identified above and on the attached forms in
accordance with the terms and conditions contained
herein and in the Services Agreement between the
parties. In the event of a conflict between or ambiguity
in the terms of the Services Agreement and this work
order (including the attached forms) the Services
Agreement shall control.
The attached forms consisting of two Exhibits 3 pages
are hereby accepted and incorporated herein by this
reference, and Notice to Proceed is hereby given.

STREAM REHABILITATION $ ENHANCEMENT DESIGN VISION FOR FOSSIL CREEK
PROJECT OBJECTIVE: To develop a design vision for the Fossil Creek Basin.
GENERAL
The Consultant will provide planning, basin vision, and management services as required to
complete Phase I of the Stream Rehabilitation & Enhancement Project.
The project team consists -of Ayres Associates, Blue Mountain Consulting, Miller Ecological,
Russell+Mills Studios, and Brierley Associates (the Consultants). Team members will be
involved on an as needed basis in the design process.
The following Scope of Services outlines the tasks required to complete the Design Vision.
PHASE I - DESIGN VISION FOR FOSSIL CREEK BASIN
1. Task 1
1.1 Progress Meetings. Weekly team progress meetings shall be held including the Core
Team and other team members as needed. These meetings may also include Potentially
Affected Individuals (PAIs). Meetings will be held at the City of Fort Collins Utility office or
other agreed upon location. A total of 7 progress meetings are included in this scope. At
and following the meetings, Ayres will provide the following:
• Meeting Agenda
• Summary of meeting minutes including action items
• Written updates via email at other times as deemed necessary by the Consultants
and City staff
1.2 Investigating Irrigation Flows. Irrigation flows imported into Mail Creek and Fossil
Creek are a primary cause of stream degradation. They are also the driver of the
hydrology for these reaches. Before site rehabilitation proceeds, the Consultant and the
City need to determine how these flows will be managed in the future. This task will
include meetings with current ditch companies and possibly water users. This task will
investigate which of the following future conditions will exist that will guide all downstream
rehabilitation work:
• Remain as is
• Manage flows to benefit stream rehabilitation
• Relocate flows out of channel
1.3 Investigate 404 Permitting. Permitting of the rehabilitation work will be an integral part
of this project and has the potential to impact how and what is designed. A team meeting
with the Corps at the beginning. of this project will. be important for_ establishing guidelines
for future design work and for establishing the most efficient permitting process for future
work. This task may involve several conversations with a Corps representative and a
team meeting on site.

1.4 Data Collection and Management. There will be a significant amount of data required
for this project. A detailed list of specific data needs will be created as well as a schedule
for time sensitive data collection. Some information may already be available and other
types will need to be collected. This task will cover the organization and management of
this data as well as the acquisition of the data that is freely available. A site visit to
multiple reaches will be included in this task.
1.5 Vision Charrett. This scope assumes that the Vision Charrett will take 4 hours and will
include the entire project team and PAI's to begin formulating the design vision. This task
will likely require the creation of exhibits and will require input from the irrigation flows and
404 permitting discussions. This meeting will also help us prepare for the Public
Outreach.
1.6 Develop Design Vision. The project team will create a Design Vision document that
compiles all of the information pertaining to the irrigation flows, Corps permitting
requirements, and the Vision Charrett. This document will define the following items:
• Is Fossil Creek Basin the correct place to start
• Define what rehabilitation and enhancements for this basin means
• Define basin goals such as public access, trails, wildlife corridor, water quality,
vegetation, habitat, wetlands, etc.
• Determine first site design reach
• Determine the next site priority
1.7 Council Work Memo. The Consultants will prepare a project summary memo for the Fort
Collins City Council.
1.8 Public Outreach. An open house will be held during Phase I to inform the public about
the project and to receive input to help guide the chosen site design. The Consultants
will provide exhibits for the open house to help guide the decision making process. An
on-line survey system such as Survey Monkey may also be incorporated at the Open
House to better tabulate the opinions of those in attendance. Some of the consultants
will be in attendance to address questions or concerns.
