiting and qualifying efforts to address all unforeseen circumstances and situations. Most organizations fail to optimize their use of the existing talent pool and constantly search for new employees, thus increasing their own costs. Similarly, a lack of adequate workforce training may render futility despite a well developed plan. VSA not only looks at what is needed, but also what might be needed. We have the right amount of people-power and are adequately trained to deliver in a crisis, as we maintain sufficient Security Officer personnel to meet the City's needs during both specified work hours and emergency situations. Should an emergency occur, management is willing to relocate at a short notice to cover any positions as needed. VSA has a dedicated resource planning function that constantly monitors the inflow and capacity of the workforce. Uniforms and Equipment In accordance with bid specifications, VSA will furnish Security Officers with a sufficient quantity of standard, custom-fit uniforms. All necessary equipment will also be provided including pepper spray and baton. All uniforms shall have prior approval by the City and be in good condition, clean, pressed, and well-maintained for suitable image and appearance. Shoes will be properly shined. VSA will be responsible for all costs and will ensure that uniforms are worn by its Security Officers at all times while on duty. Since personal hygiene and neatness are of prime importance, all Security Officers will present a clean, well-groomed, and professional appearance at all times while on duty. VSA will also provide seasonal uniforms and weather-appropriate protective clothing necessary to support continuous performance of contract requirements. AMERICAN MANAGED. 14 Supervisors with a Nextel-type, push-to-talk phone and a two-way radio in the event that cell phone coverage is interrupted, as witnessed during the 9/11101 terrorist attacks. Training Program It is VSA's goal to 100% employ military and domestic law enforcement Veterans who have received the best training available. While men and women from the strongest Military power in the world are innately skilled in the security field, VSA recognizes that even Military personnel need to be specifically trained to our industry. All assigned Security Officers will be in compliance with the required training standards set forth by the State of Colorado as well as maintain a current, valid license. VSA's Management Team's extensive experience is illustrated by its use of vendors that support the security industry, such as the Professional Security Training Network (PSTN), a company which provides online security training, and Valiant Workforce Management, the largest workforce management company of the entire security industry. Our decades of experience have taught us to efficiently and effectively utilize vendors that act as partners and assist us in providing well trained, competent Officers for our clients. In addition to State-mandated and site-specific training, VSA will provide appropriate training and ongoing on-the-job training to all staff to ensure that its personnel are performing in strict accordance with the terms and conditions of this contract. All such training, including refresher training, will be at the expense of VSA, who will retain responsibility for training all Security Officers in security procedures, techniques, and familiarization of assigned duties. Due to busy schedules, Security Officers can complete training from either at home or at our offices. This works especially well for part-time Officers, who may have other jobs and may be limited on time. PSTN delivers the critical infonnation on which personnel rely to work more efficiently and respond to potential threats. PSTN supports thousands of Security Officers across the country, providing basic security training, in-service training, management and supervisory training, and safety programs. All Officers and supervisors will sign in to complete monthly on-the-job training. VSA is also enrolled in the PSTN Training Subscription, which includes the monthly training program and courseware delivered to this site, as well as 24-hour access to their Training on Demand (TOD) library. Both formal and infonnal on-the-job-training (OTJ), updated quarterly, will facilitate continuous improvement and address any negative trends. Upon request, Security Officers and Site Supervisors will undergo a minimum of eight (8) hours of job-specific on-site training, with a person designated by the City at VSA's expense and prior to the assumption of Security Officer responsibilities. VSA will ensure that all Supervisors and Security Officers are thoroughly familiar with all applicable rules, regulations, and procedures before they are allowed to staff any post at any of the City's facilities. All personnel will adhere to the mles and regulations without exception. In addition to PSTN training, VSA will re-train all Officers through a refresher course taught by a certified state licensed training instructor. VSA feels that a refresher training course is beneficial and advantageous to our clients. All Officers will receive this extra 4-6 