1. Reason for Change: Extension of Contract Time and Additional Services Needed
2. Description of Change: An amendment to P.O. 9110504 is requested to extend the contract
term through December 31, 2013 to allow sufficient time for completion of installation of the new
Fleet database in Operation Services that will then allow subsequent completim of the work -
under Task XII of P.O. 9110504. Additionally, we will complete an addendum request to PO.
9110504 for additional on -call services throughout 2013 as further database refinements are
made to support new national greenhouse gas inventory probcols.
The proposed additional services and estimated costs are as follows:
• Task XI I: Fleet data enhancements
c Contract extension through December 31, 2013 to complete task
• Task XIII: On -call services
o Proposed estimated budget: $10,500

authorization.

SUBJECT: Justification for Fourth Amendment to P.O.9110504
The purpose of this memo is to provide justification for a fourth request to amend P.O.9110504.
Paragraphs A through D describe the tasks completed under the original contract and
amendments one through three:
A. Original Contract: This PO was developed to work on an EECBG-funded project to
provide greenhouse gas (GHG) technical assistance to the City of Fort Collins. SWCA
was hired through a competitive process to complete four tasks under the original scope
of work:
Task I - Evaluate the. City of Fort Collins GHG reporting process
Task II - Develop a GHG data repository and process
Task IIIa - Develop a data reporting tool
Task IIib - Conduct an independent review of the City's 2010 and 2011 GHG reporting.
All deliverables from Tasks I through IIIa were completed by April, 2011, and Task IIIb
was completed by June 2012.
B. First Amendment: On February 16, 2011, the City requested an amendment to P.O.
9110504 in the amount of $9,300 to add two new items to the existing contract that were
not covered under the original scope of work.
Task IV - Design add -on tool functions to upload waste, recycling, and fleet data to the
database.
Task V - Provide on -call technical assistance, as needed, during implementation of the
tool.
Task V services were provided by September 2011, and the complexity of the features
requested under Task IV required modification to the task under the second amendment
to this contract.

C. Second Amendment: On October 4, 2011, the City requested an amendment to P.O.
9110504 in the amount of $29,955 to modify Task IV and add five new items that were
not covered under the original scope of work:
Task VI — Automate Waste and Recycling Data Entry
Task VII — Quarterly Departmental Reporting
Task VIII — Expand Fleet Data Storage Capability
Task DX — Add Data Export Functionality
Task X — Evaluate Process Emissions for Water and Wastewater
All deliverables were completed by December 31, 2011.
D. Third Amendment: On March 1, 2012, The City requested an amendment in the amount
of $29,940 to add 2 new tasks and continue on -call services through December 31, 2012.
Task XI — Water and wastewater treatment process emissions enhancements
Task XII — Fleet data enhancement
Task XIII — On -call services
Deliverables for Tasks XI and most of Task XIII are scheduled for completion by
December 31, 2012. However, due to unanticipated delays in installation of the City's
new Fleet database, work on the carbon accounting database cannot be completed for
Task XII until an interface is available to the Fleet database.
Justification for Expansion of Scove of Work
A fourth amendment to P.O. 9110504 is requested to extend the contract term through December
31, 2013 to allow sufficient time for completion of installation of the new Fleet database in
Operation Services that will then allow subsequent completion of the work under Task XII of
P.O. 9110504. Additionally, we will complete an addendum request to PO 9110504 for
additional on -call services throughout 2013 as further database refinements are made to support
new national greenhouse gas inventory protocols.
Pricing Review
The cost proposal estimates are for on -call services through_ December 31, 2013.
