I PROJECT TITLE: Midtown Plan CONTRACTOR: Winter & Company PROJECT NUMBER: 7352 PURCHASE ORDER NO.: 9123290 DESCRIPTION: This project will establish the vision and associated implementation tools to guide future (re)development within the Midtown corridor, including recommendations to improve urban design, bikelpedestrian safety and access, site planning, and integration with the MAX bus rapid transit system. 1. Reason for Change: It has become apparent during the initial project phase that additional information is needed regarding the use of tax increment financing (TIF) and business improvement districts (BIDs) as tools to incentivize (re)development in Midtown. The original scope is not adequate to obtain the depth of information that is needed to fully provide recommendations on TIF and BIDs. 2. Description of Change: Centro Inc., sub -consultant for Winter & Company, will conduct an analysis of how other cities and redevelopment agencies utilize the TIF tool, as well as the use of BIDs as an economic development tool. 3. Change in Contract Cost: $7j500.00 4. Change in Contract Time: N/A — this change will not affect the time of the contract.
