The Opening Date has been changed to May 24, 2012 at 3:00 PM (our clock) 2. The last day for questions is May 15, 2012. All questions must be submitted in writing no later than 4:00 PM (our clock) 3. Is the City guarantying the quantities listed on the Bid Schedule? Quantities are for bidding purposes but are close. 2. What is the anticipated start date for construction? The NTP will be issued approximately June 11th. 3. Are all of the alternates (both add and deduct) to be included in the base bid? Yes. 4. Will the contract be awarded on the base bid that includes the alternates? Yes. 5. Will all of the materials testing be done by separate contract? Yes, by the MAX Construction Manager Contractor. 6. Will the contract be awarded based solely on the bid amount or will qualifications and consultants be a factor? Award will be based on the bid amount and the qualifications will be considered to verify that the low responsive bidder is a Responsible contractor. 7. Can the list of consultants and DBE certification be turned in after the bids are turned in or do they need to be provided along with the bid? We prefer to be them turned in with the bid, but must be submitted prior to award. 8. What is the duration of construction? 300 days, but this is already in the bid. 9. What is the percentage of total contract over which the consultants need to be listed? Subcontractors with 15% of the total contract value or more should be listed. 10. Can the bid bond be listed as 5% of the total contract? Yes. 11. Will the City be providing the buses and covering the other associated costs associated with the operational run-through? The intent is that the City would provide a driver and a bus to perform bus movements around staking, flags and or formwork that the contractor would lay out prior to pouring the platform. Therefore the contractor would be responsible for all of the costs associated with this exercise with the exception of the bus and the driver's time. 12. Do the Buy America and Debarring affidavits need to be included along with the bid? Yes. Addendum 1 – 7382 MAX BRT South Transit Center Page 3 of 10 13. Please confirm that the 9.9% DBE is a goal and not a requirement. The contractor must show that they have made a good faith attempt to meet this DBE Goal of 9.9%. 14. Does a subcontractor have to be specifically registered as a DBE and/or does a MBE and WBE subcontractors also count towards the 9.9% goal? The subcontractor must be registered as a DBE. 15. Section 00430 – What is the percentage cut-off for listing subcontractors? There is no amount listed on the bid form. 15%. 16. Since the DBE Form is a CDOT Form and program – Does this form only pertain to project STL-M455-103: Code – 18325 (Park & Ride) or for both projects? Both parts of this project. 17. DBE Form – Do we need to list the subcontractors that are not the low bidders? You must list the subcontractors that are a part of your team. 18. Can DBE sheet be turned in 1 hour after the bid? Filling out this sheet before the bid will be very difficult prior to bid. We prefer the completed DBE sheet be part of the bid, but this must be completed prior to award. 19. To clarify how the bid is to be broken out on the bid form is all exterior site work outside of the building and platform considered part of the park and ride bid? No. There is a very clear bold dashed line on the drawings that shows the extent of the Park and Ride. 20. The only Davis Bacon wages included with the specifications were building construction rates. Will the heavy rates highway rates be published for the exterior work? We can add these by addendum. 21. Can we get the bid date extended to Tuesday, May 22nd? The 17th bid date is in conflict with a Loveland project. According to Loveland, they discussed it with your staff and were advised your bid date is flexible. Theirs is not. The bid date will be moved to May 24th. 22. Bidders are to use the quantities for the Park n’ Ride as listed on the bid form? If quantities change for any reason, they are added or deleted from the contract via the unit price listed on the bid form? Use the quantities on the bid form for the Park and Ride. If quantities change, the scope will be negotiated and these unit prices will be used for costing for a Change Order. Addendum 1 – 7382 MAX BRT South Transit Center Page 4 of 10 23. The project will be awarded on the lowest responsible TOTAL price including all alternates? No other considerations (except if a contractors ability to complete the project is in question)? Yes; however, the contractor must be determined to be responsive and responsible. 24. It is acknowledged some alternates may not be accepted. However, please confirm the project will be awarded as an “all or nothing” award. (i.e. all line items will be included in the awarded contact – the city will not opt to only select certain items. More importantly, the city will not eliminate certain line items based on their individual cost.) The contract will be awarded based upon the cumulative total of the lump sum bid for the South Transit Center, the total of all of the bid tab items for the Park and Ride and all of the alternates. 25. It is possible to get the power point information about the owner provided items, SBT GC items, and BRT GC coordination items list? (these included the 2-way radio system, fare collection system, video security system, etc.) That list seemed to assist in clarifying the by owner, OFCI, coordinate only, and GC items. The Power Point has been posted on the Purchasing Website, www.fcgov.com/purchasing. 