Box 580 Fort Collins, CO 80522-0580 RE: Proposal for Architectural/Engineering Services Nix Farm Office Building Fort Collins, Colorado Dear Mark: Aller•Lingle -Massey Architects P.C. is pleased to provide you with this Proposal for architectural/ engineering services for the proposed Office Building at the Nix Farm Campus in Fort Collins. We are happy to have been selected for this project. In response to our meetings to date, we propose the following scope of services and associated fees: Project Description Architectural and engineering design, construction document and construction administration services as itemized below for a proposed office building of approximately 4,000-5,000 sq. ft., complete with associated site improvements, grading and drainage and landscaping, to be built at the Nix Farm Campus in Fort Collins, Colorado. Services shall also include client meetings and representation at neighborhood meetings, Planning and Zoning Board public hearings and other meetings that the City of Fort Collins may require as a part of their review and approval process for the project. The project will be managed for Aller•Lingle -Massey Architects P.C. by Ian Shuff, AIA, LEED AP. We propose to provide full A/E services, including structural, mechanical and electrical engineering and Landscape architecture. The project will be competitively bid to General Contractors. Scope of Basic Services The Scope of Basic Services shall be as follows: Phase 1: 1. Site Selection and Evaluations: Assistance to the Owner in identifying, evaluating and comparing various sites within the Nix Farm Campus, not to exceed three different sites. Refer to Work Not Included below for services related to site plan approvals for any site selected where the proposed development is not considered a use -by -right. 2. Programming: Conduct meetings with affected departments or user groups to develop a building program for the project, including an evaluation of current space utilization and an inventory of furnishings and equipment to be relocated in the new facility, if applicable. 3. Planning/Site Plan Approvals: Conceptual site planning and preparation of all required drawings and other documentation for taking the project through the Major Amendment or P.D.P. approval process with the City of Fort Collins. 712 WHALERS 1'VAY • BLDG. Conceptual Site Design: Conceptual site planning and preparation of a conceptual site plan to determine the proposed size and configuration for the building on the site. 5. Conceptual Design Studies: Develop conceptual design alternatives addressing the Owner's programmatic requirements. Conceptual floor plans and elevations of each alternative will be prepared and reviewed with the Owner. 6. Conceptual Design Phase: Develop a preliminary design and submit preliminary drawings illustrating site plan, floor plan(s) and building elevations for review and approval. 7. Code Analysis: Conceptual review of the existing and/or proposed construction for compliance with applicable building, fire, handicapped accessibility and life safety codes. 8. Presentation Drawings: Preparation of colored floor plants) site plan and elevation(s) of the proposed design for presentation at staff meetings, a neighborhood meeting, Planning and Zoning Board and/or public hearings. 9. 3-1) CAD Renderings: Preparation of two, 3-dimensional, computer generated representations of the project design. 10. Meetings: Representation at the following design meetings and public hearings: a. Client meetings as necessary. b. City staff review meetings. C. Conceptual Review meeting. d. City Design Review Team (DRT) meeting. e. Landmark Preservation Commission (LPC) meeting. f. Planning and Zoning Board public hearing. 11. Cost Estimating: Prepare an estimate of probable construction cost at the end of Conceptual Design, on a unit cost basis. 12. Deliverables: Review set(s) of Phase 1 Conceptual Design submittal, 24" x 36" 3-D CAD presentation drawings, 24" x 36" Conceptual level cost estimate, in unit cost format Phase 2: 1. Design Development Phase: Expand upon and refine the approved conceptual design. Submit site plan, floor plans, building elevations, building section, and typical wall sections, schematic structural, mechanical and electrical plans and an outline specification for review and approval. 2. Performance Specifications: Develop a performance specification for fire protection, if required, for use by the subcontractors in preparing design/build proposals and complete project designs and drawings. 3. Construction Documents Phase: Prepare complete construction drawings and technical specifications for competitively bidding the project to Contractors, including architectural, structural, mechanical and electrical engineering and landscape architecture. Interior Design and Materials/Finishes/Colors: Assistance to the Owner in selecting interior materials and colors, including paint, carpeting, ceramic/porcelain tile, plastic laminates and other hard surfaces. 5. Meetings: Representation at the following meetings and public hearings: 1. Client meetings as necessary. 2. City staff review meetings. 3. Conceptual Review meeting. 4. City Design Review Team (DRT) meeting. 5. Landmark Preservation Commission (LPC) meeting. 6. Site progress meetings with the Contractor and Owner during construction. 6. Coordination and Project Management: Coordination with the Owner, Architect, Engineers, outside Consultants, and Contractors as necessary through the design phases. 