Methods and Approach: Meters that are required to be tested will be tested and a report, identical to the sample report provided in this RFP will be provided to the City of Fort Collins. Other meters will be received and processed so that all materials including all glass, plastics ferrous, non-ferrous metals and cardboard boxes are properly recycled and a report of all meter components will be generated along with a certificate of recycling. Final net weights (deducting skids/boxes) will be reconciled once received at facility. Payment will then be made to the City of Fort Collins after material is received at our facility. a. Disassembly and component separation will take place at: Utility Services of the Americas 4400 Geraldine Ave St. Louis, MO 63115 When a total of 7,488 electric meters are available for pickup, the City of Fort Collins Project Manager will notify Utility Services of the Americas. A 53ft van trailer will then be dispatched to the City of Fort Collins, 700 Wood Street, Fort Collins, CO where it will be live loaded and brought to our facility. 2. Qualifications and Experience: Utility Services of the Americas LLP (US of A) is a joint venture company between Green -Port Environmental Managers Ltd. (GPE) and Manitoba Corporation (MC) that brings together a combined 110 years of recycling, refining and environmental solutions. US of A was formed to provide a quality service to collect, transport and fully recycle obsolete hydro meters, gas meters, water meters and parking meters generated as a result of the implementation of the SMART ENERGY PROGRAM now underway in the US and Canada. We are currently being operated by the third and fourth generation of the founder, as well as others who have joined the firm over the past ninety two years. A European immigrant who was unable to find work in the local factories founded the company. He obtained a pushcart and started to earn a living picking up rags, waste paper, and metals from people's homes. Eventually through very hard work and long hours he earned enough money to purchase a horse and wagon which allowed him to increase the amount of materials which he was able to recycle. In due time, he purchased a small shop and became a wholesaler who handled the merchandise of other peddlers. After World War II and the development of synthetic fabrics such as nylon, dacron, and rayon, the recycling of rags went into a serious decline. At that time, Manitoba Corporation gradually began to increase the recycling of metals and slowly got out of recycling of rags and waste paper. Today, Manitoba Corporation operates a very modern recycling plant at its headquarters in Lancaster, NY which is just east of Buffalo. In addition, we have a facility in St. Louis, MO. Shine Utility Services of the Americas President/ CEO With 40 years of active participation and leadership as a third generation family member of a Buffalo based scrap recycling firm founded in 1916, Richard has continued to grow this family firm into a very well known and highly respected recycling firm. Richard has demonstrated the keen ability to capitalize on his skills as a pilot and as a manager and has provided valuable leadership in the highly competitive scrap recycling industry. After retiring as a Colonel from the United States Air Force, Richard has had more time to devote to flying our corporate aircraft in pursuit of additional opportunities for our firm. Richard currently sites on the board of the National Business Aviation Association (NBAA) Brian K. Shine Utility Services of the Americas VP Finance With 25 years of experience in the recycling industry, Brian has enjoyed the challenge of competing and finding ways to add exceptional value to the products and services in a commodity based business. After graduating with a Bachelor's degree from Bowling Green State University in 1985, Brian continued his growth and development through active participation inside and outside the recycling industry. Brian's involvements include: ISRI 4 (Institute of Scrap Recycling Industries), CARI (Canadian Association of Recycling Industries), The Center for Entrepreneurial Leadership at the University of Buffalo, YPO (Young Presidents Organization) and a 1998 graduate of Leadership Buffalo. Marc Mittleman Utility Services of the Americas VP Operations Marc graduated from Kansas State University with a Degree in Horticulture and also studied Botany and Floristics at Arizona State University. After graduating, he managed and directed a research laboratory investigating the potential of American Indian and arid adapted plants for commercialization. In 1989 he joined Greenspoon Bros. Ltd., who at the time was Canada's largest demolition contractor. As Wastestreams Manager, he oversaw the aggregate recycling plants, later developing into the role of Vice President, Research & Development for Canadian Eagle Recyclers Inc. Marc has over 23 years of experience in research and development in the waste recovery and recycling field and related operations including PCBs, contaminated soils, and hazardous and non -hazardous industrial waste. Adam Shine Utility Services of the Americas VP Business Development Adam has grown up around the recycling business as he represents the fourth generation of a non-ferrous metal recycling company. Prior to joining the company in 2008 Adam was in software sales and brings a technical knowledge that lends itself nicely to the business. Adam graduated college with a bachelor's degree from Niagara University in 2003. Adam took part in Leadership Buffalo and graduated in December of 2008 as part of the Rising Leaders program. Adam is also actively involved with the Institute Scrap Recycling Industries (ISRI), American Copper Council (ACC) and the Canadian Association of Recycling Industries (CART). Peter Wallace Utility Services of the Americas VP Marketing Peter graduated from the University of Waterloo with a Bachelor of Applied Science in Civil Engineering and has 15 years of experience in project development. Peter held a position as Project Engineer for an engineering consulting company on the Ward Air Office Building & Shop Complex then as Project Manager for the Sun Life Centre Twin Towers in Toronto. He acted as Director of Special Projects for Scotia Plaza and the related connections to the Royal Bank, National Club, First Financial Place, 100 Yonge Street, First Canadian Place, #4 King Street West and the King Street Subway. He has 15 years of experience in the environmental industry including PCB disposal and recycling, as well as onsite remediation and recycling of non -PCB transformers and associated electrical equipment. John Nichols Facilities Manager John has been Plant Manager of Manitoba Corporation's St Louis facility since 1981. Manitoba Corporation is a partner along with Green -port in Utility Services of The Americas. John Nichols was the manager hired when Manitoba first opened a plant in St Louis. Lawrence A.
