Ward Petroleum Corporation ("Ward Petroleum"), founded in 1971, has built its reputation on a strong
foundation of integrity and hard work. Since company founder and Chairman Lew Ward drilled his
first well near Enid, Ward Petroleum has drilled or participated in more than 1000 wells.
Ward Petroleum has traditionally grown its reserve base through drilling, however, in recent years; the
company growth has accelerated through strategic acquisitions. Ward Petroleum now operates and
participates in wells in the Mid -Continent and Rockies. Historically, the company's focus has been
concentrated in the Anadarko and Arkoma Basins of Oklahoma. A few years ago, the company
opened an office in Fort Collins, Colorado, to develop prospects and business in the Rockies.
Ward Petroleum focuses on geologically complex areas with multi -pay and multi -well potential and
uses tools such as 3D seismic to reduce risk. Most recently, Ward has used advances in horizontal
drilling and completion to unlock the tight and compartmentalized reservoirs in the Anadarko Basin.
One of Ward Petroleum's proudest accomplishments was to grow during the downturn of the 1980's
when the drilling rig count fell dramatically. In explaining how Ward Petroleum was able to maintain
its level of activity, Lew Ward said "We just didn't pay much attention to people with a pessimistic
attitude. We had our sights firmly set on where we were going and failure was not an option."
Bill Ward followed in his father's footsteps, joining the company in 1984 after receiving a degree in
Petroleum Engineering from the Colorado School of Mines and a Masters Degree in Business
Administration from Southern Methodist University. Bill became President and CEO of Ward
Petroleum in 1997. Under Bill's leadership, the company continued to add value through drilling and
through increased efforts in acquisition of producing properties. Assets, reserves and revenues
recorded a four -fold increase after a few short years. In the past three years alone, reserves have
grown at a 13% annual rate.
Ward Petroleum also has extensive experience in natural gas compression through one of its former
subsidiaries, Gale Force Compression. Prior to becoming CEO of Ward Petroleum, Bill Ward formed
and grew Gale Force, which built and operated a fleet of 120 compressors with a guaranteed run time
of 95% and earned a spot on Inc. magazine's Top 500 list of Fastest Growing Companies in 1994.
Gale Force was sold in 1995 to Hanover Compression.
In addition, Ward Petroleum has extensive experience in gathering, processing and marketing natural
gas. Ward Petroleum currently operates Ward Gas Systems and routinely installs gathering systems
and production facilities. Ward Petroleum has also partnered with Frontier Energy to operated and
install large gathering systems and processing facilities.
In 2011, Ward Alternative Energy LLC ("WAE") was formed in Fort Collins, Colorado and is headed by
Beau Ward with a focus on developing the CNG infrastructure market in Colorado. Ward Alternative

Energy is currently working with fleets in Colorado to provide CNG fueling station maintenance, repair,
operation, ownership and gas supply services to their fleets of converted and OEM natural gas
vehicles.
Among its many industry honors, Ward Petroleum Corporation has been listed in the Top 100 Fastest
Growing American Companies by Inc. magazine and has been named a "Blue Chip Enterprise" by
Nation's Business magazine. Most recently, Ward received the "Energy Advocate of the Year" award
in 2011.
The employees of Ward Petroleum are optimistic about the future. When asked; what makes Ward
unique? Bill Ward answers: First, it is our attitude. We have a "can do" attitude and we make things
happen. Second, I would point to our experience. Seventy percent of our folks have been with Ward
for more than 20 years. Third, we treat people right. We not only treat our employee's right, we treat
our partners, investors, mineral and surface owner's right. This is a core value of our company and
people want to do business with Ward.

FuelTek Conversion Corp. ("FuelTek") is based in Commerce City, Colorado, was originally a division
of Natural Fuels Company and was spun out as a stand-alone company in 2003. Natural Fuels
Company built and operated over 40 CNG public and private fueling stations in Colorado, was an
unregulated subsidiary of Xcel Energy in the 1990s, was sold to Blue Energy & Technologies in 2000
and became part of Clean Energy Fuels when Blue Energy & Technologies was sold in early 2003.
The spun out company was initially named Big Clean Service and was renamed FuelTek when Wes
and Holly Biggers purchased the company in 2006. Wes is the President of FuelTek and leads many
of the company's large projects and initiatives. Many of the employees of FuelTek began their
employment with Natural Fuels Company in the 1990s and represent a highly experienced group of
technicians with respect to natural gas vehicle and CNG fueling station technology, design, operations
and certifications (see table, below).
FuelTek has embarked upon several significant projects including EPA certification of a conversion
system for the 2008 Ford F-250; installation of CNG stations for University of Denver and Pioneer
Natural Resources in Parachute, Colorado; and, providing CNG fueling facility maintenance and
emergency services and truck fuel storage system design for Western Disposal in Boulder, Colorado
(one of the largest CNG fueling stations in the State). These projects and its many satisfied
customers at Denver International Airport, across Colorado and outside of the State, have established
FuelTek as a leader in the US CNG industry.
The company only installs EPA certified conversion systems, which are compliant with federal law.
They also perform maintenance on CNG vehicles whether aftermarket conversions or produced
directly by the leading auto and engine manufacturers. In the past, they have performed maintenance
work for auto dealerships in the Denver area that sell/service alernative fuel vehicles but don't have
the expertise on staff to efficiently and economically complete the service required. The company's
experience includes IMPCO (both fuel injected and industrial), Natural Drive (now owned by IMPCO),
Baytech (now owned by Landi Renzo), BAF Technologies, ECO-Fuel, AutoGasAmerica, PowerFuel,
Altech-Eco, GFI (both as aftermarket conversions and developed in cooperation with OEM's like
Ford), Cummins, and in-house systems developed by GM and Ford.
Regarding station equipment, FuelTek has experience with Ingersoll-Rand, Ariel, Greenfield, and
many other brands of compressors as well as with many types of controls, dryers, filtration systems,
dispensing systems and related components.

