Refer to General Questions Item 26. Per Section 01046 Part 1.04 B, any closure of the trail and trailhead parking shall be coordinated with the City of Fort Collins Representative. 2. Refer to General Questions Item 28. Per Section 01010 Part 1.08 Q3, the City will perform the salvage, storage and relocation of the art pedestals work, assisted by the original artist. 3. Refer to Landscape Questions Item 5. Replace “Please see 3. above” with “Please see 2. above”. 4. Refer to Irrigation Questions Item 2. Only areas underneath roadways, parking areas, sidewalks and trails, whether these surfaces are asphalt, concrete or crusher fines shall require compaction testing by the Testing Contractor hired by the City. GENERAL QUESTIONS 1. On the CT-2 selection, “ICESTONE-AURORA GOLD” – this color has been discontinued. Is there another color we should substitute for this selection? CT-2 to be ICESTONE - AMBER PEARL. 2. South Transit Center Park & Ride – does line item for the removal of structures and obstructions include the Hazardous Material Removal cost? Yes. 3. Tactile Warning Strips – Sheet A1.2 refers GC’s to the landscape drawings. Landscape drawings refer us to the civil drawings. Civil drawings call out this work but do not provide us with a specification. Please provide a specification. I have attached a zip file from a subcontractor / supplier that provides a possible specification and product for your reference. Add attached specification 02755 - Detectible Warning Strips to the construction documents. 4. What is the length or height of the thermoplastic arrows and “BUSES ONLY” letters? Arrows are 9.5’ and letters are 8’, per MUTCD guidelines. 5. On sheet C2.0 north side the hatched area has notes 14 and 31 that indicate concrete. On sheet LS1.0 these areas are noted as crusher fines. Please clarify if this area is concrete, crusher fines, or a combination of the 2. The curved walk shown at the north end of the site that is hatched and related and Keynotes 14,31,35,36 and 37 is to be stabilized crusher fines as defined on sheet LS1.0 and attached Section 02730 STABILIZED CRUSHER FINES. 6. Is there a specification for the solar powered bike pump shown on sheet D3.0? See Sheet D3.0, Detail 1 for specifications. 7. Is casework shown on detail B2/A8.1 a part of alternate 1 or a part of base bid? This casework is to be included in Add Alternate No. 1. 8. On sheet ID2 in men’s and women’s restroom 102 and 104 vanity counter are noted as CT-1 and CT-2 Icestone. On sheet A8.0 and A8.1 detail A4 they are noted a Plastic laminate. Are vanity counters in the restroom Icestone or plastic laminate? The countertops in room MEN 102 and WOMEN 104 are to be 'ICESTONE' as defined on sheet ID2, as opposed to plastic laminate as indicated on this sheet. 9. Is it acceptable to change Spirovent to 2" as primary piping in boiler room is 2" piping? No, the 2” Spirovent is physically larger and is not required. 10. Please clarify that the Tekmar controls are for radiant control only. Correct, see the specification for the additional temperature control requirements. 11. Specification Section 02270, 3.03, G states to “provide drainage features as shown on the drawings or required by site conditions to relieve hydrostatic pressure behind the retaining walls”. Please provide a design for the drainage system. I doubt the city would want this design left up to a subcontractor. See sheet C3.9 and C3.10 for details related to the retaining wall fill and drainage. 12. Soils report, page 6 has two types of traffic areas - automobile parking and bus access lanes. For the east parking lot are the drive lanes considered automobile parking or bus access lanes? If neither, what thickness should be bid for the asphalt and base? The entire parking lot area, including drive lanes within the parking lot, is designed to be 4” pavement over 8” base course as shown on Sheet C1.0 Details 2 and 4 13. Is there a specification for the solar powered bike pump? See Sheet D3.0, Detail 1 for specifications. 14. The contract sample is difficult to read can you please clarify - is the general contractor responsible for the builders risk policy on this project? No. The City will carry the Builder’s Risk Policy. 15. Sheet A3.0 calls for an A45 Projection Screen; however, both the Reflected Ceiling Plan and the Platform Reflected Ceiling Plan do not indicate this Keynote. Please clarify that this note is not used on this sheet. Reference does exist on Sheet A3.0, Detail A2. 