Skyway Fort Collins, CO 80525 Randy: This letter is in follow-up to the site visit Timothy Wilder and I made to look at your property and the surrounding area on January 18, 2013. The area we focused on is the southem-most area you own, for future outdoor storage. My understanding is that Peter Barnes also did a similar site visit and tour of the area the previous week. After looking at the surrounding area, which is a wide variety of land uses — from residential to industrial - we believe that a proposal for outdoor storage on this new parcel could be accomplished through an Addition of a Permitted Use (APU). The APU would need approval by the Planning and Zoning Board and we would recommend that the APU only be done as part of a submittal of a Preliminary Development Plan (rather than as a stand along APU). The concerns that staff would have related to the outdoor storage use at this location would be: 1. screening of the proposed use from surrounding uses; 2. any environmental issues related to storing vehicles on the site for long periods of time (potential for leaking fluids and contamination of the soil) and proximity to City natural areas; and 3. other issues that might be identified through the review of a Preliminary Development Plan and related submittal requirements. t Based on what we saw of the area, we believe screening can be achieved through the use of solid fencing, similar to what you currently have on your property, but of a color that would blend in with the surrounding area (tans or browns). Plant materials installed on the outside of the fence (i.e. trees and shrubs) would help break up the visual appearance from surrounding properties, as would articulating the alignment of the fence, as you did with your existing fence. The next step in the process for a Preliminary Development Plan and APU is to hold a neighborhood meeting. After the neighborhood meeting, there is a two -week "holding period" before a formal submittal can be made. We recommend that during this holding period, you consider revising your plan, based on comments and suggestions made at the neighborhood meeting. City comments are made after the first round of review of a submittal, at three weeks and if a second round is required, the review period is two weeks. Please let me know if you have any questions.
