Dear Linda,
City staff has reviewed your submittal for The PLATT PROPERTIES, Preliminary PUD, and
offers the following comments:
1. This request does carry a PUD condition with it. A master plan of The Villages at
Harmony West PUD showing this area, Parcels B-F-G=H, to be developed as multi -family
residential was approved on May 18, 1987. An amended Overall Development Plan
(formerly master plan), a. Site Plan (separate from the Plat), a Plat, a Landscape Plan,
and a Residential Uses Density Chart from the LDGS must be submitted for review,
2. The Site Plan and Plat should indicate which phase is being reviewed preliminarily at
this time. A determination as to how many lots can be platted without constructing
Troutman Parkway will be made from review of the traffic impact study.
3. The Final Plat must contain lot areas, lot dimensions, and street names..
4. A minimum of 6' wide utility easements are required along all rear lot lines. Continuous
8' wide utility easements along all front lot lines on all streets must be included.
5. A minimum 15' wide utility easement is required adjoining the north ROW line of
Wakerobin Lane.
6. An updated traffic impact study is required with this. submittal. This study should be
done prior to school sessions letting out for the summer. Please contact Eric Bracke with
the Transportation Department at 221-6608 if you have any questions.
7: A general location map (vicinity map) is needed on the Site Plan and Plat.
8. Has solar orientation been considered as part of the design development process for this
project? A solar orientation policy for residential development will be adopted by the
City in the near future.
9. The developer shall be responsible for relocating an existing Parks & Recreation
headgate and ditch lateral that serves Troutman Park, if necessary, when Troutman
Parkway is constructed. The headgate is located on the Pleasant Valley& Lake Canal
in the approximate area of future Troutman Parkway. Water service to Troutman Park
cannot be interrupted. All work should be completed when the canal is dry.

10. The Site Plan and Landscape Plan should substantially address considerations for the
detention area, the drainage facility along Regency Drive, proposed common open space
areas and pedestrian/bicycle links, and the streetscapes along all perimeter street
frontages.
11. Who will maintain the common open space/landscaped areas? Is there to be a Home
Owners Association in this development?
12. Fencing guidelines should be considered and submitted for review.
13. An internal pedestrian circulation system should be considered, as well as the
pedestrian/bicycle links to the schools and adjacent properties. Coordination with the
schools is important.
14. A shopping center has been proposed as part of the Pineview PUD to the east. What
consideration have been given to pedestrian/bicycle connections to this center and the
proposed trail on the east side of the PV&L Canal?
15. Off -site easements will be required through the property to the north for the flows from
the detention pond, as shown.
16. Discharge into the PV&L Canal must be approved by the Ditch Company. They must
sign the Drainage and Utility Plans.
17. Show all drainage easement dimensions on the Plat.
19. The existing channel adjacent to Regency Drive, north of Wakerobin Lane, requires a
70' wide easement: Only 40' was previously dedicated. The additional 30' must be
dedicated with this Phase One approval.
This concludes staff comments at this time. In order to stay on schedule for the June 24, 1991
Planning & Zoning Board hearing, please note the following deadlines:
Plan revisions are due June S, 1991 by 12.00 noon
PMT's, colored renderings, revisions are due June 17, 1991
Final documents are due June 20, 1991 by 12400 noon
It is important to have all the documents as indicated in Comment 1 submitted to this office
no later than Monday, June 3. I suggest we meet to discuss these comments at your earliest