16. Sheet A1.1 calls for A65 Payphone Pedestal; however, both the Clerestory Window Plan and the Floor Plan do not use this Keynote. Please clarify that this note is not used on this sheet. Reference does exist on Sheet A1.1, Detail A2. 17. The Davis Bacon General Decision provided in the documents does not have a category that applies to landscaping other that common laborer; is the common laborer wage rate what Landscape Contractors are to use? Please see the attached Davis Bacon Heavy wage rates. 18. Reference Details B4 and A5 on Sheet A7.4; these details depict a wall type EW10 running north to south along grid lines 12 and 15. The wall type details on sheet A7.0 do not detail a wall type EW10. Please provide a detail for this wall type. Wall Type EW10 is defined as follows: 5/8" roof cover board over 2" of rigid insulation over 5/8" glass-mat sheathing over 6" metal studs with 5/8" gypsum board at interior surface; use R-19 Batt insulation to fill stud cavity. RE: Structural for slip track requirements. 19. Reference Section 01010-1.08-F “Work by Others”, which states that “Contractor shall furnish and install the exterior telephone cubicle as specified herein and the empty conduit runs and junction boxes shown on the drawings”. Please verify the location and necessary conduit runs for the Pay Telephones as I am not seeing them shown on the drawings. The pay telephone location is shown on A1.1 keynote 65 and in details A4/A1.3 and A3/A4.0. PRICING QUESTIONS 1. Erosion Log. We are unsure of the meaning of this Term. We do not find this term used on the plans or in the specification. The item is defined by a LF Unit designation. Again the term ½ is used, we are unsure of what the line is so we are unsure of what ½ is used to designate. This item is to designate 'wattles' for erosion control. 2. Storm Drainage Excavation, Backfill, 18” RCP on and offsite. 18” RCP on Site – The Quantity is not the same as our take off and we are not sure if the Unit Cost should include the Outfall Structure, Flared Ends, Catch Basins and Type 13 Inlets. The contractor is to bid what is listed on the bid schedule and we will negotiate any discrepancies based on the unit costs provided. 18” RCP off Site – The Quantity is not the same as our take off and we are not sure if we are to include the connecting to existing, Flared Ends, Tapping the existing Catch Basin/Inlet. The contractor is to bid what is listed on the bid schedule, which includes connecting to existing, Flared Ends and Tapping the existing Catch Basin/Inlet, and we will negotiate any discrepancies based on the unit costs provided. Excavation and Backfill do not match our take off. The contractor is to bid what is listed on the bid schedule and we will negotiate any discrepancies based on the unit costs provided. 3. Tree 2 ½” Ornamental. As this product is not used on the project we will need Botanical Name or a Common Name so we can price the new item. These are to be the 1-1/2" as defined in the drawings not 2-1/2" as listed on the bid schedule. 4. Tree – 3” Shade Tree – There are nine different types of Shade Trees/Deciduous Trees on the project for a total of 38 in the Park and Ride portion of the project. Which one of the 9 trees do you want the Unit Price for? If we take that price times the 42 Bid Quantity it will not have any bearing on the project. As there are a lot of different Unit Prices for this item and a dispute in Quantity this may be a lump sum item rather than a unit. The bid schedule does ask for a lump sum price rather than and unit price; the 42 indicates the total number of trees that should be part of this lump sum price. 5. Pipe Bollards – We have not been able to find any Bollards in the Park and Ride portion of the project nor a detail for contemplated Bollards. Please provide a detail. Provide four (4) 6" diameter pipe bollards per the attached detail on sheet AD#2. Two (2) bollards are to be placed east of the trash enclosure and two (2) bollards are to be placed south of the electrical transformer. All of the bollards are in the South Transit Center not the Park and Ride boundary. 6. Are there any extra items (Ex. Radio's) that need to come with the Toro central control package? The Toro central control package is not required. During shop drawing review submit data for a Rain Bird LXME with WR2 rain and freeze sensor. 