Dear Linda:.
Staff has reviewed the Amended Master Plan for the Villages at Harmony West
PUD and the Platt Farm PUD Preliminary plan and has the following com-
ments to make:
Villages at Harmony West Master Plan:
1. The proposed recreational trail along the Pleasant Valley and Lake Canal
should be shown on the master plan.
2. Tract E on the master plan has recently been amended with the Regency
Park project and should be shown as single family uses, rather than condos.
3. Since the Pineview PUD Master Plan area is shown on this plan, current
proposed land uses should also be shown for Pineview.
Platt Farm PUD Preliriminarw
1. Utility mains are existing in Seneca and Wakerobin. These mains were
stubbed to serve the property in question. The stubs must be used or aban-
doned at their point of connection. The 54" water main in Troutman Parkway
cannot be used to provide service to this development. The northern portion
of this property must drain to the Warren Lake Trunk Sewer. The WLTS must
be extended across the area north of this property to Seneca Street.
2. Trees located along major roadways (Seneca, Wakerobin, Regency, Troutman)
should be planted at least 7' behind the curb, so that utility line placement
and tree locations do not conflict.
3. The final plat will need to dedicate a minimum 8' utility easement adjoin-
ing all street right-of-way lines on both sides of all streets (including "A"
street) and a 15' easement adjoining the northerly r-o-w line of Wakerobin
Lane.
4. There is an existing Pleasant Valley and Lake Canal easement along the
rear of Lot 20. The configuration of Lot 20 is not shown consistently on the
site plan and plat.

5. Some water lines appear to be undersized from a fire protection standpoint.
Fire hydrants which may be required by the Water Utilities Department at the
end of cul-de-sacs must be served from a minimum 6" line.
6. There appears to be adequate space between the property boundary and the
canal to allow for a future recreational trail, with the exception of the rear of
Lots 20 and 21. The Parks and Recreation Department requests that a portion
of these lots be dedicated as future trail easement, to allow a minimum of 20'
total area between the lot line and the ditch. The fact that there is an
existing ditch company easement along Lot 20 may also necessitate re-
configuration of Lot 20.
7. Only one sign per entrance is permitted under the City's Sign Code, rather
than two, as shown at the Wakerobin entrance. Details on the proposed signage
will be needed at final plan review.
8. Building envelopes need to be shown, or typical building setbacks stated on
the site plan.
9. The minimum lot size listed on the site plan does not appear to be accu-
rate, since Lot 24 would have a lot area of 6,600 square feet. Lot areas need
to be reflected on the preliminary plat.
10. Utility easements need to be shown on the preliminary plat.
11. Street trees on 40' centers should be provided along the site's Wakerobin,
Regency, Seneca and Troutman frontage. Maintenance of these trees would be
the responsibility of the Homeowner's Association.
12. A minimum of one tree per lot should be provided by the developer of this
site. A note so stating should be added to the site plan.
13. A note indicating that plans for development of the recreational tract will
be submitted and reviewed at a later date and not as part of the proposed
preliminary plan, should be added to the site plan.
14. Pedestrian paths to/from the ditch should be 8' in width. The pedestrian
connection south of Lot 88 and 89 may best be incorporated into the adjacent
lots, since connections to the north and south provide direct linkages to
cul-de-sacs.
15. The property

the east has the potential
to develop
in neighborhood
commercial uses.

by the applicant,
16. Current sidewalk design details should be used.
17. Sidewalks on Seneca and Regency need to be shown on the utility plans.,
18. Detached walks in the cut -de -sacs are not standard. If detached walks are
desired in these areas, a variance must be requested by the consulting engineer
and would need approval by the Planning and Zoning Board.
19. All drainage improvements need to be shown on the preliminary plat and
utility plans. Cross -pans in the intersection at "B" Court are not acceptable.
Inlets and piping should be used.
20. Street dimensions, right-of-way widths, walks and the separation of walks
from street flowlines need to be shown on the plat and utility plans.
21. Curb, gutter and sidewalk improvements for Troutman, from Seneca to
Shields, need to be shown on utility plans. Both sides of Troutman must be
constructed. Off -site improvements for Troutman may be triggered by develop-
ment of phase two of this development.
22. Utilizing the current median design on "A" Street would necessitate a total
of 74' of right-of-way for this street to accommodate the median, as well as
detached walks. The applicant may want to pursue an alternative median
design, or deleting the median and using a standard local street width.
23. Additional comments will be provided on redlined utility plans. Please note
that the redlined utility plans must be returned with any revised utility plans.
By Wednesday, February 7, 1990 five (5) copies of all revised plans and any
other information necessary to address these comments must be submitted. By
noon on Monday, February 20, 1990 ten (10) folded copies of the site plan and
plat, a colored rendering of the site plan and an 8-1/2" z 11" PMT (xerox
copies unacceptable) of the site plan and plat must be submitted.
