McCarty Land & Water Valuation, Inc., specializes in the valuation of land and water rights throughout the High
Plains and Rocky Mountains. The company has a growing reputation for producing high -quality appraisal
reports that are based on comprehensive research and sound reasoning.
Kevin McCarty purchased the company in 1995 from his former boss, then branched off from his former partner
in 1999 to form McCarty Land & Water Valuation. The company now has three appraisers in addition to support
staff.
Kevin has over 25 years of appraisal experience along with a Master's of Science in Resource Geography from
Oregon State University. His educational background and experience give him a unique perspective on natural
resource valuation issues in the modern west. Complex land and water right valuation issues can challenge
even the most talented appraisers. Kevin and his staff have the abilities and insight to meet those challenges.
Fort Collins Aooraisal Work
Kevin McCarty has worked for the City of Fort Collins for most of the 19 years he has been in Colorado
This work has included assignments involving partial acquisitions, gravel, water rights, conservation
easements and fee simple acquisitions of open space.
Partial Acouisition Work
The demands of being one of the top conservation easement appraisers in the state forced Kevin to
move away from partial acquisition work and focus on conservation easement assignments in addition
to continuing to focus on natural resource assignments (water rights, gravel resources, wind resources,
recreational resources, etc.). Because the company has been in this mode, Eric and Shiloh have not
been focused on partial acquisition assignments. Kevin remains on the CDOT approved list, but has only
taken a few partial acquisition assignments in recent years where his natural resource or geographic
experience meant clients otherwise had limited options.
Workload and Delivery Time
Our specialization means we are in high demand and we typically have a 3 to 6 month delivery schedule.
Given the fact we have moved away from partial acquisition work along with our schedule, it is unlikely
we would be able to take a large partial acquisition assignment for the City (which we have done in the
past). So this should be a consideration as you line up appraisers under this contract.
It still makes sense to have us as one of your contract appraisers given our experience with local land
and water rights. Our experience with open space acquisitions, conservation easements, gravel
resources and water rights have proven vital to the City in the past and we feel we can continue to
provide these important services moving forward.
We never want to say never in terms of partial acquisition assignments. However, Kevin is currently
involved in a major litigation project and it appears that will last well into 2013 if not beyond. Eric and
Shiloh have picked up the slack with other clients and can do so with the City of Fort Collins. However,
for the foreseeable future, we just simply will not have the capability to handle any large multi -property
partial acquisition project.