26. Can the comment about the existing Mason Trail and the intent for it to remain operational during construction be clarified? The Mason Trail is to remain operational during construction. 27. Please clarify the ½ or 1/3 notations on the bid form. Please note the quantities for those items are adjusted to that split. The ½ and 1/3 notations on the bid form indicate that the quantities shown attributable to the Park and Ride are ½ or 1/3 of the total amount of this work in the project. The balance of the quantities and their costs shall be included in the South Transit Center lump sum. 28. Please clarify the salvage, storage and relocation of the art pedestals are part of our work, but the electric for them is NIC. The salvage, storage and relocation of the art pedestals is a part of the contract work; however, the electrical to be connected to these art pedestals in their new locations has not been determined, so if the electrical work does take place it will be done so by Change Order. 29. Please clarify the “major” subs required to be listed on the city sub list form are those with 15% of the project value or more. Correct. 30. Since the Park n’ Ride is broken down into items and quantities for each item, what should we do if there is an item or scope not listed? Where (what item) do we put these costs? Can an “other” line item be added to the bid form for the Park n’ Ride list to cover these? Any item or scope not listed should become a part of the South Transit Center lump sum. No additional line items can be added to the bid form. Addendum 1 – 7382 MAX BRT South Transit Center Page 5 of 10 31. It is correct that the only permit fees we are responsible for is the “Commercial Building Permit with Sub Trades” fee? The Building Permit fees and Development fees will be paid by the City. 32. What value was listed on the permit application? The Permit application has not yet been completed. 33. Several of the quantities for the park and ride portion of the project shown on the drawings do not match the quantities on the bid form by significant amounts. Are we only to bid quantities identified on the bid form for the park and ride even if drawings indicate a different quantity? In order to answer this question, we would need further detail on the discrepancies; however, these errors may have been caused by not knowing the boundary of the Park and Ride, as indicated previously. 34. In specification section 01060 it lists building permit fees by contractor. Will there be any building permit fees or will these fees be waived? Fees will not be waived, but the Building Permit fees and the Development Review fees will be paid by the City. PRICING QUESTIONS 1. With regard to the Unit Prices; Several Plan Sheets have a Bold Dashed line surrounding the Vehicle Parking Lot and a portion of the Retaining Pond. This seems to be the perimeter of the Park and Ride portions of the project and the area defined by the Unit Prices. The Bold Dashed line does denote the perimeter of the Park and Ride. It must be understood that unit prices and quantities for the Park and Ride were directed by CDOT, since the funding comes from them. Since this is a vertical construction project, the CDOT Item numbers and pay items found were the closest match to the CSI numbers and descriptions in the middle columns; please follow the CSI descriptions for what is being requested. This bid tab is to capture the costs associated with the Park and Ride; the balance of all other costs will be included in the South Transit Center lump sum. If this is correct we have the following questions: 2. Field Office. Do you want the portion of the Field Office that relates to the Park and Ride portion of the project, or do you want the portion of the General Conditions that relate to the Park and Ride. The field office is a very small part of General Conditions. We want the portion of the General Conditions that are applicable to the Park and Ride. 3. Mobilization. Do you want the portion of the Mobilization Costs we will incur that relates to the Park and Ride or do you want something else. This is confusing because we do not consider Mobilization as part of our Construction Service Fee. Mobilization is a cost of work to be performed. We want the portion of the Construction Service Fee that is applicable to the Park and Ride. Addendum 1 – 7382 MAX BRT South Transit Center Page 6 of 10 4. Removal of Structures and Obstructions. We have visited the site and it appears that the Structures to be removed are not in the Area defined on the plans as Park and Ride. Is the intent of this item to include the Site Demolition as shown on plan sheet C 1.1 that is in the Park and Ride Area or do you want something else. We cannot determine the intent of the Unit Price. We want the portion of the Site Demolition that is in the area of the Park and Ride to be entered on this row. 5. Cleaning and Grubbing. Is this for just the Park and Ride area as defined above? Yes. 6. Retention Pond. We need a definition of what costs you want in this item. The Detention Pond is made up of Site Clearing, Earthwork, Site Utilities, Landscaping, Site Demolition …… and other items. What do you want included in the Unit Price. What does the designation ½ mean? One Half of the total Retention pond or ½ of the Park and Ride portion of the Retention Pond. We want you to include ½ of all of the costs associated with the Retention Pond included here as the Park and Ride allocation of the costs. 