Comment Number: 3 02/11/2020: INFORMATION ONLY: All submittals are accepted any day of the week, with Wednesday at noon being the cut-off for routing the same week. Department: Engineering Development Review Contact: Dave Betley, 970-221-6573, dbetlev@fcgov.com Topic: General Comment Number: 19 04/06/2020: FOR APPROVAL: In the ultimate roadway design for Prospect Road, there are numerous cross sections between Stationing 16+00 and 28+00 that show an impact to the properties to the south. The roadway in this area is showing a increase in elevation up to 7.0'. This ultimate roadway design would have a detrimental impact on the property owners on the opposite side of the street. The encroachment would require a slope easement beyond the ultimate right of way line. The engineer will need to address this issue to either adjust the design or show that there has been coordination with the property owners to the south. The engineer needs to show the impact to the residents, the driveways, utilities and any other facilities. NE Response: Design has been updated to show impacts on properties south of Prospect per discussion with City and Town. Comment Number: 20 04/06/2020: FOR INFORMATION: There seems to still be some confusion on the timing of annexation, construction, and inspection. We should schedule a meeting with the City of Timnath and City of Fort Collins inspection staff to be sure that there are no misunderstanding on the schedule of construction and inspection. It was discussed in previous meetings to put together a map showing construction timing and inspection responsibility. NE Response: Acknowledged. We will provide any help requested. As discussed since the comment was made, current thinking is that construction will start this summer and be completed in the fall, ahead of any jurisdictional changes. Comment Number: 21 04/08/2020: FOR INFORMATION: A meeting was held with Xcel and the City of Timnath on power pole relocation and feeding the properties to the south of Prospect Road. The power poles to the properties will need to be relocated out of the proposed improvements. It is likely that these improvements will take place before the roadway construction. Xcel will have to perform boring for the utilities which will need to be coordinated with the waterline placement. John Little is aware of the situation and will be reaching out to Northern. NE Response: PSD is in contact with Xcel and the design of the relocated utilities is underway. 2 Department: Traffic Operation Contact: Martina Wilkinson, 970-221-6887, mwilkinson@fcgov.com Topic: General Comment Number: 1 04/07/2020: FOR FINAL APPROVAL: Please add the following note to the signal sheet: "Signalization shall occur only upon meeting MUTCD signal warrants. Design and construction of signals are assumed to be within jurisdiction and/or oversight of the Town of Timnath. Should change in jurisdiction not occur as assumed, and signals need to be per City of Fort Collins, contractor shall contact City Traffic immediately for coordination and any final design changes." NE Response: Detailed signal plans are now provided and included in the offsite plans. General Note 24 had been added to each plan in an effort to address this comment. The language we were provided in this comment differs from what was discussed in our meeting with staff, and that language has been left in place since we had all discussed it. If there is a need to modify it to what is provided here, we have no issues making that change. 02/11/2020: FOR FINAL APPROVAL: Signal plans were not submitted with this round of review. Once they are available, we'll review. Comment Number: 3 04/07/2020: FOFOR FINAL APPROVAL: A couple minor striping comments: On sheet R-10 - EB left turn at McLaughlin please remove skip striping3 NE Response: Removed. On sheet R-14 - check previous redlines - add "Right Lane Ends" and "Right Lane Must Turn Right" signs NE Response: Added and labeled on R-14 On sheet R-15 - check previous redlines - transition bike lane to left of right turn lane on approach to Prospect. Do not include skip striping at beginning of turn lanes, add bike stencils. NE Response: Redlines have been addressed. We anticipate working with staff to resolve any additional comments that arise so that the onsite plans can be signed and utility installation can commence separate from approval of the offsite plans. 