hours of in­ classroom training in addition to all other training. Less than Lethal Technology Training Procedures Security Officers are often on the front lines when it comes to dealing with angry, aggressive, and/or violent people. While the primary objective of every Security Officer is to be a passive, yet visual, deterrent against criminal activity, in some cases, an Officer is forced to react to an aggressive individual. This might include intervening physically in a threatening situation to protect oneself or others. While a Security Officer should avoid physical action against an individual whenever possible, in certain situations, taking appropriate measures is unavoidable. In these situations, it is imperative that the Officer understands the parameters in which he or she must operate. Officers must utilize specific tactics that can be implemented in conjunction with a "Reasonable Officer Response" model. This model uses the widely accepted premise and practice of progressive application of force in response to the level of compliance by the individual to be controlled. "Verbal Judo" is one of an Officer's most effective options for defusing aggressive behavior. Training will demonstrate the art of mediation and emphasize the importance of harmony between thought and speech. Instmction also includes proxemics, body language, and facial expressions, as well as basic blocking techniques, distraction techniques, and relative positioning. Routine and emergency procedures, including using an aggressor's balance, speed, energy, and implementation of pressure points to control violent behavior, receive particular attention. Properly applied, these procedures can be used to control aggressive individuals without causing physical harm. Any licenses or pennits required to perform the work specified will be at VSA's expense. A copy will be submitted to the City upon request. O'Neill II, CPPO, FNIGP Director of Purchasing & Risk Management RFP 7442 Security Services for Parking Structures Page 2 of 19 7442 SECURITY SERVICES FOR PARKING STRUCTURES SCOPE OF WORK Section 1.0 Scope of duties related to daily operations: 1.1 Background The City of Fort Collins is responsible for operating two parking structures in the core downtown area. The intent of this proposal is to solicit Security Officer services for both facilities. Two security officers will be required with one stationed at each facility. The expectation is that each officer would be responsible for all phases of building protection, including, but not limited to: guarding the premises against fire, theft, pilferage, malicious injury, damage and destruction. Safety of the booth attendants and the patrons utilizing the parking structures is ranked as the primary importance of this service. The Old Town Parking Structure is located at the corner of Remington Street and East Mountain Avenue in downtown Fort Collins. The parking structure is approximately 104,000 square feet with four parking levels. There are two stairwells. The north stairwell is enclosed and has an elevator. A parking attendant is stationed in the booth and access is controlled by automated equipment during specific hours and automated pay stations after hours. Security officers patrol on foot. At an undisclosed time after the garage closes, the security officer removes money from a drop vault. Money is then transported to First National Bank and deposited in the night deposit drop. The Civic Center Parking Structure (CCPS) is located at the intersection of LaPorte Avenue and Mason Street. The structure is 304,000 square feet with four levels and a fifth tier. Co-located on the west side of the building is 15,000 square feet of retail space that is owned and operated by Post Modern Development, Inc. CCPS has two stair/elevator towers and two additional stairwells. A pedestrian walkway from the CCPS to the Opera Galleria provides access and egress to College Avenue at the second level. There are also two pedestrian breezeways on the West Side of the structure allowing for access/egress to retail businesses and Mason Street. Parking operations at this location are similar to operations at the Old Town Parking Structure, with the exception of two entrance/exit locations both having a booth, an attendant, automated gate arms and pay stations. Like the Old Town garage, security officers will patrol on foot in the Civic Center garage. Like the Old Town garage, the security officer will remove money from a vault and transport it to the bank. The coordination with the officer at Old Town for use of the vehicle will be needed. A Security Office will be provided at the south east end of the structure for personnel provided from the security agency. The selected security vendor will provide coverage for both parking structures from 7:00 p.m. to 3:00 a.m., seven days per week. A complete patrol of each structure must be done at least two times per hour. 1 .2 Scope of Work: a) The area of coverage should be within the parking structures with the exception of exigent circumstances. RFP 7442 Security Services for Parking Structures Page 3 of 19 b) Routine rounds of the facilities should be performed at