For your information, attached is a copy of. the Staff's comments concerning
Pinecone PUD, which was presented before the Conceptual Review Team on April 22,
1991.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: April 22, 1991
ITEM: Pinecone PUD
APPLICANT: Eldon Ward, c/o Cityscape, 3030.S. College, #200, Fort
Collins, CO 80525
LAND USE DATA:
Request for a 238-acre Overall Development Plan, located at the.
northeast corner of Horsetooth and Timberline.
COMMENTS:
1. Power is available on the north side of. Horsetooth and the_
west side of Timberline.
2. Water and sewer is available in Timberline. Water is also
available along the north side of Horsetooth Road. "A Master
Utility Plan should be included as part of the submittal.
3. If a school site is desired on this site, the school site
should be larger (18-20 acres) to combine with a park site.
4: The proposed street loop needs to have other local street
access alternatives.
5. Staff encourages the use of lower maintenance plant materials
and a more naturalistic approach to landscaping, where
appropriate. :.
6. The site is within the Foothills Basin. The applicant may
want to consider revising the basin master plan. Any changes
proposed to the basin master plan should generally comply with
the original intent of the plan.
7.: The basin outfall'will be to the south and east, along•"the."".,
nor.th- side of Horsetooth Road.
8. The proposed lake may be used for detention for areas north of
the lake.
9. The Stormwater Utility will be updating the hydrology and
design through the Agronomy Farm and designing the outfall
system. Depending on timing, this information may be of use
for this development.
10. The basin fee for the Foothills Basin is $5,024 per acre.

11. Detention requirements may need to be modified if the basin
master plan did not assume land uses as intense as the
proposed development plan.
12. The proposed north/south street along the east edge of the
site may not be "buildable", in terms of tying the
construction commitment for this street to the appropriate
property owner/developer. This street at the east edge of the
site should be shifted closer to this site, to provide an
alternative collector street system that better serves the
eastern portion of the development. Such a street location
would also better relate Horsetooth Road access to the site.
13. The traffic loop should not be shown since it .is a local
street. Other local streets should also be removed
(connection between Parcels F & G).
14. A traffic study for the entire 238-acre site must be done.
15. Timberline Road is shifted to the east. The City will
purchase 10' out of the total 70' of dedication. The roadway
will be constructed 70' from the curb and gutter along the
west side of Timberline Road.
16. Street Oversizing fee is $584 per dwelling unit.
17. Access to the outparcel along Timberline 1%oad needs to be
evaluated and may best be served by providing an internal
alternative to Timberline road.
18. Rezoning from T-Transition will be necessary. Staff would
recommend the IP-Industrial Park Zone (with PUD condition) for
areas intended for industrial development and RP -Planned
Residential (with PUD condition)'for any residential areas.
