Dear Jim:
Staff has reviewed Paragon Point Phase Four Preliminary P.U.D. and
offers the following comments:
1. The Public Service Company advises that the planting of trees
in the 15 foot utility easement adjoining the east line of
South Lemay Avenue will have to be coordinated to avoid
conflicts. No trees may be planted within four feet of any
underground natural gas line. There will be a six inch
diameter gas main installed in this easement.
2. The islands in the cul-de-sacs will have to be equipped with
the proper pavement section, perimeter drains, etc. as
required by the Engineering Department. The developer should
be aware that the City reserves the right to remove the
islands in the right-of-way if they become a problem for
safety or maintenance.
3. The Fort Collins - Loveland Water District and the South Fort
Collins Sanitation District offer the following comments:
A. Easements on the District's standard easement form wirl
be required for all facilities .that are not located
within the public right-of-way. The width of the
easement will be dictated by OSHA trenching requirements.
B. The distance between the water and the sanitary sewer
line may need to be increased depending on the depth of
the sanitary sewer line.
4. The developer is reminded that there needs to be an analysis
of the floodplain volume being filled compared to removal of
fill. This is to document no net loss of storage volume in
the floodplain.
5. At the time of Final, Columbine Cable will require standard
easements in order to install their system. Easements may be
necessary in the open space areas.

6. U.S. West requests that the open spaces on this plat should be
described as utility easements, and an easement would be
required across the rear of Lot 59 for access to Lot 60.
7. Be sure that the selected street names do not duplicate
existing street names in both the City and the County.
8. Staff respectfully suggests that consideration be given to
name a street in honor Cpl. Peter Maciel Jr., killed in Viet
Nam on January 23, 1967. Cpl. Peter Maciel graduated from
Fort Collins High School in 1964 and received the Purple
Heart, the Distinguished Flying Cross, and the Air Medal with
the seventh through 13th clusters, signifying a minimum of 350
combat missions flown. He was a helicopter crew chief and a
gunner and received his medals for heroism. The City of Fort
Collins encourages developers to name streets in honor and
recognition of deserving citizens. Further information on the
medal citation and biographical information is available from
the Planning Department.
9. Staff recommends that the Brittany Court and "B" Court cul-de-
sacs feature a six foot wide bicycle/pedestrian connection to
the Fossil Creek Trail. These connections can be located
between side lot lines. A 48 inch high open fence can be
constructed from the front building line to the front property
line along the path to protect front yards of the adjoining
lots.
10. The narrow open space (ten feet) behind Lots 66 through 69 and
Lots 56 through 58 may become undesirable and difficult to
maintain. If this narrow corridor cannot be widened, perhaps
it should be eliminated. If these rear yards have a six foot
privacy fence, then this area will become a tunnel.
11. As a P.U.D. the Site Plan does not have to reference a
variance for the 16 foot front yard setbacks in the cul-de
sacs. The key is to provide a 20 foot driveway apron_so __
parked vehicles do not overhang the sidewalk.
12. Under "Project Statistics", it is not clear what is "dedicated
open space".- Please clarify where this space is, to whom it
is dedicated, and for what purpose.
13. The Natural Resources Department is concerned areas disturbed
during construction and buffering of the wetlands. Also, at
Final P.U.D., the grass mix for revegetation will have to be
specified in detail. It is suggested that the developer set
up a meeting with Rob Wilkinson as soon as possible to discuss
the issue of protecting the wetland area. This issue should
not be put off to the Final P.U.D. stage but should be
addressed, in detail, at Preliminary.
14. The first paragraph of the Planning Objectives should be
clarified as to the dates of approval of previous phases.
Without more detailed references, it is confusing.
15. The vicinity map should contain street names.
This concludes Staff comments at this time. Please be aware of the
following deadlines:
Plan revisions are due May 5, 1993.
P.M.T.'s, 10 prints, colored renderings are due May 17, 1993.
As always, please call to set up a meeting to discuss these
comments in detail.
