I have carefully and thoroughly read the materials you provided relative to the above —captioned
project. I am qualified and prepared to provide the services needed by the City of Fort Collins consistent
with the Scope of Work and cover letter.

Background Information
I have a five -person appraisal services company based in Denver. Our assignments are performed all
over the State of Colorado; we are not licensed or certified in any other state. The company consists of
three Colorado General Certified appraisers, a full-time information technology (IT) specialist, and full-
time office and business manager.
Qualification summaries and resumes of all members of the firm are provided with this RFP submittal.
The resumes address the qualifications, educational backgrounds, and experience of all members of the
firm, especially the appraisal experts. All three appraisers have decades of experience in the appraisal
of properties for entire acquisition, or partial acquisition including consideration of damages/benefits
to the remainder properties.
Provided later in this submittal are more details of my Federal review appraisal experience for transit
authorities, municipalities, for CDOT, and for other similar clients.

' 1. How many sample reports are required? One each of most complex partial taking
report and a conservation easement report? Or are there more that are required?
' A. Asa minimum, we would like to see sample reports of a complex partial
taking and a conservation easement; however, if a proposer has other
reports covering other areas of appraisal work, it would be good to see a
' sample.
2. How many copies of each sample report are required? Five copies of the proposal
' submittal are required — does the City want five copies each of the appraisal
reports, too?
' A. Please provide one sample of each.
3. Regarding the Respondent's estimates and awards in matters in which appraiser
has testified as an expert appraisal witness, this information is rarely (never)
' provided and is not made available by the courts. Is it possible more specific
information on this request could be provided?

' Appraiser Requirements
• Sharon Rahn, Lisa A. Roberts, and Bonnie D. Roerig, MAI, all have many more years of successful
appraisal experience in compliance, conformity and consistency with relevant parts of: the
Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended
(Uniform Act); 40 CFR Part 24.103 through 105; 23 CFR Part 710; § 38-1-101 et. Seq. C.R.S.;
' §24-56-101 et. Seq. C.R.S.; appropriate State laws, regulations, policies and procedures
applicable to appraisal of right of way; and the Uniform Standards of Professional Appraisal
Practice (USPAP), 2012-2013 ed. A significant portion of our work is also done in conformity
' with Federal Transit Authority regulations and guidelines.
• All three appraisers have had decades of experience appraising property interests under the
requirements of the Colorado Department of Transportation.
• I have completed numerous eminent domain appraisals utilizing CDOT's complex partial take
appraisal format. Many of my prior appraisal assignments have special complex issues such as
' damages to the remainder, uneconomic remainders ("R" parcels), affected owner
improvements, on —premise signs, changes to access, parking and traffic patterns, drainage
impacts, and changes in highest and best use as a result of the project's acquisition. I have been
involved with this type of appraisal assignment for nearly 40 years as my primary business
practice. I have appraised several rail corridors using the across —the —fence methodology and
have completed appraisal analyses wherein the partial acquisition resulted in total damages to
' the residue which required support from the market provided in all three approaches to value.
• Lisa A. Roberts and Bonnie D. Roerig, MAI, are on the CDOT approved appraiser list. Sharon
Rahn performs appraisal assignments in conjunction with Bonnie Roerig, MAI, and does not
individually sign and submit appraisal reports to the firm's eminent domain clients.
• All three appraisers have had decades of experience with road right of way acquisition projects
' based on local, state, and federal practices and policies. All of the firm's appraisers have
experience with Colorado Department of Transportation/Federal Highway Administration
projects. I have been approved by CDOT for projects in this category since 1974.
' • 1 have many more years of successful appraisal review experience in compliance, conformity and
consistency with relevant parts of: the Uniform Relocation Assistance and Real Property

Federal reviewer for Regional Transportation District's Gold Line and East Corridor portions of
' the FasTracks system. I have performed appraisal reviews as a contract reviewer for CDOT and
have reviewed appraisals for Federally -funded projects for other clients, most recently for the
Roaring Fork Transit Authority. All of these reviews are subject to either FHWA or FTA oversight
and concurrence.
• It is important to note that our appraisers have some, but not extensive, experience in the
valuation of conservation easements. I am submitting a sample conservation easement
' appraisal done for IRS.
• None of us has experience in or is qualified to appraise sand, gravel or severed water rights.

