The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: February 25, 1991 ITEM: Preschool/day care for 12 children APPLICANT: Susan Hoyt .1401 Glen Haven Drive Fort Collins, CO 80526 LAND USE DATA: � J This is a request for a preschool/day care for 12 children in an existing single family dwelling located at 1401 Glen Haven Drive. The hours of operation are from 9:30 to 11:00 a.m. The owner is currently licensed for.6 children and would like to expand to 10. Anything over 6 requires a PUD in this zone and can include up to 12 children. COMMENTS: 1. Light and Power will contact you if you are required to have commercial service. There are no additional fees ,if you are not increasing .the electrical load. 2. The property is zoned RLP, Low Density Planned Residential which does not allow for child care centers (over 6 children) as a use by right. The request will have to be processed as a PUD, Planned Unit Development, which often allows some flexibility to the strict zoning guidelines when certain mitigation measures have been taken. Guid_eli_nes from the zoning_ code are as follows: a. A minimum of 2000'sq. ft. of outdoor play area shall be provided for 15 children or fewer. Such play area shall be enclosed by a decorative solid wood.fence or masonry wall or chain link fence with vegetation screening, densely planted. The height of the fence shall be a minimum of 6 feet. b. There shall be an indoor floor space reserved for school purposes of 40 sq. ft. per child. 3. Smoke detectors will have to be added and wired into the house electrical system. Also two 2A1OBC rated fire extinguishers will be required. When ..these improvements are in, please contact the Fire Department for a final inspection. 4. The sliding patio door will have to be replaced with an atrium door. The handicapped access ramp requirement will be waived for this project as per building inspection. 5. Please submit a letter. to the Transportation Department with your official project submittal. stating hours of operation, number of employees, number of children, and in general the traffic impacts this proposal will have on the local street. 6. Any damage to curb, gutter, or sidewalk should be repaired at this time. 7. Pl.ease submit a letter to the Storm Water Utility Department stating if you are adding any impervious (paved) surface to the property and what effects this proposal will have on the current storm drainage, flows in the area (probably will not change it at all, but do need a letter to that effect). 8. You will be required to hold a neighborhood information meeting prior to submitting your proposal to the Planning Department for review. I have enclosed some information on neighborhood meeting requirements as well as on the PUD process in general. Please call me when you are ready to schedule a neighborhood meeting.
