7387 APP CITY PARK COMMEMORATIVE ART PROJECT
The City of Fort Collins is seeking artwork that depicts present day City Park that will be used to
promote the 100th anniversary of the park, and related centennial celebrations and activities.
Written proposals, one (1) copy, will be received at the City of Fort Collins' Purchasing
Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. Proposals will be
received before 5:00 p.m. (our clock), June 1, 2012 and referenced as Proposal No. 7387. If
delivered, they are to be sent to 215 North Mason Street, 2nd Floor, Fort Collins, Colorado
80524. If mailed, the address is P.O. Box 580, Fort Collins, 80522-0580.

The City of Fort Collins is subject to public information laws, which permit access to most
records and documents. Proprietary information in your response must be clearly identified and
will be protected to the extent legally permissible. Proposals may not be marked ‘Proprietary’ in
their entirety. Information considered proprietary is limited to material treated as confidential in
the normal conduct of business, trade secrets, discount information, and individual product or
service pricing. Summary price information may not be designated as proprietary as such
information may be carried forward into other public documents. All provisions of any contract
resulting from this request for proposal will be public information.
Sales Prohibited/Conflict of Interest: No officer, employee, or member of City Council, shall have
a financial interest in the sale to the City of any real or personal property, equipment, material,
supplies or services where such officer or employee exercises directly or indirectly any decision-
making authority concerning such sale or any supervisory authority over the services to be
rendered. This rule also applies to subcontracts with the City. Soliciting or accepting any gift,
gratuity favor, entertainment, kickback or any items of monetary value from any person who has
or is seeking to do business with the City of Fort Collins is prohibited.
Collusive or sham proposals: Any proposal deemed to be collusive or a sham proposal will be
rejected and reported to authorities as such. Your authorized signature of this proposal assures
that such proposal is genuine and is not a collusive or sham proposal.
The City of Fort Collins reserves the right to reject any and all proposals and to waive any
irregularities or informalities.

The City of Fort Collins is seeking artwork that depicts present day City Park. Residents who live
or currently attend school within the Fort Collins growth management area are asked to submit a
work of art depicting our Fort Collins City Park that will be used to promote the 100th anniversary
of the park, and related centennial celebrations and activities.

PROJECT
DESCRIPTION
The City of Fort Collins, Colorado is requesting designs in an open competition for residents
who live or currently attend school within the Fort Collins growth management area to create
artwork depicting present day City Park. The selected commemorative artwork will be used to
promote the 100th anniversary of City Park, and related centennial celebrations and activities.
On January 3rd, 1912, City Park was officially named by the City’s Park Commission. It was the
first Community Park developed in Fort Collins, and is the cornerstone of a remarkable park
system. For 100 years City Park has been a center-point for family gatherings, cultural affairs
and community celebrations, including the City’s annual 4th of July celebrations. City Park was
designated by the Parks and Recreation Board as the City’s Arboretum, representing over two-
hundred different species of trees, and in 2007 was designated as an Audubon Cooperative
Sanctuary. City Park’s unique and fascinating history has defined the community’s character
while linking several generations of thankful residents and visitors.
Please use the form at the end of this proposal request to submit your design. Each individual
can only submit one artwork. Designs must be image-based, not text-based. Designs that
include logos, copyrighted or trademarked images, advertisements, or political, commercial,
religious, or sexual symbols, themes or messages will not be accepted. Designs should be
appropriate for a diverse, broad-based audience of all ages. If selected, we will require the original
artwork to photograph.
ELIGIBILITY
This project is open to anyone who resides or currently attends school within the City of Fort
Collins, CO growth management area (see map on page 4). Entries will be reviewed in two age
categories: 17 years and under, and 18 years and older. Each artist may submit one artwork.
MEDIA
Artists should submit an image of an original two-dimensional artwork in any media
(photography, painting, drawing, collage, etc.). Do not submit the original artwork. The selected
artwork will be reproduced and used to publicize and commemorate the 100th anniversary of
park, and related centennial celebrations and activities. If selected, the City of Fort Collins may
request the original artwork to photograph and then will return it to the artist.
BUDGET
One artwork will be selected from each age category. The artist whose design is selected by
the committee will be awarded $250.
SELECTION PROCESS
A selection committee may consist of members of the City Park Commemorative Art Project
team, Art in Public Places Board and a City Purchasing Department representative. The
committee will review submissions and either recommend finalists or make a final
recommendation. The selection committee reserves the right to reject any or all entries at any
time in the review and selection process.
SELECTION CRITERIA
1. Suitability of the design to the depiction of the present day City Park theme.
2. Quality and clarity of the design for reproduction.
3. Submitting artist must reside or attend school within Fort Collins, CO growth
management area.
APPLICATION MATERIALS TO BE SUBMITTED
Please submit one (1) copy of the following materials:

(a) Artists can submit only one design.
(b) Format: The image must be submitted via electronic files (JPG, or TIFF files), and
no larger than 1.5MB.
Submissions must be complete or will not be reviewed. The City of Fort Collins is not responsible for
lost or damaged artist materials. Materials will not be returned.
NOTICE
All proposals submitted must meet all applicable city codes and charter requirements. The City of Fort
Collins reserves the right to reject all proposals and to waive irregularities or informalities.

The selected design will become the property of the City of Fort Collins.
I have read the City Park Commemorative Art Project Request for Proposals Form, and I
understand that if my design is selected, it may be reproduced by the City of Fort Collins in any form,
including online or in print and may be displayed in public places or reproduced on commemorative items
offered for sale. I further understand and agree that the City will be the sole owner of any and all rights
to the design and to any reproductions of the design, and that I will not be entitled to further payments for
use of the design beyond the award listed on page 2 of the Request for Proposals. I understand that I
may keep the original artwork; that I may sell it or dispose of it however I wish, but that no one may make
reproductions of it except for non-commercial purposes and with the permission of the City.
