Introduction
Fort Collins has requested that Deighton Associates prepare a proposal for
enhancement and expansion of their cITIMS CT asset management program to
include sidewalk and ramp data that was recently collected by the City of Ft Collins.
This proposal also includes an estimate to load your recently collected sidewalk data.
This data will be reviewed and loaded into your clTIMS CT database. Since sidewalks
are already included in your analysis, these analysis parameters will be reviewed and
updated as necessary to reflect the new data.
The goal of this proposed work is to further the development of dTIMS CT with an
objective of expanding the amount of data stored, enhancing the access to that data
and the decision support system within clTIMS CT. Another goal of this work is to
define a level of service (LOS) for sidewalks and ramps and quantify the current LOS
for the City and determine funding requirements to achieve the desired LOS.
Figure 1 is a summary of the tasks related to training and the associated cost of each
task.

The above tasks that will be conducted by Deighton are described below.
Task - Create Perspective and Attributes for Sidewalk Data
This task will involve creating a perspective and associated attributes for the 2012
sidewalk data collected by FTC.
Deliverables in this task are a clTIMS CT database with a perspective and attributes
for sidewalk data.
Task - Create Perspective and Attributes for Ramp Data
This task will involve creating a perspective and associated attributes for the 2012
ramp data collected by FTC.
Deliverables in this task are a dTIMS CT database with a perspective and attributes
for ramp data.
Task - Load Sidewalk and Ramp Data
This task will involve reviewing the collected sidewalk and ramp data from FTC and
then putting it in the format that dTIMS CT requires. Any anomalies will be reported
and resolved. This task will require the linear and point feature classes that represent
the sidewalk and ramp data respectively to be given route and measure data so that
they can be loaded into dTIMS CT.
Deliverables in this task is a dTIMS CT database loaded with the 2012 sidewalk and
ramp data.
Task - Update SMP Analysis Parameters in dTIMS CT to Incorporate Sidewalk
and Ramps
This task will create the sidewalk analysis parameters such as ancillary treatments
and adjust as required prior to the analysis. This will then be used to augment the
SMP pavement program. That is, trigger an ancillary sidewalk or ramp repair or
replacement along with the pavement program if a sidewalk tripping hazard or non
ADA compliant sidewalkkamp or a poor sidewalk/ramp is present.
Deliverables in this task is a modified SMP pavement analysis that will help address
known sidewalk issues as part of the pavement work program.
Task - Create Sidewalk Analysis Parameters in dTIMS CT
This task will create the sidewalk analysis parameters such as treatments, triggers,
deterioration models and adjust as required prior to the analysis. If the sidewalk data
supports this, queries can be created to identify problem sidewalk areas within the
City such as tripping hazards or non ADA compliant locations. This task will look at

the sidewalks and ramps as assets unto their own and create analysis parameters
specifically for them. This task will create the parameters to help determine the
current Level of Service of the sidewalks/ramps and help determine the funding
requirements to achieve the desired LOS for the City.
Deliverables of this task are sidewalk analysis parameters and possibly queries to
identify potential sidewalk "hot -spots".
Task - Generate and Optimize Strategies for SMP and Sidewalks/Ramps
This task will involve running the generate strategies and optimization steps in clTIMS
using the newly loaded sidewalk and ramp data. Additional budget categories can be
created in dTIMS if the City desires that are specific to sidewalk/ramp repairs. This
way, during optimization it would be possible to have a budget specific to
sidewalk/ramp repair activities.
Deliverables in this task are a SMP construction program developed using the new
sidewalk data and the City's desired budgets. A sidewalk/ramp work program will
also be developed as part of this task and the current LOS along with funding levels
will be determined as other deliverables of this task.
Task - Review Program Recommendations
This task will review the construction program recommendations from the previous
step and identify any issues if there are any. These issues will be resolved and the
program re -run if required. The program recommendations will be cblivered to the
City and a map created showing the work program.
Deliverables of this task are a set of program recommendations based on the City's
budget scenarios. A map will be created showing the recommended work program.
