It is our understanding that the no significant changes to the facilities operations have occurred since the development of the previous plan. The updated SPCC PIan will comply with current U.S. Environmental Protection Agency (EPA) Oil Pollution Prevention regulations (40 CFR Part 112). The proposed scope of services to be provided includes the following: ■ Conduct inspection of facility ■ Perform interviews with key facility/project managers ■ Prepare draft SPCC Plan, submit for review/approval by City representatives ■ Prepare final SPCC Plan which will be certified by a State of Colorado Registered Professional Engineer ■ Provide four bound copies and one electronic (Adobe PDF format) version of final SPCC Plan. The estimated cost to complete the services described above is $1,975. WALSH proposes to complete the stated activities on a fixed fee basis. The cost estimate assumes that WALSH will utilize a revised SPCC Plan template that has been implemented at other City facilities (i.e., Police Services, Fleet Services, or Water Reclamation Facility). WALSH assumes that the draft SPCC Plan can be submitted in approximately two to three weeks from receipt of written notice to proceed and that the final plan can be submitted in approximately one to two weeks after receipt of comments from the City. The cost estimate and proposed schedule assumes that only a single site visit will be required and that any requested information will be provided by City representatives and/or their subcontractor(s) in a timely fashion.
