RE: West Vine Basin — Hydraulic Analysis Change order Request
Dear Mark,
As we had discussed previously, we have assembled this change order request letter outlining
additional fees associated with the West Vine Basin Hydraulic Analysis. This request has been
broken up into two parts. The first part reflects fees associated with new modeling requested by
the City, including "with -and -without levee" (berm) analyses and new flow paths within the
Hollywood/Irish areas. The second part reflects additional costs that were incurred during the
original translation and incorporation of the County's 1-foot contour mapping, breaklines, and
survey data as well as the topographic adjustments and rework at the City's Fleet Services Area.
Our request is outlined in detail below:
New Project Items:
1. "With and Without Levee" Analyses — "Without levee" (berm) analyses will be conducted
for the Eastern Flowpath, adjacent to the Fleet Services Center and the Central Flowpath
in the vicinity of the Hollywood Irish Subdivision. Hydraulic analyses will be completed
to identify the flooding effects and associated base flood elevations (BFEs) or shallow
flooding, from removal of the levee/berm areas. In general, the levee/berms will be
removed from the hydraulic models and replaced with lateral structures. Depths of
residual flooding will be estimated using "normal depth" analyses or an extension of the
HEC-RAS model.
2. Hollywood/Irish Updates —The following updates will be made to the hydraulic modeling
in the HollywoodArish area based on the initial results from the City's survey and
intersection analysis at Sunrise & Cherry Streets.
a. The intersection at Sunrise and Cherry Streets will be evaluated to determine the
ratio of flow splits to the detention pond versus east along Cherry Street. Flow
splits will be estimated using "normal depth" computations.
b. The existing MODSWMM model will be adjusted to reflect the results of the
Sunrise and Cherry Streets intersection analysis.
c. Pending final results, it is assumed that an additional Fowpath down Cherry Street
will be defined from Sunrise Street to the NMD. This flow path will be analyzed
using HEC-RAS. A floodway will not be computed for this reach. Additionally,
the analysis will be based on surface flow flooding and will not include evaluation
of the existing storm sewer system along Cherry Street, which is initially fed by
the detention pond release.
d. The geometry of the existing overflow channel south and east of the subdivision
will be incorporated into the modeling based on the City's survey. It should be
noted that the eastern channel alignment varies horizontally from the design
location and will require adjustment to the cross-section alignment and layout to
correct this.
Past Project Items:
3. Incorporation of County's 1-foot contour mapping: Larimer County's 1-foot contour
mapping and field survey was incorporated into the project mapping for use in this study.
The data was generally CAD based and varied in information throughout the boundary.
An iterative process was used to assemble the data into a useable GIS format & projection
and combine it with the remaining topographic data from the City's information. In
general the process included: Coordination and adjustments regarding projection (still
unknown); contour and breakline definition, and inclusion of "as -built" survey points
defined on CAD layers.
4. As a result of Task 3 above, the hydraulic cross -sections along flowpaths east of the
LCC2 needed to be redefined based on the updated DTM for conformity and consistency
with the new mapping.
5. It was determined that the topography along the Eastern Flowpath in the vicinity of the
City's Fleet Services Center was inadequate. Through coordination with the City, the
modeling was reworked several times in this area. Iterations included:
a. Adjustments based on the City's current topography following the original URS
alignment
b. Adjustments based on existing building configuration
c. Topographic adjustments (i.e. digitizing design plans) and redefinition of the flow
path.
Fees requested for this change order are $12,830. A cost estimation spreadsheet is attached.
Now that the direction for the Hollywood/Irish areas have been clarified, we estimate that this
phase of the project, and DRAFT report section will be submitted towards the end of June.
