Project Goals • Create safe and effective travel corridor — Bikes, pedestrians, transit, passenger, and heavy vehicles • Define/consolidate access points • Maintain compatibility with existing utility facilities • Support economic viability of the project area • Upgrade image of North College Corridor • Maintain compatibility with previous efforts • Coordination with CDOT Project Schedule Proposed Schedule: -Preliminary Engineering — Through 2012 -Final Engineering — Through Fall of 2014 -ROW Acquisition — Through Fall of 2014 -Construction — Spring 2015 It is the City's goal to begin construction in 2015. More aggressive project schedules will be considered. 01 What is involved? Preliminary and Final Engineering design — Data collection — Public and Stakeholder involvement — Utilities coordination — Coordination with previous projects — Planset, specifications, and cost estimate ROW Acquisition — Assisting City in developing ROW Planset NEPA Process Design Opportunities • Access Definition/Consolidation — Reference US 287/SH14 Access Management Report • Short Term vs. Long Term plan • Coordination with CDOT if not C- meta • Proximity of Existing #' Businesses/Residents — Impacts to parking • Medians "& — Places to implement medians (if feasible)'ka — Design for medians, but do not ..-... construct? Design Opportunities • Existing Utilities — Thorough wilily investigation should be planned • Potholing and surveying should be included in your scope — Coordination with impacted utilities — Identity extent of relocations (if necessary) • Storm Drainage — Design new facilities to upgrade existing • Location, location, location! • Coordination with existing utilities and pavement section 3 Design Opportunities • Working with previous efforts — City constructing improvements to south — Improvements to the north constructed in 2010 — How to use these previous efforts to complete this project • Reference RFP for info on previous reports i} - Design Opportunities Urban Design — Building off adjacent projects' themes — Must meet all CDOT requirements for landscaping and other urban design elements — Coordination with An in Public Places €it 31 E Quality Control • Demonstrate your ability to provide a quality set of plans, specs and cost estimate — The City shall not be the quality control during the design development — Be sure to include DArDC methods in your proposal — Accountability NEPA Process • Historical Properties — Historian to be included on team — Several potentially historic properties — Coordination with CDOT • Hazardous Waste — Historical use within project limits — Anticipate Phase I Modified Site Assessment — Phase 11 investigation possible • Soil and Groundwater contamination ROW Acquisition City wll contract appraiser and negotiator separate from this contract ROW plans development — Plans per the HARN and tied to COFC Groundmaster Coordinate System — Consultant responsible for the following • All drafting of the ROW plans minus the monumentation sheets • Development of future ROW and easement lines • Mitigation plans for all impacted properties — Anticipate 30 properties, three iterations per plan Additional Info Will be an extendable contract (at City's discretion) for design support during construction • Download RFP at: www.fcaov.com/ei)rocurement 5 Additional Info • Form 1331 does not count toward the 25 page limit for the proposals • 1 U17 pages are acceptable within the proposals and count as one page toward the 25 page limit • The cover letter is not included toward the 25 page limit for the proposals • The City can receive up to 20 mg files through e- mail Questions?