least two times per hour. Once per hour, the round must include checking the functionality of the access and control equipment (gates, ticket dispensers, pay machines.) c) A security officer report including a time log of the shift events must be submitted daily. The officer will complete and drop off this report at the Parking Services office prior to leaviflg each day. The report should include a summary of activities on the rounds, and details about any unusual incidents that occur during the shift. d) Security personnel must be available to insure the booth attendant's safety at bar closure, shift end, and anytime the attendants notify security that they need to leave the booth. e) All secured areas should be locked at the specified times. The areas include but are not limited to the following: 1) 2 Breezeways allowing access to Mason Street. 2) Walkway to Opera Galleria 3) Loading dock 4) Entrances and exits e) Officers will be required to pick up money from the drop vaults located in the attendant booths. The money may be temporarily moved to another vault or the bank or as directed by the City Representative. f) Officers will monitor and assist parking staff with disgruntled customers on an as need basis should conflicts arise. The officer will have communication capability with booth attendants via cell phone, 2-way radio and a desk telephone located in the security office. The attendants will be able to contact the security personnel by similar means. g) From time to time, incidents may occur that require the security officer to contact the Fort Collins Police Department (FCPD). When FCPD is contacted, a police case number must be included on the daily report and any incident report that is completed by the security officer. Items that must be reported to the police include, but are not limited to, the following: 1) When a vehicle is damaged by either another vehicle or vandalism. 2) Any sort of physical altercations. 3) Any verbal altercations that involve threats of physical harm. 4) Any display of a weapon, or threat to use a weapon. 5) Vandalism to the parking structure or any of the equipment. Graffiti would be excluded unless the responsible person has been detained. 6) Contact with an inebriated individual who insists upon driving. If a crime has been committed on City property, the police should be notified. They will make the judgment as to whether the incident warrants dispatching an officer. h) Any emergencies should be reported immEldiately to the City's representative. Emergency circumstances could include but not limited to theft, personal injury, property damage etc. i) Security officers will be issued a set of keys to the building and the automated parking equipment. Each officer will be issued a parking garage access card (also called a proximity card, or prox card) that they will be required to use any time they enter or exit a structure in a vehicle. j) In the event of a broken gate arm or a need to lower and raise the gates the officer will be trained to repair and reposition the gates. They will also be trained by the City RFP 7442 Security Services for Parking Structures Page 4 of 19 representative to shut off power to the equipment to prevent an electrical hazard. Security officers will also be trained in basic maintenance and repair operations of the automated pay machines (for ticket jams, bill jams, etc.), ticket dispensing machines, and other access control equipment. In the event of minor problems, the officer will make repairs or adjustments on the spot. Officers will also be trained about how to respond to major equipment failures that cannot be fixed on the spot. Usually, this will involve notifying the appropriate person in Parking Services, and pBrhaps closing a lane, opening a gate, or some combination of these actions depending on the situation. k) Officers will be the contact for customers using the Pay in Lane machines during their shifts when booth attendants are unavailable. In the absence of a booth attendant, the officer will assist customers who have a problem using the PaY'-in-Lane machines, I) Officers will be expected to provide snow reports during storms. The City representative will provide training and officers will be expected to activate the automated anti-icing system. m) Security officers must return phone messages and e-mail messages within 24 hours except for any emergency. n) Regular traffic control will be required. The objective of traffic control is to keep vehicles moving so that a long queue does not develop inside the garage. Security Officers will be trained in procedures to get vehicles out of the garage expeditiously. Section 2.0: General Requirements 2.1 General Description of Services The City of Fort Collins is requesting firms who provide qualified armed security personnel. The intent is to have a security officer in the parking structures at specific times each day. The officer will perform regular foot patrols and vehicle patrol of the specific structures throughout the evening and early morning hours. 