7. The Bid Schedule does not have a place for the new 20 Gallon Norway Spruce Trees; where are we to include these 20 trees on the Bid Schedule? These trees will be part of the South Transit Center lump sum bid. LANDSCAPE QUESTIONS 1. Landscape Sheet L2.0 has 4 plant types listed. However there locations are not drawn on the plan. The plant types are: 6 ea HE-SE, 7 ea SP-FL , 11 ea LI-LO and 4 ea JU-BR. Are these plants to be included in the bid? We have verified HE SE, SP FL, and JU BR and cannot find the discrepancies believed to exist; as such, these plants should be included in the bid. 69 LI LO were shown on plans; only 61 LI LO exist (discrepancy of 8 LI LO). A total of 61 LI LO should be included in the bid. 2. There are 19 new 20 gallon Norway Spruce trees on the project. Where are they to be represented on the bid schedule? These trees will be part of the South Transit Center lump sum bid. 3. Addenda # 1 pricing question # 12 states landscape accessories would be things such as edging, fabric and mulch. As a landscape subcontractor we are bidding on the permeable pavers, the Basalt Columns, the Mexican Beach Cobble , the Segmental Retaining wall and the Crusher Fines. Are these items to be included in the Seeding and Landscape Accessories category? These items should be included with the South Transit Center lump sum bid. 4. Is landscape edger to be installed to the shrub beds along the eastern and western property boundaries? No. 5. Should the Landscape Maintenance be included in the Seeding and Landscape Accessories category? If no where should the landscape maintenance value be represented. ? Landscape Maintenance has been added as an Alternate. Receive rate prescribed for craft performing operation to which welding is incidental. ================================================================ Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)). ---------------------------------------------------------------- The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union. Union Identifiers An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters , PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example. Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rate. Non-Union Identifiers Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007 5/13/2010. SU indicates the rates are not union rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date. Survey wage rates will remain in effect and will not change until a new survey is conducted. ---------------------------------------------------------------- WAGE DETERMINATION APPEALS PROCESS 1.) Has there been an initial decision in the matter? This can be: * an existing published wage determination * a survey underlying a wage determination * a Wage and Hour Division letter setting forth a position on a wage determination matter * a conformance (additional classification and rate) ruling On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed. With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Section 01030 ALTERNATES Paragraph 1.02 Description of Alternates. Reword Alternate No.6 (Deduct) to read: Eliminate the north and south end sections (one at each end) of the bus bay canopy, extent as shown on the Drawings, including the cast-in-place concrete columns, roof structures, wind screens, built-in benches, bus route map display cases, bus bay canopy signage and lighting. If this Alternate is accepted, the following work will remain in the Base Bid: 1. All concrete flatwork and embed signage. 2. Landscaping and site irrigation. 3. Alternative proposals must be fully supported by necessary documentation showing compatibility/comparability with specific materials. 3. General: Do not perform work when existing site conditions will not provide satisfactory results. C. Clearing and Grubbing: Cut and remove woody or herbaceous vegetation within the path area. Haul debris off-site. D. Compact sub-grade with sheeps foot roller to 95% optimum density, in accordance with AASHTO T-99. Contractor is not required to scarify and re-compact the next six-inches (6") below this sub-grade level. 1. Inspect exposed surface for unsuitable soil, areas of loose or soft soil, disturbed or moist soils. 2. Remove soft, yielding sub-grade material and backfill with Grading W Base as indicated on the Drawings. F. Excavated sections and adjacent areas shall be reasonably smooth, compacted, and free from irregular surface changes. 