RECOMMENDATION: Staff recommends adoption of the Ordinance on Second Reading. EXECUTIVE SUMMARY: During the Performance Audit of the LDGS that was completed in October, 1990, a small but important issue arose as a result of input received from the private sector. In discussing master plan changes it became apparent that many people consider the name "Master Plan" to mean the equivalent of "City comprehensive plan" (i.e. Master Street Plan, Parks and Recreation Master Plan, etc.). The name should be changed to something that reflects its status as a privately proposed and publicly approved overall development plan for a parcel of private land. Presently, a master plan for the entire development site, together with the proposed preliminary plans for the first phase of development, is required if a property under one ownership is intended to be developed over time in two or more separate preliminary plan submittals. This Ordinance, which was unanimously adopted on First Reading on March 19, makes the "housekeeping" type changes and will replace the name "Master Plan" with "Overall Development Plan" throughout the Land Development Guidance System (where applicable). The Planning and Zoning Board recommended approval of this ordinance on a 7-0 vote at its February 25, 1991 meeting. ORDINANCE NO. 32, 1991 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING SECTION 29-526 OF THE CODE OF THE CITY (THE LAND DEVELOPMENT GUIDANCE SYSTEM) BY CHANGING THE NAME "MASTER PLAN" TO "OVERALL DEVELOPMENT PLAN" WHEREAS, during the 1990 Performance Audit of the Land Development Guidance System, various members of the public expressed a concern regarding the difficulty of distinguishing between a master plan for a single development and the Comprehensive Plan of the City; and WHEREAS, the Council has determined that it is in the best interests of the citizens of the City that the Land Development Guidance System be amended for the purpose of avoiding confusion between the City's overall Comprehensive Plan and its various component master plans and planned unit development master plans for individual developments by changing the term "Master Plan" for developments in Section 29-526 to "Overall Development Plan." NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the term "Master Plan" shall be changed to "Overall Development Plan" wherever said term may be found in Section 29-526 of the Code of the City, with the following exceptions: • 4 The term "Master Street Plan," as found in Section 29-526(D) All Development Criteria No. 5 and in Appendix B, shall remain unchanged. 0 That the term "Fire Protection and Emergency Services Master Plan," as found in Appendix B, shall remain unchanged. • That the term "master plan," as found in Section 29-526(D) Downtown River Corridor Criteria No. 4(a) and corresponding point chart, shall remain unchanged.