2.2 Proposal Submittals The City will not reimburse any firm for the cost incurred in the preparation and presentation of their proposal. Firms submitting proposals shall submit the proposal with the following information: a) A written description of previous past experience related to security officer services similar to that required here. b) Provide indication of past and current contracts that would illustrate the bidder's ability to perform the services required in this contract. c) Provide technical qualifications; include equipment list and staffing plan for this contract. d) A management plan for this contract, including organizational format, lines of authority, communication and responsibility. e) Identify by name, phone number and title, the key management person who will provide overall supervisory and policy authority for the contract. The signature shall include the title of the individual signing the proposal. 2,3 References a) Provide at least three (3) references including: Company/Institution, Address, Contact Name and Phone number, Section 3,0: Minimum Specifications 3,1 Specifications required of agencies wishing to perform security service for the City of Fort Collins Parking Services Department: a) Two Security Officers will be needed to cover rounds, one in each parking structure, according to the following hours: 1) 7:00 PM - 3:00 AM daily 2) Additional personnel may be requested during special events i.e" concerts, festivals, or similar occasions, b) One extra Security Officer (for a total of three) is required Friday-Saturday 7:00 pm- 3:00 am, The purpose of this extra officer is to provide additional coverage, and to respond to situations that require more than one officer to handle, It is the City's expectation that when this additional officer is present, rounds will still be conducted individually, rather than "two at a time", which will allow more coverage of the garages, 3,2 Security officers must be Colorado P,O,ST certified as a police officer, 3,3 Security officers must be trained in the use of, and be allowed to use, pepper spray and a baton, 3.4 Security officers must have a background check by the agency going back five (5) years, Security officers must never have been convicted of a felony, The security agency must require a physical and urine analysis testing before hiring, A review of each individual's background check and an interview of each candidate by the City of Fort Collins representative must occur before an authorization will be given to allow any security officer to work in the parking structures, Violation of this specification will be grounds to terminate services with the security services provider. 3,5 Security officers must carry firearms and be trained by the security agency on their use, Each officer must qualify with the firearm twice per year. Qualification records must be available upon request to the City of Fort Collins Police Department. 3,6 Security officers must be trained and be kept current in American Red Cross first aid and C,P.R" or equivalent. 3,7 Security officers must read and write the English language to enable them to maintain a daily log of events and to converse with the public while working, 3,8 Security officers must wear an approved uniform at all times while on duty, which clearly RFP 7442 Security Services for Parking Structures Page 6 of 19 identifies their official capacity. Their appearance must be neat and professional. Uniforms will be supplied and maintained by the security agency. 3.9 The security agency must provide the proper amount of Worker's Compensation Insurance to security personnel. The security agency is responsible for compliance with all federal and state wage and labor laws. 3.10 The agency must be familiar with OSHA (Occupational Safety and Health Act) and operate within those guidelines. 3.1 1 Security personnel should be permanently assigned when possible. 3.12 The agency must provide personnel to cover the duties at each facility in the event of an illness or an emergency. 3. 13 The security agency will be responsible for removal of personnel servicing this contract who do not meet or perform in accordance to the requirements in this contract. When new security officers are assigned, the security agency must insure they receive appropriate training from the City representative as described above in the Scope of Duties Related to Daily Operations. 3.14 All prices quoted should be firm and fixed for the specified contract period including monthly and yearly charge for each parking structure. See Section 8.0. Section 4.0: Equipment Requirement 4.1 Security personnel will share an office in the Civic Center Parking structure with City personnel. It is the City's expectation that security officers will use the office for breaks and writing their reports, but the majority of time will be spent on rounds. 4.2 The City will provide on-duty security officers with a cell phone with two-way direct connection capability for communications between officers and with City personnel. Section 5.0: Personnel Requirements 5.1 The personnel assigned to the City parking structures will have constant contact with patrons who park there. It is imperative that the individual assigned to these facilities possess good interpersonal and customer service skills. They should be comfortable and proficient in working with a diverse population. They should be skilled at defusing potential conflicts. 