7. Cost Estimating: Prepare an estimate of probable construction costs at approximately 50% and 90% completion of Construction Documents. 8. Deliverables: Review set(s) of Phase 2 Design Development submittal, 24" x 36" Review set(s) of Phase 2 Construction Documents submittal, 24" x 36" Color board(s) of selected interior finishes Cost estimate(s) at progress levels defined above, in CSI Division 1-16 format Final set(s) of Construction Documents, released for bidding and construction, 24" x 36" Phase 3: 1. Bidding/Negotiation Phase: Assistance to the Owner to acquire and review Contractor bids, including plan distribution, attendance at Pre -Bid Conference, responding to Contractor questions and issuing addenda, and assistance in reviewing bids, negotiations and contract award. 2. Construction Administration Phase: Perform field observations of the work in progress during construction with written reports to the Owner, attendance at Pre -Construction Conference, attend regular site meetings with the Contractor and Owner's representative (Consultants on an as - needed basis), review of shop drawings and submittals, issuance of Architect's supplemental instructions (ASIs) and responses to Contractor's requests for information (RFIs), issuance of change orders, review of Contractor's pay requests, final punch list inspection and assistance with project closeout. For purposes of this Proposal, the number of field visits during the Construction Administration phase shall be limited to 14 trips. For purposes of this Proposal, field observations by our Consultants are proposed as follows: a. Landscape Architecture: 2 site visits. b. Structural Engineering: 2 site visits. C. Mechanical Engineering: 2 site visits. d. Electrical Engineering: 2 site visits. 3. Record Documents: Preparation of record documents upon the completion of construction of this project. All construction documents prepared for this project shall be generated with our in-house Computer -Aided Design and Drafting (CAD) systems, using AutoCAD Version 2012 and/or Revit 2012 software. Assumptions 1. The site is ready for development, with all required off -site improvements in place, including any required street and roadway improvements adjacent the site, utility extensions and stub -outs onto or adjacent to the site, and any off -site stormwater discharge or infrastructure improvements. 2. The foundation and structural systems anticipated for this project assume concrete slab -on -grade construction. Post -tensioned concrete slabs or other structural ground level floor construction can be provided as Additional Services, if required by soils conditions. 3. Interior design services, including specifications, selection and procurement of open -office systems, furnishings, fabrics, upholstery and moveable equipment shall be provided by the Owner. Proposal for Architectural/Engineering Services- 4 These services are available as Additional Services. 4. The project will not be designed or pursue LEED certification. 5. Document preparation and applications for building permits or other construction permit applications shall be provided by the Owner and/or Contractor. 6. Printing and copying of bid documents, and distribution to Contractors for bidding will be provided by the Contractor; we will furnish vellum plots of our original drawings and originals of the appropriate technical specification sections. Work Not Included 1. Platting of new lot boundaries, or dedication of new rights -of -way or easements. We assume that a properly platted lot with all required rights -of -way and easements wilt be provided by others as a part of the P.D.P. phase approval. 2. Submittal and compliance with development permitting requirements of outside agencies, including Environmental Protection Agency (EPA), Colorado Department of Transportation (CDOT), Colorado Division of Wildlife, Division of Natural Resources, etc. 3. Documentation, certification and notice requirements related to subsurface mineral estate rights that may exist beneath the surface rights held by the Owner. 4. Civil engineering including water, sewer, stormwater, utilities and grading deiign will be performed under a separate contract with the City. 5. Structural engineering for site structures other than buildings, such as retaining walls or structured stormwater detention facilities. These are not anticipated at this time. 6. Design and preparation of construction documents for any exterior improvements, including renovation or remodeling of the exterior of the building, site improvements, landscaping and signage. 7. Fire sprinkler system design, engineering and flow calculations. This system will be design/build by the selected Subcontractor, based upon a performance specification provided by the Mechanical Engineer. 8. LEED Consulting during design and construction, including energy modeling, daylighting analysis, commissioning, coordination with the selected Contractor, and documentation and submittal services for the LEED certification process. See Additional Services. 9. Energy Code calculations and completion of related compliance forms, as required by the City of Fort Collins in support of the building permit application. 10. Access control systems design and engineering. 11. Renderings, models or other presentation documents. See Additional Services. 12. Specialty consultants for audio/visual and/or data/video/telecommunications systems shall be provided as Additional Services, and are not a part of the Scope of Basic Services. 