7. Silt Fencing. This unit price includes a Quantity of 458 lf. Plan Sheet C 2.1 indicates a quantity of 600 lf for the Park and Ride portion of the project. Do you want only 458 lf included in the Park and Ride and the remainder in the South Transit Center or is there some other intent. The intent is to only include the costs for the 458 lf of silt fence as part of the Park and Ride. 8. What are the designation of 1/3 for earthwork and ½ for Piping related to and how do those fractions relate to the Units as given. The 1/3 and ½ are shown because the amounts shown are 1/3 or ½ of the total work that is allocable to the Park and Ride and again the balance should go to the South Transit Center lump sum. 9. Manhole and Manhole Ring and Cover. There does not appear to be any manholes located on the Park and Ride Portion of the Project for the Storm Sewer and there are two for the Sanitary Sewer. Are you looking for Storm or Sanitary and do you want only 1 of the Sanitary or only 1 of the Storm’s which are off-site. This is for just one of the Sanitary Sewer manholes, ring and cover; the balance will become a part of the South Transit Center lump sum. 10. Drop Box Outlet – Is this for ½ of all of the work as shown on Plan Sheet C 4.6? Yes. a. Is the intent that half of the work is to be charged to the Park and Ride Unit Price and the other half charged to the South Transit Center? Yes. Addendum 1 – 7382 MAX BRT South Transit Center Page 7 of 10 b. Should the Unit Price include the Excavation, Backfill, Bedding Concrete Pad, Wing Walls? Yes. c. Does the term include the Spillway? Yes. 11. Sprinkler System. Are we to determine the portion to charge to the Park and Ride or do you want a % of the total System. As this is a System it is difficult to assign the amount other than as percentage of the total system. We want you to determine the portion of the overall irrigation system that should be allocated to the Park and Ride. 12. Seeding and Landscape Accessories – We need a definition of what is to be considered an Accessory. Landscape accessories would be things such as edging, fabric and mulch. 13. Shrubs and Plants – Should this number include the items defined on the plans as Ornamental Grasses and items defined as Perennials, Groundcover and Vines. Yes. a. Is this just for the planting or to include some portion of the Landscape Maintenance. Just for the planting. 14. Transplanted Trees. The Bid sheet indicates a Quantity of 5 whereas the plans indicate a quantity of 12. In addition, during our site review there seem to be some trees that have already been transplanted in the Park and Ride as well as the South Transit Center Area. However, they were transplanted at the current elevations. The grades in the area of these existing transplanted trees changes. Are these trees in storage, for a use elsewhere, or are we to remove them to temp storage and that replant them later in the project? This item is in error and should be 0. All of the trees have been transplanted and they were placed at their final elevation. 15. Rip Rap – The quantity as given on the Bid Form does not seem to correspond to any of our take off. We find Rip Wrap in the Detention Pond, Off-Site at the Storm Sewer, some of the Rip Rap in the Detention Pond is in the Park and Ride Area, some in the South Transit Area and some in both (Spillway). Do you want 150 CY in the Park and Ride and the rest in the South Transit? We only find about 30 in the Park and Ride area. We would like the costs for the 150 CY in the Park and Ride. 16. Hot Mix Asphalt 4” – The Bid Sheet lists a quantity in Tons. We have converted our take off to tons and have a quantity substantially lower that this amount for the Park and Ride. We have found app 3750 SY of Asphalt which corresponds to a quantity of app. 825 Tons. We are unsure as to how to bid this time. Request you bid it as shown in the bid tab and if it actually turns out to be less, we will make that adjustment with a Change Order. Addendum 1 – 7382 MAX BRT South Transit Center Page 8 of 10 17. Aggregate Base Course – Same as above our Quantities vary greatly. Request you bid it as shown in the bid tab and if it actually turns out to be less, we will make that adjustment with a Change Order. 18. Asphalt Patch 9” – Again our quantities are greatly different. We have about 268 tons of Patching. This patching is off-site and not in the Park and Ride Area? Request you bid it as shown in the bid tab. The quantity shown is supposed be ½ of the total, which means we are very close to your quantities, since ½ of 268 is 134. 19. Sidewalk – Same as above. Request you bid the amount shown on the bid tab. This amount excludes the SY of concrete curb ramp that will be explained in 23. 20. Concrete Curb Ramp – We are not sure what this is and cannot find anything on the Park and Ride that is 706.5 SF and is concrete that we think is this item. This is the quantity of curb ramp that is integral to the sidewalks for handicap access. 