' Litigation Experience
As shown on my qualification summary, I have decades of litigation support experience relative to
' appraisal assignments for eminent domain purposes, both in Federal and in State District Courts. The
jurisdictions in which I have been qualified as an expert witness in real property valuation are shown on
the qualification summary. The summary shows the dates, number of times and matters in which I have
' been qualified for the past 10 years. Note that I was first accepted as an expert witness in real estate
valuation in 1974.
Neither Sharon Rahn nor Lisa A. Roberts has provided litigation support services to clients to this point.
I, Bonnie D. Roerig, will personally perform the appraisal and be the sole signatory of the appraisal
reports.
' Adequacy of Technical Support
Our firm is fortunate to have a full-time IT manager, Mr. James P. Konzak. Mr. Konzak' s responsibilities
' include all hardware and software maintenance, management, upgrades, training, backup management,
and computer capabilities and specifications. With Mr. Konzak' s leadership, the company was one of
the first in Denver to routinely use cloud storage, adopt new versions of professional software including
' Windows, Office applications and the various technologies to assist the appraisers both in the office, in
the field, and on the road.
Mr. Konzak works with Ms. Agnew on report scheduling and production and he also assists the
' appraisers in technical research, graphic illustrations, report formatting, and final report preparation for
submittal to the client.
Thanks for Mr. Konzak, the firm has never experienced the catastrophic loss of client data or files due to
' a hardware failure without complete backups. In addition to assisting with report production, Ms.
Agnew coordinates property inspections with the property owners, scheduling of report deliveries,
invoicing and all other aspects of business management.

Timeframes for Delivery
' Appraisers can provide a variety of services to their clients including appraisals, appraisal reviews, and
appraisal consulting assignments conveyed in self-contained, summary, restricted -use, and oral reports.
' The time frame for delivery of these various reports and services varies. Depending upon the service
requested and the appraiser's experience and expertise, delivery could be orally over the telephone in a
single call. The typical appraisal assignment for a total acquisition can be completed within two to three
weeks of our receipt of authorization to proceed (work order). There is a need for a range in the delivery
' date estimate due to unknowns about the nature of the property to be appraised and its unique
characteristics and the time that may elapse between our proposal for the services and receipt of the
work order. The time frame is also dependent upon the number of appraisals assigned at a time and
' how much commonality there is among the assignments and reports to be prepared. These estimates
are based on summary reports, provided in two or three hard copies and in PDF electronic format.

' Completion of the final appraisal reports is also dependent upon the schedule of the technical reviewer
if that is the process in the assignment.
Review assignments depend on the number of reports to be reviewed submitted at any given time, the
City's priorities, and the quality of the appraisal(s) to be reviewed. Typical time frame for a narrative
review report is two to five work days. The scope of work for the appraisal review may or may not
include preparation and certification (signature) of the Fair Market Value statement (FMV).
Please note that in over 42 years of full—time appraisal practice, I have not been referred to, disciplined
by, nor am I under current review by the Colorado Department of Regulatory Agencies or the Appraisal
' Institute for violations of the Uniform Standards of Professional Appraisal Practice.

Bonnie Roerig & Associates, LLC is a full —service real estate appraisal and value consultation
firm that has been active in the Denver metropolitan area and throughout Colorado for over 42
years.
' The company presently consists of the owner, Bonnie D. Roerig, MAI (Designated Member —
Appraisal Institute); associate appraisers and researchers; office administrator, and a full—time
' computer system/information technology manager.
The firm has had a broad base of appraisal and appraisal review assignments, including services
performed for various private clients and local, state and federal governmental entities, as well
as quasi —governmental bodies. The scope of services provided includes valuations of income —
producing properties for financing purposes, construction packages, eminent domain, value in
' use, special purpose properties, economic feasibility studies, and partnership or corporate
needs. The firm is on the approved list of appraisers for many of the lending institutions in the
Denver area as well as on the Colorado Department of Transportation's approved appraiser list.
A representative listing of the firm's clients includes the municipalities of Arvada, Aurora,
Colorado Springs, Commerce City, Denver, Englewood, Fort Collins, Lakewood, Littleton,
Westminster, and Wheat Ridge; the City and County of Denver (Land Office and the New
Airport Development Office); Englewood Downtown Development Authority; General Services

