BNSF Crossings Downtown
Dear Ms. Lewin:
Felsburg Holt & Ullevig is pleased to submit this proposed Scope of Work and Hour and Fee
Estimate to assist the City in follow up work related to Phase 1 of the Railroad Quiet Zone Study
along the BNSF Railway corridor through downtown Fort Collins.
Completion of Phase 1 of the Quiet Zone Study provided guidance for the downtown railroad
crossings and crossings east of town. Construction of the .City's Mason 2-Way conversion project
and Track Rehabilitation project provided some improvements and upgrades to crossing
equipment downtown. The purpose of this follow-up work is to reassess the downtown corridor with
the recently constructed elements in place, and determine if other options may be available to the
City for pursuit of a Quiet Zone.
Felsburg Holt & Ullevig has the in house expertise to review the FRA Final Rule in more detail
relative to the downtown scenario, and correspond with the FRA regarding other possible options
for consideration.
We have appreciated the opportunity to work with the City on the initial Phase 1 Quiet Zone Study,
and currently on the Phase 2 Study for crossings south of town. We look forward continuing to
assist the City in the advancement of the Quiet Zone pursuit.

BNSF QUIET ZONE STUDY — PHASE 1 FOLLOW-UP
SCOPE OF WORK
The following Scope of Work is provided for follow-up work related to the Phase 1 Quiet Zone
Study completed in July 2011 which included evaluation of public at -grade crossings through
downtown Fort Collins and points northeast of downtown. This follow-up work will specifically
review other opportunities for silencing of train horns through downtown Fort Collins,
The Scope of Work for this follow-up effort includes the following tasks:
A. Initial Phase I Follow Up Meeting
1) FHU will review the FRA Final Rule regarding the use of locomotive homs to
determine other possible options for pursuing a Quiet Zone downtown. This
information will be summarized in a draft addendum memo to be submitted to the
City for review
2) FHU will meet with, City Staff to review the draft memo and discuss potential other
opportunities for silencing of train horns through downtown Fort Collins
B. FRA Coordination Regarding Additional Quiet Zone Options
1) After meeting with City Staff, FHU will coordination with the Federal Railroad
Administration (FRA) for discussion regarding other possible options for Quiet Zone
establishment
2) FHU will present the research identified in the draft addendum memo to FRA for
discussion and follow-up, and ask for guidance and other recommendations from
FRA
C. Review of College-BNSF and Cherry-BNSF Crossings
1) FHU will review the existing crossing warning devices and configuration at the
College and Cherry crossings of BNSF following completion of the Mason 2-way
conversion construction, to verify equipment and street configurations
2) FHU will identify the remaining required modifications of each crossing necessary
for Quiet Zone establishment
3) FHU will follow up with City Staff regarding the potential for pursuit of Quiet Zone
establishment at these two crossings
D. Development of Train Horn Schematic and Discussion
1) FHU will compile a schematic drawing depicting the standard train horn pattern
through downtown Fort Collins, for discussion purposes
2) FHU will engage in discussion with FRA regarding the downtown train horn pattern
and allowable variances in accordance with the Final Rule
3) FHU will provide updated information from FRA to City Staff regarding this issue
E. Determination of Realistic Quiet Zone Calculator Risk Index
1) FHU will complete an initial calculation of risk using the FRA Risk Calculator and
allowable representation of the crossing warning devices currently installed through
downtown

2) FHU will discuss with FRA the potential for a more accurate calculation of the Risk
Index which reflects the actual non-standard installations present through downtown
3) If FRA determines a way to better reflect actual risk by considering actual crossing
warning devices, FHU will complete a follow up calculation of the risk index
F. Determination of Viable Options for Downtown Quiet Zone
1) Following coordination with the FRA, FHU will summarize information regarding the
viable options for a downtown Quiet Zone
G. Compilation of Results/Final Phase I Addendum Memo
1) FHU will compile the resulting information from coordination with the FRA as well as
calculations and research regarding other options
2) FHU will updated the draft Phase I Addendum Memo to reflect final viable options
H. Finalize and Submit Final Addendum Memo
1) FHU will prepare ten (10) hard copies of the final memo, and provide the City with
an electronic version on CD.
Proposed Schedule:
1, FHU anticipates completion of the Final Phase I Addendum Memo by end of May 2013.

Notes: 1. This schedule is developed to complete Phase 2 of the Quiet Zone Study as identified in the associated Scope of Work. It Involves the study of the 9 crossings along the BNSF Railway south of Laurel Street to Trilby Road.

anticipated that one concept plan for each crossing.
Following review of the draft report, and the City Council Work Session, finalrevisionsWit be made prior to Issuing the. Finale Study Report. The City Council -Work Session may be held in either January or February 2013, and
will be confirmed at a later date.
