It is hoped that these comments will assist in your planning the new facility. I have been contacted by Dr. Rumley, who represents several of the concerned citizens, asking for another opportunity to discuss the proposal. I informed him that the best time to meet again would be after formal submittal of the P.U.D. when plans are in a more complete form. It would seem to serve little purpose to hold a meeting without the benefit a detailed site plan, landscape plan, and architectural elevations. If you plan on submitting for final P.U.D. for the December 17th Planning and Zoning Board hearing, your deadline is Monday, October 29, 1990. Dr. Rumley has indicated that his group would be able to meet during the week of November 12th, 1990 to discuss specific aspects of the proposal. The City will handle the notification as well as facilitate and provide the meeting location. I have enclosed a copy of a letter received by the Planning Department from the neighbors adjacent to the restaurant. This letter was delivered by Dr. Rumley. Please take the time to read this letter very carefully. The letter eloquently summarizes the primary concerns that were expressed at the neighborhood meeting. The concerns are legitimate issues that should be addressed via the P.U.D. process. There is also a possibility that the owner to the north may want to ask you for permission to share one of the drive-thru exit lanes for egress onto northbound College Avenue. If access is unable to be obtained, then these owners would expect some degree of fencing and landscaping to be installed to buffer the exit lanes. This interest has been expressed to me informally by Chris Wells, agent for the Farmers Insurance Bureau. If. you are. interested in pursuing this shared exit, or discussing landscaping ideas, Mr. Wells can be reached at 223-5555. It is not unusual for P.U.D.'s to have a second neighborhood information meeting. My experience is that the second meeting usually builds on the first and the discussion moves from broad concepts to specific issues. It is anticipated that the agenda for the second meeting will reflect the progress 281 N. College Avenue • P.O. Please let me know as soon as possible if you still plan on submitting on October 29, 1990, and if the week of November 12, 1990, from 4:00 to 6:00 p.m. is a convenient time to meet. If you do not plan on submitting on October 29, 1990, the second neighborhood meeting will be postponed accordingly. As always, please call if there are any questions or concerns.