13. Assistance to the Owner in selecting or prequalifying Contractors or Construction Managers. 14. Application for building permits, including application forms or other documentation, and coordination of the approval process with the City of Fort Collins. 15. Site visits or field observations beyond those identified in the Scope of Basic Services. 16. Project or building inspection services as required by Chapter 17 of the International Building code (IBC), current edition. 17. Post-occupancy/warranty field observation. Owner -Provided Information 1. Site survey, provided by a licensed, professional surveyor, indicating topography, boundaries, easements, rights -of -way, off -site and on -site utilities, existing improvements, trees and vegetation, provided in CAD disk format. 2. Soils Investigation Report and other appropriate information for foundation design. 3. Engineering construction drawings of all off -site improvements, including grading, drainage and detention facilities, utilities, and street improvements, provided by separate contract. 4. Programming data and space planning by the Owner. 5. Design standards or guidelines for the City of Fort Collins, if applicable. 6. Owner -developed sketches or programming documents. 7. Owner shall be obligated to notify the Architect of any and all design criteria, laws, regulations, ordinances, manuals or other documents published by HUD, FHA, CDBG or other funding or state or federal regulatory agencies that will be applicable to the design or construction documents for this Proposal for Architectural/Engineering Services- 5 Project. The Owner shall provide copies of any such documents to the Architect upon request after such notification. If such notification is not given prior to the completion of construction documents, the Architect and his Consultants shall not be held responsible for the inclusion of any design criteria or standards contained therein. If such notification is given after completion of the Design Development phase, inclusion of such design criteria or standards shall be considered Additional Services. 8. Design criteria for HVAC, plumbing and electrical systems and equipment. 9. Copies of all applicable CIAP or HUD documentation, forms, specifications or other information required to be a part of the bidding documents. 10. Copies of all applicable standard documents, forms, specifications or other information from the City of Fort Collins to be a part of the bidding documents. 11. Copies of all standard specifications for materials, equipment and fixtures to be incorporated into the project design used by the City of Fort Collins, including material cut sheets and sources for sales and technical representatives, if available. 12. City of Fort Collins application, development and building permit fees. 13. Traffic impact, environmental and/or wildlife reports or studies, delineation of wetlands, mineral, oil and gas rights documentation, or other technical studies as may be required by the City of Fort Collins. 14. Coordination with telephone, electric, natural gas, propane or other independent utility and/or building services providers for infrastructure and equipment installation. 15. Base plan for improvements developed by the Engineer in AutoCAD Version 2012 format. 16. Copies of final construction documents sets, and technical specifications manuals for Alter - Lingle -Massey Architects P.C. and each of our subconsultants. 17. Owner shall provide, or contract separately for, project or building inspections required by Chapter 17 of the IBC. These services are expressly excluded from this Proposal. Fast -tracked construction schedules, or other acceleration of the construction schedule requiring the release of construction documents to Contractors prior to the completion of all documents. 3. Redesign that may be required by City review, if review comments or requirements are different than those received at the Conceptual Review meeting, and/or neighborhood opposition of this project. 4. For purposes of this Proposal, it is assumed that construction of all site structures will occur simultaneously, so that Construction Administration phase services including field observations will Proposal for Architectural/Engineering Services- 8 be performed concurrently. Additional field observations or other services required by staggering of construction sequencing or other delays beyond the control of the Architect shall be considered Additional Services. Schedule It is anticipated that Schematic Design through Construction Documents phases including Planning and Entitlements will be approximately 5-6 months starting August 2012, with Bidding/Negotiation and Construction Administration phases assumed to be another 6-8 months through Substantial Completion of the project with a start of construction date of April 1, 2013. Budget Alter• Lingle•Massey Architects P.C. understands that a budget of $120-125/sq. ft. has been established for this project, excluding design and engineering fees and all City of Fort Collins building permit and development fees, and the cost of land. The Owner shall maintain an adequate contingency in the project budget to cover unforeseen site conditions, changes in the work, etc. Standard Contract Terms and Conditions All terms of this Proposal shall be in accordance with our 2007 master contract with the City of Fort Collins.