3 Department: Erosion Control Contact: Basil Hamdan, 970-222-1801, bhamdan@fcgov.com Topic: Erosion Control Comment Number: 3 04/02/2020: FOR FINAL APPROVAL: Please note that prior to any construction taking place the Erosion Control initial measure will need to be installed and an initial inspection scheduled, and the Erosion Escrow needs to be deposited. If a DCP will be issued for this site that will need to take place prior to issuance of DCP. Otherwise, the contractor will need to coordinate with the City's Erosion Control inspectors prior to commencing any construction activity on the site to ensure that initial inspection is completed and escrow was posted. FOR FINAL APPROVAL: Thank you for addressing most of the reclined comments. Please see ESC plans redlines for remaining issues. Mainly a lot of the road improvements will necessitate grading to match the road to existing grades, thus, side slopes need to be called out along the length of the proposed road improvements and where necessary side slope erosion protection should be provided. NE Response: Redlines have been updated. 02/06/2020 : FOR FINAL APPROVAL: If the roads are to remain under City jurisdiction rather than Timnath, then please address all ESC comments provided on the redlined Roadway Plans. Please adjust the escrow calculations after addressing all provided comments as appropriate. NE Response: Escrow has been updated. Department: Stormwater Engineering Contact: Dan Mogen, 970-305-5989, dmogen@fcgov.com Topic: General Comment Number: 1 04/03/2020: FOR FINAL APPROVAL - UPDATED: It is understood the variance is currently in the works and will be submitted once completed. In review of the submitted drainage report and talking with Timnath, it is clear there are outstanding issues to address in the drainage report, mostly issues with offsite drainage. Please see redlines for more information. It is encouraged to set up a meeting with Timnath, and Fort Collins too, to go thru the issues and ensure they are adequately addressed in the next update. 02/05/2020: It is understood the site is proposing to meet Town of Timnath and New Cache drainage requirements and a variance will be completed to this end rather than meeting City of Fort Collins' requirements. Please submit completed variance application with signatures from these parties in order for the variance to be reviewed by the City of Fort Collins. Note: Fort Collins is only performing a cursory review of the plans/report submitted as it is expected these other parties are reviewing and accepting the drainage design. NE Response: Thank you for the comment. The drainage study has been updated to address the comments received and incorporate the recent info along the north side of Prospect, west of McLaughlin. We will work with staff directly to gain the approval of this document ahead of the offsite roadway approvals so onsite construction is not delayed. 4 Department: PFA Contact: Jim Lynxwiler, 970-416-2869, jlynxwiler@poudre-fire.org Topic: General Comment Number: 01 02/11/2020: REQUIRED FIRE ACCESS: (UPDATED 4/8/2020) There appears to be some confusion regarding fire lane requirements. Prior discussions and plans detailed fire access however the most recent submittal does not call out fire lanes (Emergency Access Easement) anywhere on the plat or plans. Plans will need to be revised to define limits of EAE. Fire access requirements provided below for reference. The applicant team there was discussion with PFA to eliminate dedication of fire lanes and I'm hoping the team can provide details of that discussion, especially person, date, and any other conversations. Such information would be helpful to me at this stage. NE Response: EAE added back to plat. Comment Number: 02 02/11/2020: SIGNAGE: Fire lanes are required to be visible by red curb and/or signage, and maintained unobstructed at all times. Sign locations or red curbing should be labeled and detailed on final plans. Refer to LCUASS detail #1418 & #1419 for sign type, placement, and spacing. Appropriate directional arrows required on all signs. NE Response: Fire lane signage added to onsite plans. Comment Number: 03 02/11/2020: GATE ACCESS: Gates shall be designed so as to be accessible by Poudre Fire Authority in the event of an emergency. If details are not provided on the site plans, this comment will be resolved at time of building permitting. I've not seen any updated proposals from the applicant regarding this early discussion but if details are not provided with the site plan, this comment will be resolved at time of building permit. RB+B Response: RE: Attached 'Roof Access Diagram' Exhibit for clarification of roof access as discussed with PFA per 11.4.19 PFA Coordination Meeting. Roof access has been provided at the (4) corners of the building (and beyond) via code compliant ladder and/or arial access. Additionally, per PFA's request, roof -to -roof access will be provided by aluminum ships ladders in lieu of vertical wall ladders, as identified on the attached Exhibit. NE Response: Per discussions with County staff, ultimate roadway cross sections now show existing topography south of the existing ROW to better illustrate potential future impacts to adjacent properties. Prospect Road centerline has also been lowered near McLaughlin to reduce the impacts to existing properties along the south side of Prospect.