21. Curb and Gutter – Same as above. We find 2100 LF of Curb and Gutter. Do want us to bid only 1970 in the Park and Ride and Place the rest in the South Transit Center. Yes. 22. Site Lighting. There are several lights that are right on the division line with head on both sides. The term Site Lighting is used in both columns on the Bid Sheet. Do you want just the Electrical portion of the number or should we include concrete, Rebar, Paint… We want the entire cost of the site lighting that is allocable to the Park and Ride. 23. We are assuming that based on the above and your answers that we are bidding the above portion of the Park and Ride and all other portions of the Park and Ride need to be added to the South Transit Center, Earthwork, Signs, Stripping, Caulking, Barricades, Weather Protection, Overhead, Fee, Bond, Permit…… Please advise. Correct. LANDSCAPE QUESTIONS: 1. The Bid Schedule ( Base Bid ) 214.02 calls for ornamental trees to be 2.5''. However the plant list calls out the ornamental trees to 1.5'' . Which is correct? The 1.5” cal. ornamental trees are acceptable. 2. The Bid Schedule ( Base Bid ) 215.01 calls for a quantity of transplanted conifer trees as 5 ea. However the transplanted count from the plan sheet L1.0 & L2.0 count is 38. Are we to bid on the bid schedule quantities or the quantities counted on the plans? This item should be 0. Tree transplanting has already taken place under a separate contract. ‘TRNSPLNT’ trees shown on landscape plans shall be considered existing trees to remain and be protected throughout the project. 3. What is the distribution rate of the class 1 compost for the type 1 seed areas? Addendum 1 – 7382 MAX BRT South Transit Center Page 9 of 10 Spread organic amendment at a rate of 3 CY/ 1,000 SF (02930-3.3.A.2) 4. Is there a specification section for the stabilized crusher fines? If no then please clarify the color / type of crusher fines required. Please see attached specification section 02730, which was not included in the 100% Construction Documents Specs Manual. 5. What is the current location of the conifer trees to be transplanted? Please see 3. above. 6. Landscape plan sheet L2.0 has several plants types and quantities called out. However the plants locations are not drawn on the plan. There are 2 ea PY- Ch trees shown in this area. Are these plants included in the bid? If yes please clarify the locations and quantities. (4) PY CH are shown on the PLANT LIST. (4) PY CH are shown on drawings – they are all located internal to the platform landscaping on the north/south sides of the STC building. 7. On the bid form for the park and ride there are 5 trees that are transplanted. On sheet L1.0 it lists 37 trees transplanted. Please clarify quantity of trees transplanted. There were 37 trees transplanted. 8. On sheet L1.0 shade trees are noted as 3” not 3.5” as on the bid form. Please clarify size of shade trees. These trees should be 3” caliper. a. Also there are 60 tree listed not 42 as on the bid form please clarify quantity. The bid form only has the Park and Ride quantity, the balance go with the building in the lump sum. 9. On sheet L1.0 ornamental trees are listed as 1.5” and there are 21 shown. On the bid form there are only 2 listed and they are 2.5”. Please clarify ornamental trees. The ornamental trees should be the 1.5” caliper. Those on the bid form are only for the Park and Ride, the balance is to go with the building lump sum. IRRIGATION QUESTIONS: 1. Specifications section 02810, Part 3: Execution, 3.3 "F" - States to conduct one compaction test for every 300 linear feet of trench. Does this mean mainline, laterals and drip line? Can you please clarify? Does this task have to be performed? These compaction tests do not have to be completed. 2. Specifications section 02810, Part 3: Execution, 3.3 "G" - states one compaction test for each sleeved crossing less than 50 feet long and two compaction tests for each sleeved crossing greater that 50 feet long. Do these tasks have to be performed? Only sleeves under roadways will have to be compaction tested. Addendum 1 – 7382 MAX BRT South Transit Center Page 10 of 10 3. Specifications section 02810, Part 2: Materials, 2.7 "B" 2D - states trees in native to receive in-line tubing rings. Sheet IR2.1 detail #11 states trees in native and turf. Which statement is correct? Are the valves noted as "Trees" the only drip zones that need to have the drip rings for the trees? Trees in native grass areas are on separate valves. There is no “turf” on the site. Valves are called out tree in valve designation. Trees in beds may be irrigated by emitters. 4. Sheet IR2.1 detail #11 states Rainbird dripline tubing #LD-06-12. Rainbird has a LDQ- 0806100 or LDQ0812100. This is 1/4" dripline with each emitter having a flow of .8 gph. Should the dripline pipe need to be the Rainbird XF series #XFD-06-12-100? Use the Rain Bird XFD Model for the tree drip reins, bury rings 3” deep. 5. Construction Notes #1 - states that the backflow, master valve and flow sensor to be the size of the point of connection which is 3/4". Details for the backflow, master valve and flow sensor state to be 1" in size. What size are the backflow, master valve and flow sensor to be? The backflow shall be ¾ inch and the master valve and flow sensor shall be 1 inch. 6. Specifications section 02810, Part 3: Execution, 3.3 "G" - states one compaction test for each sleeved crossing less than 50 feet long and two compaction tests for each sleeved crossing greater that 50 feet long. Do these tasks have to be performed? See above.
