Collins, CO 80522 Dear City Council: Re: Galitia Annexation Architectural Control Committee, Homestead Estates % Roger Anderson 1709 Carriage Lane Fort Collins, CO 80525 December 11, 1990 13 1990 CITY MANAGER As members of the Architectural Control Committee for Homestead Estates, we review proposed designs for new homes to be built in our subdivision. In recent years our Committee has carefully controlled the quality of homes being built on the I -acre lots in Homestead Estates. Like you, we -are concerned about the quality of development that will occur around the Prospect Street Exit of I-25, the I-25 Corridor, and to the east of I-25 adjacent to Prospect Street. Our concerns about the Galitia Proposal center around two key issues for the residential areas (T and R-P of attachment A of Mr. Tom Peterson and Mr. Ken Waido's memo of November 30,1990): (1) The density of residential dwellings proposed for the area (2) The quality of construction and development. The Architectural Committee and residents of Homestead Estates feel that additional traffic and greater congestion would result from development at a higher residential density rate and would adversely impact our neighborhood. We believe that Option 1 of the memo provides the ideal transition between the 5-acre lots with new custom homes in the Kitchell Subdivision and the 1-acre lots in Homestead Estates. We are also concerned about the quality of homes that might be built in the area. We urge the City Council members to provide a process that will ensure public input and citizen review and that would encourage quality, custom-built homes for the residential areas of the Galatia Project. Careful consideration and action on the part of the City Council will ensure that the Prospect Street exit from I-25 and adjoining developments will provide a positive image for Fort Collins. We sincerely appreciate the time that you and the City Staff have taken in listening to our concerns and answering our questions about the proposed annexation, and having real concerns for citizen input in the planning and zoning process.
