O'Neill II, CPPO, FNIG Director of Purchasing and Risk Management City of Fort Collins Purchasing 215 N Mason St, Second Floor Fort Collins, CO 80522 Subject: City of Fort Collins RFP 7399 - Biomass Fueled Generation Facility Dear Mr. O'Neill, Thank you for your invitation letter dated December 12, 2012 inviting Novo Energy to participate in an oral interview regarding RFP 7399 — Biomass Fueled Generation Facility (the "RFP"). We appreciate your interest in further considering the merit of our proposal and our team. Since we are a Fort Collins -based company with a significant track record in solid fuel energy recovery, we were pleased to see the City taking steps to advance a biomass -based energy facility to support its renewable energy generation and utilizing local waste products. Allow me to compliment the Purchasing Department staff for its courteous, knowledgeable, and professional service during the response submission process. In the weeks since submitting our RFP response, we have gathered additional information regarding biomass supply, potential facility sites, available development funding, and other key elements needed to successfully fulfill the requirements of this project. It is important to both Novo Energy and Quanta Power Generation, Inc. that we have sufficient confidence in a successful outcome. However, after the subsequent work we have completed, we have unfortunately concluded that there are significant issues for a biomass facility to be economically viable within the parameters of the above referenced RFP. For that reason, we respectfully withdraw our RFP response and decline further consideration for the project as it is currently defined. While we withdraw from consideration for the current RFP, we do have continued interest in the success of such projects in this region, if the parameters for a potential project should change. In the event that the City of Fort Collins decides that it requires additional information or technical support regarding biomass -to -energy or waste -to -energy project development, we welcome the opportunity to visit with you in a meeting that is outside of a formal RFP process.