3.03 INSTALLATION A. Weed Barrier Fabric: 1. Lay straight and even with trail width. Overlap fabric edges a minimum of 6" and pleat at trail curves. Staple fabric to trail bed as required. 2. Lay in sections so that substantially all fabric is covered by gravel by day's end, minimizing exposure to sun and elements. a. Owner’s representative will periodically inspect to assure approval of installation. B. Blending Stabilizer: 1. Blend twelve (12) to sixteen (16) lbs. (verify with Manufacturer exact blend) of Stabilizer per one-ton of decomposed granite or crushed 3/8” or ¼” minus aggregate screenings. It is critical that Stabilizer be thoroughly and uniformly mixed throughout Crusher Fines material specified above. Bucket blending is not acceptable. Blending with a rake and or shovel is not acceptable. C. Placement: After pre-blending, place the Stabilized Crusher Fines on prepared sub-grade. Level to desired grade and cross section. 1. Depth of pathways – as shown in the plans and details. D. Watering: Water heavily to achieve full depth moisture penetration of the Stabilized pathway profile. Water activates Stabilizer. To achieve saturation of Stabilized pathway profile, twenty- five (25) to forty-five (45) gallons of water per one-ton must be applied. During water application randomly test for depth using a probing device to the final depth. E. Compaction: Upon thorough moisture penetration, compact aggregate screenings to 85% relative compaction by compaction equipment such as; a two (2) to four (4) ton double drum roller or a South Transit Center 02730-5 100% Construction Documents one-thousand (1,000) lb. single drum roller with vibratory plate tamp. Do not begin compaction for six (6) hours after placement and up to forty-eight (48) hours. 1. Take care in compacting Crusher Dust when adjacent to planting and irrigation systems. Hand tamping with eight-inches (8”) – ten-inches (10”) hand tamp recommended F. Inspection: Finished surface of pathway shall be smooth, uniform and solid. There shall be no evidence of chipping or cracking. Cured and compacted pathway shall be firm throughout profile with no spongy areas. Loose material shall not be present on the surface. Any significant irregularities in path surface shall be repaired to the uniformity of entire installation. G. Maintenance: If cracking occurs, simply sweep fines into the cracks, water thoroughly and hand tamp with an eight (8”) to ten-inches (10”) hand tamp plate. H. Repairs: 1. Excavate damaged area to the depth of the Stabilized aggregate and square off sidewalls. 2. If area is dry, moisten damaged portion lightly. 3. Pre-bend the dry required amount of Stabilizer powder with the proper amount of aggregate in a concrete mixer. 4. Add water to the pre-blended aggregate and Stabilizer. Thoroughly moisten mix with twenty-five (25) to forty-five (45) gallons per one-ton of pre-blended material or to approximately ten-percent (10%) moisture content. 5. Apply moistened pre-blended aggregate to excavated area to finish grade. 6. Compact with an eight (8”) to ten-inches (10”) hand tamp or 250 to 300 pound roller. Keep traffic off areas for twelve (12) to forty-eight (48) hours after repair has been completed. 3.04 CLEANING A. General: Contractor shall be responsible for daily removal of mud and debris from road surfaces on a daily basis. 1. Remove debris and excess materials from site. 3.05 PROTECTION A. The Contractor shall be responsible for making a reasonable effort to protect the work from vandalism. Vandalism shall be brought to the attention of the Owner. SECTION 02755 DETECTIBLE WARNING STRIPS PART 1 GENERAL 1.01 DESCRIPTION A. Furnish and install detectible warning strips in an in-line truncated dome pattern, embedded in all curb ramps, platform edges and walking surfaces at the locations and to the dimensions shown on the Drawings, in accordance with the Contract Documents and as directed by the Architect/Engineer. 1.02 QUALITY ASSURANCE A. Reference Standards: Conform to the current requirements of applicable portions of standards, codes and specifications, except where more stringent requirements are shown or specified. B. City of Fort Collins Standard Specifications for Streets and Roads are hereby incorporated into these Specifications in their entirety, unless modified by this Section. C.
