Operational Analysis TRANSPORTATION IMPACTS Traffic analyses were performed using the existing plus site generated peak hour traffic. The results of these analyses are provided in Table 3. The analysis worksheets are provided in .Appendix D. The results indicate that the Wood/Vine intersection is expected to operate at acceptable levels of service. The access driveways to 906 Vine Street will operate at levels of service A for all turning movements. 1 As a sensitivity analysis, the generated traffic was doubled and the level of service analyses were performed with the higher volumes. All movements continue to operate in the level of service A and B categories. Calculation forms for these _additional analyses are provided in Appendix D, also. Peak hour traffic counts conducted in 1989 were compared to ' peak hour traffic counts conducted in 1995. The comparison indicated little change. Some approach volumes increased and some decreased, but the changes were neither significant or consistent.. ' A cursory view of the street system indicates that there will be little opportunity for a change in traffic volumes, since the area streets do not connect to other streets to the north or east. The t only potential cause for traffic volumes to increase will be land development. Land development will require a traffic study when/if it occurs. RECOMMENDATIONS This study assessed the traffic impacts of developing the 906 Vine Street property for City vehicle maintenance and storage facilities, in Fort Collins, Colorado. As a result of the analysis, the following is concluded: - It is estimated that there will be 58 weekday morning new ' peak hour trip ends and 50 weekday afternoon new peak hour trip ends. The traffic impact analysis was performed for existing and ' future conditions. The Wood/Vine intersection currently operates acceptably with the existing stop sign control and geometry. t The intersection operational analysis indicates that, after the proposed property is developed, the Wood/Vine intersection will continue to operate at acceptable levels of service with the existing stop sign control and geometry. - Traffic volumes have been stable at this intersection for the past seven years. INTRODUCTION This traffic impact study addresses the capacity, geometric, and control requirements associated with the development and occ upancy. of a parcel of land known as 906 Vine Street, in Fort Collins, Colorado. The site location is shown on Figure 1. Site Location Figure 2 shows a site plan of the 906 Vine Street development. This parcel is being developed by the City of Fort Collins to provide vehicle maintenance and fueling, and storage of vehicles and other miscellaneous equipment. Some of these services are provided by existing facilities on the north side of 906 Vine Street, as shown in Figure 2. Other- operations will be brought to this location. This parcel is west of the existing Fort Collins Utility Service Center. Existing and Proposed Land Uses The site is not used extensively at this time. There are a few buildings, which are marginally used, and some equipment storage. Existing land uses are primarily city facilities and residential in this area. There are some residential uses to the west, south, and north of site. Northeast of the existing fueling area is a small residential neighborhood with 34 mobile homes and 6 permanent dwelling units. Some of these units are in disrepair. It is anticipated that this project will be completed by 1997. Site Access Access to the site will be from Wood Street. EXISTING CONDITIONS ' Existing Street System The existing street system consists of Wood Street and Vine Drive. Based upon observation of the traffic generated from the ' existing City facilities in the area, the Wood/Vine intersection is the primary impacted intersection. 0 Existing Intersection operations Peak hour traffic counts were conducted at the Wood/Vine intersection described earlier. Turning movements were also counted at the Wood/North Access to the City Utility Service ' Center. The traffic count data is provided in Appendix A. The peak hour traffic volumes for the weekday morning and afternoon peak hours are depicted on Figure 3. The peak hours counted were slightly earlier than normal peak hours in the City of Fort Collins. This was due to travel characteristics of the City staff, who are employed in the divisions in this area. The turning movements at the north access were counted to determine the amount ' of traffic that proceeded north to the existing fueling area and the residential units in the area. ' The Unsignalized Intersection Analysis technique, as published in the 1994 Highway Capacity Manual by the Transportation Research Board, was used to analyze the key intersection. This technique. allows for the determination of the intersection level of service I 1 I I based on congestion and delay of each traffic movement. Level of service definitions are provided in Appendix B. The intersection levels of service for the existing conditions are provided in Table 1. The analysis worksheets are provided in. Appendix C. As shown in Table 1, the Wood/Vine intersection currently operates at acceptable levels of service. TRIP GENERATION Traffic generation characteristics, compiled by the Institute of Transportation Engineers in their report entitled Trip Generation, 5th Edition and updated February 1995, is generally used to determine the daily and peak hour vehicle trips for future development. A vehicle trip is defined as a one-way vehicle movement from a point of origin to a point of destination. However, this reference does not list this particular land use. Therefore, the most practical way to determine the peak hour trip generation was to compare the existing counted traffic with the size of facility from which it came. This was then applied to the proposed facilities. It was determined that -the new facilities would generate at least as much traffic as the existing maintenance and fueling facilities. The site plan shows that the fueling facility will be moved to a new location within the 906 Vine Street site. Therefore, the doubling of the current traffic was considered to be a conservative approach. Table 2 shows the peak hour trip generation used in subsequent analyses. Daily trip generation was not forecasted for the proposed facility since it is not used in intersection analyses. Table 1 Trip Generation ' A.M. Peak P.M. TRAFFIC PROJECTIONS The overall directional distribution of the site generated traffic was determined based on the location of the site within the City of Fort Collins and the trip distribution characteristics of the current City facilities. The overall trip distribution used in the analysis of this report is shown on Figure 4. Traffic Assignment Traffic assignment is how the generated and distributed trips are expected to be loaded on the street network. The site generated trip assignments are shown on Figure 5. The site plan for 906 Vine Street shows the north access to the Utility Services Center as closed. Therefore; the counted turns at this access were reassigned to the main access to the Utility Service Center, which is directly opposite Vine Drive. This still leaves one other access to the Utility Service Center, which is further north of the one counted and is identified as the North Access. The site generated traffic was combined with the .reassigned backgroun...d traffic to determine the total projected traffic at the Wood/Vine intersection after completion of the proposed 906 Vine Street facility. The resulting total traffic projections are provided on Figure 6. 4
