To be awarded the contract, the contractor must meet the qualifications in the bid, and be the lowest responsive responsible bidder. A Fort Collins Licensed Contractor is required for the construction of the shelter structures. 7 Would the City consider short listing or pre-qualifying contractors based on submitting a completed statement of bidder qualifications prior to bid proposal submission so only those firms who have been prequalified for this project would be allowed to submit a bid proposal? No 8 Would the City of Fort Collins consider revising the bid schedule to pay for traffic control requirements similar to how CDOT pays for traffic control on a hourly and per item basis? No. Contractors should prepare a work plan and estimate traffic control accordingly. Traffic Control requirements in the City of Fort Collins are extensive, particularly in high pedestrian areas like Downtown and on arterial roadways, and should not be underestimated. No. These numbers are based on the overall project total of $87M. The project must be fully operational, including time for startup and testing by May of 2014. As the construction is critical path for operations, the LD's are based on the total project budget, not just the construction budget. 10 Does the contractor have to demonstrate that it has worked on a Mason Corridor project to meet the minimum qualifications for the MAX BRT project or can the contractor demonstrate that it has worked on similar FTA and Transit related projects as light rail projects? No, the contractor does not have to demonstrate that it has worked on a Mason Corridor project. 11 Will the bid date be extended or will it remain May 10th? Yes, the bid date has been extended to May 18th at 3:00 pm. 12 We are asking the City to review our qualifications and make a determination on our qualifications prior to us expending the effort to prepare a proposal? The City is not pre-qualifying contractors. 13 Is Class 0 or Class 1 sulfate resistance acceptable for concrete pipe? Minimum of Class III unless indicated as Class V in the plans. 14 Will elliptical RCP be acceptable in lieu of arch RCP? No 15 Will the 48" jacked RCP be directly jacked or pulled through a carrier pipe. The 18" will probably need to be pushed through a casing since the jacking joint required by CDOT specs isn't available in small sizes like 18". Will that be acceptable? 48" will require casing. Casing for 18" is acceptable. 16 Regarding the Storm Water Treatment Devices, how do the unit numbers tabulated in Standard Special Provision 604 correlate to the manhole numbers shown on the profile sheets? There seem to be many more units shown in Table 1 of SSP 604 than are in the tabulation of quantities in the plans. Table 1 in the Project Special Provisions has been modified to correlate to the models shown in the plans. 17 Will the City of Fort Collins entertain allowing the alternate of CDOT Type 4 Keyway Curb in lieu of 609-21010 Curb and Gutter Type 2 (1-B) having 7,500 linear feet on this project?