5.2 The security officer must be at least twenty-one (21) years of age. They must have a valid Colorado Driver's License. They must have a High School diploma or G.ED. (General Equivalency Diploma). 5.3 All persons servicing this contract shall be in good physical health and fully capable of performing normal or emergency duties requiring moderate to arduous physical exertion such as standing or walking for an entire shift, climbing stairs, running and self-defense. In addition, persons servicing this contract will be competently and thoroughly trained to perform their assignment. Warranty. a. Service Provider warrants all equipment, materials, labor and other work, provided under this Agreement, except City-furnished materials, equipment and labor, against defects and nonconformances in design, materials and workmanship/workwomanship for a period beginning with the start of the work and ending twelve (12) months from and after final acceptance under the Agreement, regardless whether the same were furnished or performed by Service Provider or by any of its subcontractors of any tier. Upon receipt of written notice from City of any such defect or nonconformances, the affected item or part thereof shall be redesigned, repaired or replaced by Service Provider in a manner and at a time acceptable to City. 14. Default. Each and every term and condition hereof shall be deemed to be a material element of this Agreement. In the event either party should fail or refuse to perform according to the terms of this agreement, such party may be declared in default thereof. 15. Remedies. In the event a party has been declared in default, such defaulting party shall be allowed a period of ten (10) days within which to cure said default. In the event the default remains uncorrected, the party declaring default may elect to (a) terminate the Agreement and seek damages; (b) treat the Agreement as continuing and require specific performance; or (c) avail himself of any other remedy at law or equity. If the non-defaulting party commences legal or equitable actions against the defaulting party, the defaulting party shall be liable to the non-defaulting party for the non-defaulting party's reasonable attorney fees and costs incurred because of the default. 16. Binding Effect. Indemnity/lnsurance. a. The Service Provider agrees to indemnify and save harmless the City, its officers, agents and employees against and from any and all actions, suits, claims, demands or liability of any character whatsoever brought or asserted for injuries to or death of any person or persons, or damages to property arising out of, result from or occurring in connection with the performance of any service hereunder. b. The Service Provider shall take all necessary precautions in performing the work hereunder to prevent injury to persons and property. c. Without limiting any of the Service Provider's obligations hereunder, the Service Provider shall provide and maintain insurance coverage naming the City as an additional insured under this Agreement of the type and with the limits specified within Exhibit , consisting of one (1) page, attached hereto and incorporated herein by this reference. The Service Provider before commencing services hereunder, shall deliver to the City's Director of Purchasing and Risk Management, P. O. Box 580 Fort Collins, Colorado 80522 one copy of a certificate evidencing the insurance coverage required from an insurance company acceptable to the City. 18. Entire Agreement. This Agreement, along with all Exhibits and other documents incorporated herein, shall constitute the entire Agreement of the parties. Covenants or representations not contained in this Agreement shall not be binding on the parties. 19. Law/Severability. The laws of the State of Colorado shall govern the construction interpretation, execution and enforcement of this Agreement. In the event any provision of this Agreement shall be held invalid or unenforceable by any court of competent jurisdiction, such holding shall not invalidate or render unenforceable any other provision of this Agreement. 20. Prohibition Against Employing Illegal Aliens. As of the date of this Agreement: 1. Service Provider does not knowingly employ or contract with an illegal alien who will perform work under this Agreement; and 2. Service Provider will participate in either the e-Verify program created in Public Law 20B, 104th Congress, as amended, and expanded in Public Law 156, 10Bth Congress, as amended, administered by the United States Department of Homeland Security (the "e-Verify Program") or the Department Program (the "Department Program"), an employment verification program established pursuant to Section B-17.5-1 02(5)(c) C.R.S. in order to confirm the employment eligibility of all newly hired employees to perform work under this Agreement. b. Service Provider shall not knowingly employ or contract with an illegal alien to perform work under this Agreement or knowingly enter into a contract with a subcontractor that knowingly