An Olive Garden Restaurant is a sit down restaurant specializing in Italian food. There is currently a quality sit down restaurant on this site. The existing restaurant has access to College Avenue (right-in/right-out) and a full -turn access to Boardwalk Drive located approximately 250 feet west of College Avenue. The site plan for the Olive Garden Restaurant indicates that the College Avenue access will be closed, the Boardwalk Drive access will remain, and an access to Mason Street will be added. The Mason Street access is proposed to be located approximately 150 feet north of Boardwalk Drive. This access is' proposed to be located as far from Boardwalk Drive as is practicable. The Boardwalk Drive access lines up with an access on the south side -of the street. The access to the south currently serves only a Kentucky Fried Chicken (KFC) restaurant. However, it is built to provide access to a 600' X 600' parcel that will likely be developed as a commercial/ retail use. The two accesses to Boardwalk Drive (one on the north side and one on the south side) are expected to be the only accesses allowed in this segment of Boardwalk Drive. Noon and afternoon peak hour traffic volumes were collected at the College/Boardwalk intersection in May 1992 and are shown in Figure 1. Raw traffic counts are provided in Appendix A. Also shown in Figure 1 are synthesized traffic volumes at the Mason/Boardwalk intersection. Operation at the College/Boardwalk .signalized intersection and the Mason/ Boardwalk stop sign controlled intersection is acceptable. This is shown in Table 1. Acceptable operation is defined as level of service D or better. Calculation forms are provided in Appendix B. At the time of traffic counting, the existing restaurant on this site was closed for renovation. Table 2 shows the expected daily, noon peak, and afternoon peak trip generation. The newly generated trips were distributed as follows: Mason Street north and south of Boardwalk North - 10% South - 5% College Avenue north and south of Boardwalk North - 45% South - 25% Boardwalk East of College - 15% Since traffic counts were not obtained at the Boardwalk/KFC access, a trip generation analysis was also conducted on it. These trips were distributed as indicated in the previous paragraph. One short range future year (1994) was analyzed. The greatest impact to the key intersections in this area will be caused by development of the 600' X 600' parcel to the south of Boardwalk Drive. It is not known when this will occur, but it is not likely to occur before 1995. When this larger parcel is proposed for development, a traffic study should be prepared which will also include the Olive Garden Restaurant. The traffic study for this larger parcel should include the long range analysis. Compared to the development that is likely to occur on this larger parcel, the impact of the Olive Garden will be small. Background traffic is defined as that traffic which is on the street system, but is not related to the proposed development. Historic counts on College Avenue indicate that traffic has been fairly stable over the past few years. Therefore, the background traffic on College Avenue was increased by 1 percent per year. Since the traffic on College Avenue is high, even this modest percent increase results in a substantial actual increase. Selective turning movements at the College/Boardwalk intersection include traffic that will be generated at the new Fort Collins Post Office, which should be opened by the end of 1992. Traffic on Mason Street was increased at 3 percent per year. Figure 2 shows the 1994 peak hour traffic at the key intersections. The key intersections shown in Figure 2 were analyzed with the existing control and geometrics. Table 3 shows the results of those analyses. Calculation forms are provided in Appendix C. All intersections will operate acceptably during the peak hours. The current striped geometrics on the public streets (College Avenue, Boardwalk Drive, and Mason Street) meet or exceed the geometric requirements of the future traffic with one exception. The eastbound left -turn lane on Boardwalk Drive approaching College Avenue should be at least 130 feet long plus taper. It is currently 120 feet long plus taper. There is currently a westbound left -turn lane on Boardwalk Drive approaching the KFC access. This left -turn lane is not warranted. However, rather than restripe Boardwalk Drive to gain the little additional length needed, it is recommended that the existing striping remain as is. After the Olive Carden Restaurant is open for a few months (3 or more), traffic should be monitored to determine if the additional length is needed. Adjustments can be made pending the results of that determination. Conclusions It is concluded that with the development of the Olive Garden Restaurant, traffic operation at the key intersections will be acceptable in the short range future. The existing geometrics on the public streets should remain. Traffic should be monitored after the restaurant is in operation for a number of months to verify the geometric recommendation. When the parcel to the south of Boardwalk is proposed for development, the long range impacts on the area streets should be determined.
