HomeMy WebLinkAboutUNITED STATES POSTAL SERVICE ASPEN STATON - 34 91 - CORRESPONDENCE - CITY STAFFNo Text March 17 1991 CITY/POST OFFICE AGREEMENT - Draft of info to include in the Agreement An agreement is needed between the City and the U.S. Postal Service to cover certain items that the Postal Service may agree to do immediately after JFK Parkway has been constructed between Boardwalk Drive and Horsetooth Road. The following items should be included in the agreement. The Postal Service plans to construct a new post office on property located at the southeast corner of Boardwalk Drive and JFK Parkway. The parking and driveway facilities proposed to serve the post office customers are designed such that the ingress is into a driveway at the intersection of Boardwalk Drive and Landings Drive and the egress is from a driveway on JFK Parkway approximately 330' south of Boardwalk Drive. The City is concerned that the proposed design will cause traffic problems (excessive traffic for the land use and/or safety problems) on Boardwalk Drive and/or Landings Drive. The staff at the Postal Service disagrees with the City.staff concerns, and has decided to proceed with construction of their facility as they had planned. However, the Postal Service has offered to review the traffic situation in the future to determines whether their facility has caused problems. The Postal Service agrees to review the situation when JFK Parkway is constructed between Boardwalk Drive and Horsetooth Road and a. traffic signal is operating at the intersection of JFK Parkway and Horsetooth Ro6d. If a traffic circulation, congestion or safety problem exists in the area of the post office that may be attributed to the driveway locations or operations, the Postal Service agrees to do a traffic study that will determine the f the problems d solutions rm ne e causes o e pr�� ems �n propose �o u ons to correct the problems. If any of the problems are determined to be caused by the location or operation of the post office driveways, the Postal Service agrees to make the.recommended changes~.io.—the traffic study that would correct the. problems. Correction to the problems sall be done by the Postal Ser`/tce-�n' a manner that considers a reasonable time frame to budget for the improvements and design and construct the improvements. If the problems are determined to be not attributable to the post office, then the Postal Service shall not be obligated to make any corrections. If the problems are determined to be not attributable to the post office, the problems shall be the responsibility of the City, or other parties, as the case may be, to correct within the normal processes of the City for making such corrections. If problems are found to be of joint responsibilities of the Postal Service and the City, the two parties agree to cooperate in developing solutions and budgets to jointly make corrections.
