HomeMy WebLinkAboutONE PROSPECT PUD PRELIMINARY AND FINAL - 17 90 AND 17 90A - CORRESPONDENCE - STAFF'S PROJECT COMMENTSServices Planning Department City Of Fort Collins May 29, 1990 Mr. Eldon Ward Cityscape Urban Design 3000 South College Avenue Suite 200 Fort Collins, CO. 80525 Dear Eldon: The Staff has reviewed the request for Preliminary and Final P.U.D. for One Prospect Place and offers the following comments: 1. Enclosed please find a copy of a landscape plan that has been reviewed by Light and Power for potential conflicts between streetlights and deciduous trees. Highlighted in pink are existing and proposed street lights. It is requested by the Light and Power Department that trees be planted a minimum of 20 feet away from the light pole. Please add these existing and proposed locations to the site and landscape plans. There are two existing natural gas mains parallel to the south line of East Prospect Road. These lines are five and seven feet south of the south line of East Prospect Road respectively. The Public Service. Company requests that trees not be planted closer that six feet to either of these lines. 3, water mains are existing in Specht Point Road, Midpoint Drive, and Prospect Parkway. There are numerous water services existing on the site, and if possible, they should be used. If, due to size or improper alignment, they cannot be used, they must be abandoned at the main. 4. A sewer crosses the center of the site from East to west, and it may be tapped to provide services to the site. As shown, however, the buildings are too close to the sewer main. This problem must be rectified prior to approval of the plans. An exclusive 20 foot wide easement must be provided. Major landscaping (large trees) are discouraged within this casement. 5. Staff is concerned about the attached sidewalks along Specht Point Road and Prospect Parkway. Currently, the landscape plan does not match the utility plan. The utility plans show an attached sidewalk that becomes detached wherever there is a conflict with a streetlight, electrical vault, and mailbox. The result is a meandering sidewalk that is not uniform. Staff's concern is that this walk, as proposed, is not what is expected by sidewalk users and may create a level of discomfort. it is suggested that 281 -N. College Avenue • P.O. Box 580 • Fort Collins, CO S0322-0-580 • (303) 221-6750 the sidewalk either remain attached for the full distance and remove the appurtenant structures, or the sidewalk become detached for the full distance. If the sidewalk is to become detached, then the width could be reduced to four feet. A detached sidewalk may have to be placed in an easement if located outside the dedicated right-of-way. Also, the distance between back of curb and the walk would have to be carefully considered due to the area needed for the berms. Perhaps the walk could be setback just enough clear the structures and leave ample area for,sloping the berms. Please investigate possibilities for resolving this conflict. 6. The site enjoys proximity to the Spring Creek bike trail. For this reason, More bicycle parking should be provided. Please investigate areas for adding bike parking for employees. 7. The setbacks for Buildings D and C appear close to Midpoint Drive. This setback could be enhanced by placing upright coniferous material to screen the building walls rather than horizontal material. 3. The internal parking lot could benefit from additional plant material. Have you considered adding a small planter bed for a tree versus a full landscaped island? A small planter bed could be added to the parking bay without any loss of parking spaces. This treatment has been done at Poudre Valley Hospital and Marriott Hotel. 9. Please add a sidewalk/crosswalk connection from the building entrance on the north to the sidewalk on Prospect Road. 10. Please investigate areas of high pedestrian/vehicle conflict and provide pedestrian crosswalk striping or pavers to caution the motorist. . The site does not appear to be sympathetic to the pedestrian. 11. The "One Prospect" identity structure as a sign would not be allowed Without a variance. A free-standing sign must be at least 15 feet from interior side lot lines. Also, it appears this sign would hinder the mobility of a handicapped person using the access ramp. 12. The ramps intended to serve the handicap parking stalls need to be relocated so there is no conflict with the parked vehicle. Enclosed please find a redline cope of the site plan that has been reviewed by the Commission on Disability. Also, please note the request for 10 more Handicapped parking spaces located in the designated employee parking areas. These spaces would require the handicapped person to traverse the parking aisle but are located near the ramps so this distance is reduced. Please be sure that designated bike racks do not create a conflict with the handicap ramps. 13. The City Forester cautions that the Andorra Juniper does not survive well in Fort Collins and another variety should be selected. This concludes Staff comment at this time. Please be reminded that engineering comments will be sent to Stewart & Associates under separate cover. Please coordinate with Stewarts as necessary. The following deadlines apply to the June 25, 1990 Planning and Zoning Board hearing: Plan revisions are due Friday, June 8, 1990. P.M.T.'s, 10 prints, colored renderings are due Monday, June 18, 1990. Final documents are due Thursday, June 21, 1990. Because of a scheduled vacation, I will not be available to represent this project to the Planning and Zoning Board at either the worksession or the public hearing. Kirsten Whetstone will be available assist on this project beginning Monday, June 12, 1990. I can assure you that the transition to a new project planner will be smooth and should cause no problem in the review and processing of this item..
