Box 580 Fort Collins, Colorado 80522-0580 RE: Proposal for Excavation Oversight Services City of Fort Collins — Gustav Swanson Natural Area, Fort Collins, Colorado WALSH Proposal Number: WA-000055-0046-OOTTO Dear Matt: Walsh Environmental Scientists and Engineers, LLC (WALSH) is pleased to submit this proposal to provide excavation oversight services at the Gustav Swanson Natural Area located in Fort Collins, Colorado. WALSH understands that a soil mound is located on the property and that the Natural Areas Department would like to assess the contents of the mound for potential contaminants prior to subsequent planned removal or grading of the mound to establish a more natural grade. In addition, it was indicated that the soil mound was placed over an area with a suspect former waste water treatment facility that contained a sewage clarifier/digester tank. The purpose of this project is to determine if any special material management/handling activities are warranted prior to significant disturbance of the soil and potential other materials present in the mound. Our proposed scope of work is presented below: Scope of Work - Excavation Oversight Services • Review historic soil/groundwater sampling data associated with the nearby Poudre River Removal Action site. • Complete subcontracting activities with excavation firm, prepare health and safety plan, and complete public underground utility locates in the vicinity of the proposed excavation area. • Perform field investigation including utilization of a backhoe to investigate contents of soil mound. A trench will be cut in a cross -cross pattern (north -south and east -west directions) across the mound. The trenches will extend from the top of the mound to the approximate former natural existing grade. No subsurface (below former grade) trenching is planned. Material generated during the trenching activities will be placed in piles adjacent to the existing soil mound. A multi -gas monitor will be used during excavation activities to monitor ambient air for potential presence of elevated volatile organic compounds and flammable gasses. Provide environmental monitoring technician to visually inspect contents of the mound for evidence of organic or inorganic chemical contamination (i.e., metals, petroleum, solvents, etc.). Suspect soils which are discolored or exhibit strong or unusual odors, will be field -screened using a portable photoionization detector. Soils which display indications of staining, unusual color, or noticeable odors/elevated volatile organic compound readings will be segregated from clean soil. If applicable, samples will be collected from any potentially contaminated material and submitted for laboratory analysis. The number of samples and the specific laboratory analysis will be determined based on field observations. Following completion of trenching activities the clean excavated soils will be placed back on the existing mound. • Prepare letter report summarizing excavation oversight activities. Letter report will include summary of field activities, field notes, photographs, if applicable, laboratory data and chain of custody documentation for soil/material sample analyses, and recommendations for subsequent materials management. Submit two (2) bound copies and one electronic (Adobe PDF format) version of the final letter report. Costs and Schedule The estimated costs to complete the scope of work described above is $5,225. Specific costs to complete the specified tasks are detailed on the attached spreadsheet. Please note that the estimated costs include contingency analytical fees of a budget of approximately $871. If samples are not required these fees will not be incurred or charged to the City. If more than one sample or more parameters are selected, additional costs will be charged to the City (approval will be obtained prior to submitting the samples). WALSH proposes to complete the project on a time and materials basis. WALSH estimates that the final letter report can be submitted in approximately one (1) week following the completion of the field activities. If analytical testing is required, it is estimated that the final letter report can be submitted in approximately three (3) week following the completion of the field activities. Assumptions/Limitations It is assumed that the excavation activities will be completed in a single day. Routine sample shipping and laboratory analysis turn -around time [two (2) weeks] will be requested on all soil samples collected. Expedited sample shipping and laboratory analysis turn -around time [next day] will be requested on all suspect asbestos -containing debris samples collected. WALSH and the selected excavation subcontractor will attempt to minimize potential impacts to vegetation in areas not associated with the soil mound. This proposal does not include any costs associated with potential re -vegetation services. This proposal includes contingency costs for the collection, shipping, and analysis of limited samples. It does not include fees for significant soil material management (containerization, transportation, or disposal activities) or additional sampling and analysis of chemically or asbestos -contaminated media that may be required because of unforeseen site conditions. If required costs for these activities will be handled on a time and materials basis via a change order.
