The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. Boa 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 CONCEPTUAL REVIEW STAFF TOMMENTS MEETING DATE: January 6, 1991 ITEM: Pine Cone Farm, Amended Overall Development Plan APPLICANT: W.W. Reynolds Company c/o Mr. Eldon Ward, Cityscape Urban Design, 3030 South College Avenue, Fort Collins, CO.*80525 LAND USE DATA: Overall Development Plan for 238 acres located at the northeast corner of Timberline Road and Horsetooth Road. Primary use is a the new Fort Collins High School on 82.8 acres. Other uses include an 11.7 acre neighborhood service center, multi family, convenience, neighborhood park, and between 400 and 450 single family residential lots. COMMENTS: 1. The City Light and Power Department has single phase and three phase electrical power in the area. Temporary construction power is available. All normal development charges will apply. Please work with Light and Power on coordinating the location, screening.and access to electrical transformers. 2. The Water and Wastewater Department requests a master utility plan for the entire Overall Development Plan. 3. A water main is available in Horsetooth. Both water and sewer mains are available in Timberline. There is an existing 21 inch diameter.sewer line just north of the school site which will require a minimum of 30 feet of separation from any structures. The O.D.P. is located in the Foothills Drainage Basin. Onsite detention will be required. Any modifications to the master drainage basin plan will be at the developer's expense. The regional drainage channel is eligible for financial reimbursement from the Stormwater Utility. Efforts should be taken to design the channel so it is an amenity for high school students and residents. 5. The Poudre Fire Authority will require typical hydrant spacing for the residential portion of the O.D.P. The development of lots being accessed from Horsetooth must be within 660 feet of a single point of access or an approved second point of access must be provided. It is assumed that the new high school will be equipped with a fire sprinkler system. Hydrants must be provided along Timberline for the school. 6. The "T" Transitional zone must be changed before any uses are approved. 7. The Parks and Recreation Department must coordinate with Poudre R-1 on the size and shape of the proposed neighborhood park. The location central to the O.D.P. with convenient access to the future residential area is a good idea. 8;- The Transportation Department has concerhs about the proposed collector street layout. It is a standard policy that access to neighborhood shopping centers be gained internal to the section without having to rely on the surrounding arterial streets. A collector system should provide access to the school and shopping area as well as the residential area. Also, the collector system must account for future development to the north and east. Please include the Transportation Department in any discussion with the property owners on the coordinating of the collector streets. 9. Please be aware that the points are awarded for neighborhood shopping centers that are located at the intersection of a collector and arterial street. (Point Chart B) 10. The improvements called for in the Traffic Impact Analysis will be included in the necessary improvements along both Timberline and Horsetooth Roads. The City will purchase ten feet of the 70 feet of half width along Timberline as this is designated as a major arterial street. If the 11.7 retail area is phased in at a later stage than the school or residential,. then there may be a gap in the arterial improvements. Such phasing will have to be addressed. 11. If cul-de-sacs are proposed along the inside of a curving street, then sight distance easements may be required at intersections. Certain plant materials will not be permitted within such easements. 12. The land use designations on the O.D.P. should match the land use categories in the Land Development Guidance System. Please consider improving pedestrian and bicycle _cir.culation____�___ between the residential area, the school, the neighborhood park, and the two shopping areas. There is an ever-increasing interest in promoting non -vehicular forms of transportation. Presently, the concept does not appear sympathetic to alternative modes. 14. Also, please consider bicycle and pedestrian traffic to the new school originating outside the section. Provisions should be made to accommodate non -driving students from other neighborhoods. 15. A neighborhood information meeting will be required.