Experience
The Ward Group has more than five years of experience in providing commercial CNG fueling station
maintenance and repair services in addition to applicable commercial/industrial electrical services. As
described in the Company History section above, WAE, through its affiliate Ward Petroleum
Ward Group Proposal to 7384 CNG Site Maint. CNG Contractor 2012 RFP &Addendum No.1 2
Corporation, has decades of experience operating compressors in the oil and gas field and has six
engineers all with their P.E. license and technicians on staff to support the services to be offered by
the Ward Group under this Proposal. These personnel will complement the capabilities of FuelTek to
provide services described in this Proposal including routine maintenance, preparation of schematics
of existing systems and retrofits/modifications and coordinating oil sampling and oil lab analysis. See
Exhibit B for additional information.
FuelTek has been in business providing CNG station maintenance services, among other services, for
more than five years and its operations personnel, led by Kris Kielty, have 22 years of experience with

certified electricians and other personnel to commercial and industrial facilities including fueling
facilities and other operations with compressors, generators, pumps, controls and 3-phase electrical
power in Northern Colorado. These personnel are involved in the pre -construction, construction and
on -going services to ensure the proper design and support of the electrical systems at the Transfort
CNG fueling facility. See Exhibit D for additional information.
Combined, the Ward Group member companies bring many years of natural gas, CNG fueling facility,
natural gas vehicle, and electrical systems experience via personnel located along the Colorado Front
Range from Fort Collins to Denver.
Note that copies of certificates of insurance for each member company of the Ward Group are located
in Exhibit G to this Proposal.

Year Five:
$59,300 (renewal option, see note 2)
Ward Group Proposal to 7384 CNG Site Maint. CNG Contractor 2012 RFP & Addendum No. 1
Note 1: For evaluation of this price on a volumetric basis (assuming the current 17 Transfort CNG
buses consume 35 diesel gallon equivalents (DGE) per day, six days per week), the estimated
scheduled and routine maintenance for Year One would be approximately $0.26 per DGE.
Note 2: The prices presented are for scheduled & routine maintenance for up to 20 CNG buses in
revenue service and the Ward Group reserves the right to increase the price by up to 25% once 28 or
more CNG buses are in revenue service at Transfort, which utilize the CNG fueling station.

of normal hours except on holidays when the Holiday Rate applies. All rates below are for
calendar 2012 and may increase by up to 5% per year beginning in 2013.
Service Technician, Normal Rate: $135 per hour (billed in 15 minute increments)
Service Technician, Overtime Rate: $205 per hour (billed in 15 minute increments)
Service Technician, Holiday Rate: $275 per hour (billed in 15 minute increments)
Services Considered Necessary (but not specifically requested in the Scope)
The Ward Group recommends that the City enable and/or purchase an automated call out system that
would contact the Ward Group in the event of a failure to start for any compressor, loss of electrical
power, key component failure, and for other reasons that would require a response by the Ward
Group and would not otherwise be monitored by City employees, e.g., during fueling hours. The
phone line serving the fueling card access system could be accessed by such a call out system. This
system would improve the operation of the CNG fueling station. The Ward Group stands ready to
assist in the installation/set-up of this system at the rates presented above for Repair Work or as
mutually agreed to by the Ward Group and the City under the terms and conditions of this Proposal
and associated RFP.
In addition, the Ward Group recommends that the City consider purchasing replacement
compressor(s) for the fueling facility prior to when the additional 13 CNG buses (in addition to the
current 17 CNG buses in operation) are planned for revenue service. The compression capacity of all
Ward Group Proposal to 7384 CNG Site Maint. CNG Contractor 2012 RFP & Addendum No. 1 6
three compressors currently in use at the City CNG station will likely run full time during the daily 5pm-
10pm expected fueling window once all 30 buses are in use and this will not allow for the fueling
window to be met if a single compressor or related component fails. The Ward Group stands ready to
assist in the design of such improvements to the City CNG station regarding these and other retrofits
and modifications at the rates presented above for Repair Work or as mutually agreed to by the Ward
Group and the City under the terms and conditions of this Proposal and associated RFP.
Rating Matrix
The Ward Group acknowledges the rating matrix (see City's table below) that will be used by the City
to evaluate this Proposal and any subsequent interviews between the City and the Ward Group. The
rating scale shall be from 1 to 5, with 1 being a poor rating, 3 an average rating, and 5 an outstanding
rating.
