Introduction This scope of services represents the design and construction services associated with the City of Fort Collins Poudre Pipeline 24" Rehabilitation project. The scope is intended to accompany, and work in unison with, the project Fee Estimate. The Plan, included as EXHIBIT B, is a spreadsheet representing an overview of the project with individual work tasks represented in rows and anticipated professional staff effort represented in columns. II. General The project involves the design of a HDPE liner and associated connections to the existing 24" RCP raw water pipeline from Station 208+75 to 223+75. The pipe's location and various methods to rehabilitate the pipe were investigated throughout the summer of 2012. It was finally decided to Swageline the pipe for a distant of approximately 1,500 linear feet once preliminary costs were determined. The remainder of this document describes our understanding of the scope of work. Several assumptions were made in developing the scope: • This scope of work will include all services required up to complete the Final Design (FD) phase and perform Construction Engineering Services (CES) phase. • The City will contract directly with a Geotechnical Engineering firm (i.e. CTL-Thompson) to perform proctors, soils compaction, and concrete s rt engffles s. - -- G All project deliverables will be made available to the City in electronic as well as hard copy format. III. Final Design Phase To meet the intent of the Final Design Phase, we propose to perform the following tasks: Task FD1 - Meetings Progress Meetings: Up to three (3) progress/design meetings will be held with all Team members (i.e. City, Hydro, SAK, Murphy Pipeline, and Stantec staff), and relevant consultants, suppliers, manufacturers so that the team can design appropriate improvements for rehabilitation of the pipeline. 2. Site meetings will be held to observe and address issues regarding locating the existing alignment, utility locates, areas for launching and receiving the pipe, and/or other pertinent items. The goal of this item of work is to prepare a set of Construction Documents outlining the scope of the construction required to install the pipeline and appurtenances. 1. Stantec will work with Hydro and their subcontractor(s) and materials supplier(s) to determine the wall thickness(es) of the proposed pipe. 2. Stantec will prepare Construction Drawings showing the location of the pipe section to by sliplined. These will be based on aerial photos, utility locations, and site feature information collected during the Assessment Phase. The drawings will also contain details of non-sliplined sections, connections, manholes and vault, reconnection of air release/vacuum valves, and backfilling requirements. 3. Drawings will be distributed to City, Hydro and Sub -Contractors' staff for review and final copies will be placed on a FTP site to distribution. 4. A special technical specification section will be prepared to supplement Utilities' Master Specifications. This Section will outline general information, equipment, materials, and performance requirements for HDPE and appurtenances not covered in the City Master Specifications. IV. CONSTRUCTION ENGINEERING SERVICES PHASE Task CES1 — Construction Administration 1. Stantec will perform administration duties to schedule staff, review monthly billings for personnel, prepare status reports to accompany billing invoices, and other duties as required by the work. 2. We anticipate that no more than four (4) Progress Meetings will be required. All meetings will be attended by Stantec's Project Manager and Engineer. An Agenda will be prepared by Stantec. Minutes of progress meetings will be taken by Stantec and distributed to all project personnel (i.e. City, Hydro, Sub -contractor, and Stantec staff). 3. Shop Drawing submittals will be reviewed for compliance with the Contract ocumen s. 1hese are anticipated to me ude, pipe; ---- fittings, couplings, bedding, concrete, and flo-fill. Stantec perform part-time field observation of the work to compliment that done by City staff. Tasks performed will include: Observation of the work as it is performed. - Conversations with City and Hydro regarding items that need clarification or revision. Recording daily observations and decisions and take photographs as deemed necessary. Attend and participate in construction progress meetings. b. Stantec's Project Manager and Project Engineer will perform duties to address items and issues raised by Hydro and City during construction of the work. 2. The City will contract directly with a Geotechnical Engineering firm to conduct tests including preparing proctors, performing on -site compaction tests, and preparing reports summarizing the results of the tests. Stantec will coordinate with the firm to outline the criteria required for this project. Hydro will be responsible for scheduling the firm and will coordinate with Stantec and the City. 3. Conduct a job walk-through with City staff and Hydro personnel, and assist in the preparation of a "punchlist". 4. Upon completion of the punchlist, Stantec will conduct a final walk- through with City and Hydro staff and others as deem appropriate. Task CES3 — Drawings of Record 1. Stantec will collect and review "as -constructed" information supplied by Hydro and the City. 2. Stantec's Surveyor will field survey the centerline of pipe as located before installation of the liner. Field data will be reduced so coordinates and elevations can be placed on the Record Drawings. 3 Stantec will consolidate the record information into a form that can be placed on the Construction Drawings. Stantec will review video "tape" logs made by SAK and record the location of fittings and condition of the pipe on the Record Drawings. V. FEE ESTIMATE Exhibit B, as attached, summarizes the staff hours and individual hourly rates, subconsultant fee estimate, and expenses believed to be necessary to accomplish the scope of services outlined above.