' The company was involved in many of the properties that were acquired in part or in full by the
City and County of Denver for development of the new Denver International Airport. The firm
recently completed valuations for the Southeast Corridor. (T-Rex project) and is now under
contract to provide review appraisals for Regional Transportation District's FasTracks project, in
compliance with Federal (FTA) regulations and "Yellow Book" guidelines.
The company has had extensive experience in the appraisal of properties for various
governmental agencies including GSA, with particular focus on cost/benefit studies, fair rental
studies, market and feasibility analyses.

' Bonnie D. Roerig, MAI
' Bonnie Roerig is a native of Fort Collins, Colorado, was educated in the Jefferson County Public School
system and earned a degree in Speech Arts from Colorado State University. Graduate work resulted in a
Master of Arts Degree in the interdisciplinary field of Communications, with emphasis on Speech,
' English and Journalism.
She entered the real estate appraisal profession in 1970 and has worked full—time since, principally in
' the Denver Metropolitan area, appraising a wide range of industrial, multi -family, and commercial real
estate, development land, and income —producing property. She was awarded the MAI designation in
1981. Her affiliation with Baughar and Associates began in February 1975, and she became a full partner
' when Baughar-Roerig & Associates was formed in August 1982. She became sole owner of the firm upon
the retirement of Earl R. Baughar, MAI, (now decd.) in January 1988.
The company's appraisal assignments have pertained to eminent domain proceedings, mortgage loans,
' purchase or sale purposes, estate taxation, historic and preservation easements, and IRS needs. Ms.
Roerig has been qualified as an expert witness in metropolitan County and District Courts since 1974.
Most recently, a number of her assignments have involved appraisal reviews and consultation
' assignments. The company completed appraisals for the New Stapleton Airport Development office,
subject to FAA conformity and in accordance with the Uniform Relocation Assistance and Real Property
Acquisition Policies Act of 1970, and other assignments. Ms. Roerig is under contract to the Colorado
' Department of Transportation to provide appraisal and review appraisal services and is currently serving
the Regional Transportation District federal reviewer for FasTracks. The firm completed appraisals for
the Southeast Corridor (T-Rex) widening and light rail extension project.
' Ms. Roerig has been active in the Appraisal Institute since 1974, serving as Co —Chairman of the
Candidate Guidance Committee and as Co —Chairman of the Admissions Committee (two—year term).
' She completed a three—year term on the Chapter Board of Directors and was the Chapter President in
1990. Ms. Roerig also served as chairman of the Ad Hoc Committee which affected unification of the
three Colorado Chapters of the American Institute and the Society of Real Estate Appraisers. She is a
member of the International Right -of -Way Association and was chapter President last year. She was just
appointed to the International Valuation Committee as the Region 9 representative and is the
committee's secretary for 2012-2013.
Ms. Roerig began grading non-residential demonstration reports in 1984 and continues as a grader
today. Ms. Roerig was the Chair of the Appraisal Institute's Appraisal Standards Committee from 2008
through 2011 and was a member of the Strategic Planning Committee in 2008 and 2009.

Ms. Roerig is an Appraisal Institute instructor for several courses along with Uniform Standards of
Professional Appraisal Practice (USPAP). Ms. Roerig has been an Appraisal Foundation certified USPAP
instructor, No. 10334, since 2003. She also teaches a number of Appraisal Institute seminars including
the demonstration appraisal report seminar for which she recently served as course developer. Ms.
Roerig was awarded the Distinguished Service Award in 1996 by the Colorado Chapter of the Appraisal
Institute. In March 2005, Ms. Roerig became the first recipient of the Helen C. Peck/Frances Reisbeck
Memorial Award of the Mile High Chapter of the International Right -of -Way Association. In 2007, Ms.
Roerig was the recipient of the Vic Ramer Memorial Right of Way Professional of the Year Award.
In 2009, Appraisal Institute President Jim Amorin presented Ms. Roerig the President's Award for
lifetime achievement.
