Scope of Services: Provide all necessary data collection, identification of hydrogeologic properties groundwater discharge permitting, ground water analysis/modeling, and reporting / design drawinqs / specifications per the attached ACE proposal dated 10/31112. Acceptance Ethan Cozzens User Service Provider agrees to perform the services identified above and on the attached forms in accordance with the terms and conditions contained herein and in the Services Agreement between the parties. In the event of a conflict between or ambiguity in the terms of the Services Agreement and this work order (including the attached forms) the Services Agreement shall control. (ACE) will attend a preliminary meeting to ascertain the scope of the project, receive basic site information, and obtain contact information for other subcontractors. Existing mapping, design data, hydrologic/hydraulic data associated with Spring Creek which pertain to the project will be collected and reviewed. ACE will coordinate with the City of Fort Collins (City) and other consultants/contractors to obtain copies of any existing site surveying, utility locates, and building plans (preferably in CAD format). Local building regulations, as they pertain to perimeter and groundwater drains, will be reviewed and incorporated into the underdrain evaluation and design. Any existing, accessible, monitoring wells on or near the horticulture center property will be identified and, if possible, depth -to -water measurements will be taken to support the evaluation. This Scope of Work assumes that site survey data is existing and available and does not include outside surveying services for design basemap preparation. If such services are required they will be contracted by ACE separately, with City approval, and those costs will be passed through to the City of Fort Collins. Limited site surveying is expected to validate and verify critical site elevations in relative terms. This surveying will be performed by ACE staff. Subtotal..........................................f$20003 Subtask 16. _Backhoe Pits For this subtask not more than two backhoe pit will be excavated to determine the maximum level of the water table and investigate the subsurface soil conditions. Personnel under ACE supervision and contract will excavate the backhoe pits. The backhoe pits are necessary to identify the maximum height of the seasonal high water table, support estimates of in -situ hydraulic conductivity, and assess the capillary fringe associated with site soils. Locations of proposed backhoe pits will be coordinated with the City of Fort Collins and horticulture center personnel. If the location permits, temporary piezometers will be installed in the location of the backhoe pits to allow for future monitoring. The results of this task will provide data on the water levels and hydrogeologic properties necessary to complete the permitting and ground water modeling efforts. Subtotal Task 2...........................:1$120.0 I.% t4iUM. - l 11 fates This scope of work assumes that groundwater discharge permitting through the Office of the State Engineer (SEO) and Colorado Department of Public Health and Environment (CDPHE) will be necessary to complete the project. Whether or not one or both of these permits will be required will not be known until Tasks 1 and 2 are complete —at which time the City will be contacted to discuss the permitting requirements. If only one or neither of the permits are required The City of Fort Collins will only be charged for the permit applications actually prepared and submitted and/or the effort it takes to confirm that one or both permits is not needed. Subtask 3A. Permitting Through the SEO ACE will prepare and submit a dewatering system permit application and supporting documentation to the SEO. It is noted that this scope -of -work includes the initial preparation and submittal of the permit application to the SEO; all review questions, comments, revisions, public hearing presentations (if necessary), and other permitting tasks will be addressed on a time and materials bads. An legal counsel required for the permitting process is expected to, be secured by ihe.client. ; As part of the permit application a listing of all registered wells in the vicinity of the horticulture center will be obtained from the SEO. All wells within 600 feet of the proposed underdrain will be specifically identified. If ACE identifies any registered wells that may be impacted by the underdrain system it will likely affect the permitting schedule due to the additional engineering and coordination work required. In this case the City of Fort Collins will be contacted _for discussion regarding permitting strategy. Subtotal........................................11 22 4000 -Subtask 3B. Permitting Through the CDPHE ACE will prepare and submit a subterranean dewatering permit and supporting documentation to the CDPHE. It is noted that this scope -of -work includes the initial preparation and submittal of the permit application to the CDPHE; all review questions, comments, revisions, and other permitting tasks will be addressed on a time and materials basis. Costs associated with any water quality testing that may be required are not included in this SOW and will be passed on to the client. This is not a construction dewatering permit. ACE is not responsible -for any ongoing water quality testing requirements associated with the permit. Subtotal ....................................... Scope of Work October 31, 2012 Task 4 - Ground -Water Analysis/Modeling:.• Page 3 of 3 An appropriate ground water model will be utilized to determine design inflow rates and radius of influence of perimeter drain located around the horticulture center building. The input to the ground water model will include soil profile data, saturated hydraulic conductivity data, seasonal high ground . water levels, and seasonal recharge rates. Peak inflow rates to the perimeter drain will be determined and design recommendations developed. Prior to initiating the analysis and modeling task effort ACE will coordinate with the City to identify a satisfactory alignment and discharge point for the perimeter drain system. Repo(tirig and Design Drawings and Specifications A letter report will be prepared summarizing the results of the ground water investigation. This report will include a discussion and summary of the field investigation, modeling efforts, permitting efforts and design assumptions. One meeting to present the report and design drawings is anticipated. Design drawings will be prepared that reflect the design details of the proposed perimeter drain system which includes but is not limited to the following: a) Demolition and landscape plan; b) Perimeter drain alignment; c) Perimeter drain outfall location and details; d) Perimeter drain cross section details; e) Connection between perimeter drain and building sump. f) Specifications of pipe, granular filter, filter fabric and other required materials. Assistance with preparation of contract documents, bid process participation, submittal review and resident engineering are not included in this Scope of Work and Budget.