employs or contracts with an illegal alien to perform work under this Agreement. c. Service Provider is prohibited from using the e-Verify Program or Department Program procedures to undertake pre-employment screening of job applicants while this Agreement is being performed. d. If Service Provider obtains actual knowledge that a subcontractor performing work under this Agreement knowingly employs or contracts with an illegal alien, Service Provider shall: 1. Notify such subcontractor and the City within three days that Service Provider has actual knowledge that the subcontractor is employing or contracting with an illegal alien; and 2. Terminate the subcontract with the subcontractor if within three days of receiving the notice required pursuant to this section the subcontractor does not cease employing or contracting with the illegal alien; except that Service Provider shall not terminate RFP 7442 Security Services for Parking Structures Page 16 of 19 the contract with the subcontractor if during such three days the subcontractor provides information to establish that the subcontractor has not knowingly employed or contracted with an illegal alien. e. Service Provider shall comply with any reasonable request by the Colorado Department of Labor and Employment (the "Department") made in the course of an investigation that the Department undertakes or is undertaking pursuant to the authority established in Subsection 8-1 7.5-102 (5), C.R.S. f. If Service Provider violates any provision of this Agreement pertaining to the duties imposed by Subsection 8-1 7.5-102, C.R.S. the City may terminate this Agreement. If this Agreement is so terminated, Service Provider shall be liable for actual and consequential damages to the City arising out of Service Provider's violation of Subsection 8-1 7.5-1 02, C.R.S. g. A clarification is sought in regards to "responsibility" should a security officer not be capable of repairing and maintaining electrical equipment or sophisticated machinery. While minor repairs may be something easy to some, it can be very difficult to others. Security as a rule does not include machine repair and should a security officer in their earnest effort (subject to their own innate ability and understanding of training provided by a city representative) attempt to make such a repair (minor or otherwise) and cause more damage and/or leave a machine or device un-repairable, is the City of Fort Collins assuming any and all liabi lity in regards to such damage? Is it a mandatory requirement that security officers be "repair people" as well as providing security, or is this scope of work a value add request? That is, if a diligent security officer is not a mechanical genius as well, is that grounds for officer dismissal or contract cancellation? If a security officer is injured during such a repair operation is the City of Fort Collins assuming the liability for said injury? Answer: Security officers will be trained on basic troubleshooting of the structure equipment. A very basic understanding of the equipment and how it works is a necessity for anyone working in the structures, including the attendants, to prevent the possibility of injuries and to allow the continuous operations of the structures. Any actual repairs that are required will be performed by the City or our vendor, Mountain Parking, with the exception of replacing a broken gate arm. Question: First, in reference to the Colorado Police Officers Standards and Training Board (P.O.S.T) law enforcement certification. The RFP states; "3.2 Security officers must be Colorado P.O.S.T. certified as a police officer." Since there is a clear and discernible difference between being "certified" and "certifiable"; and that difference would greatly affect the pricing put forth (by all parties involved), please clarify whether personnel can meet the qualifications that would have them "certifiable" as opposed to already being "certified . Answer: Security officers will be P. 0. S. T. certified and will be required to provide documentation to that effect. So the question is, whether the current requisite in 3.4 is one that must be adhered to or is it possible to amend the RFP to ensure proper agency supervision, liabi lity insurance coverage and compliance with federal and state fair hiring practices? Answer: This section has be modified to exclude personal interviews but to require proof of P. O. S. T. certification as well as a review of their background check by the city representative. The revised Section 3.4 terminology is as follows: 3.4 Security guards must have a background check by the agency going back five (5) years. Security guards must never have been convicted of a felony. The security agency must require a physical and urine analysis testing before hiring. Garry R. Bean, the Executive Vice President ofVSA, served in the United States Ail' Force as a Security Police K-9 Handler and was Honorably Discharged after foUl' years of service. Since then, for the last thirty 1986, years, Me Bean Mr. fOlmed Bean bas his been own employed security and in the investigative private security company, and investigative Pro-Tech Security industry.
