Subject: Fort Collins' Application for DOE Funding Opportunity
Dear Ms. Bigner:
SAIC Energy, Environment & Infrastructure, LLC ("SAIC") appreciates the opportunity to assist the
City -of Fort Collins and Fort Collins Utilities (collectively referred to hereafter as "Fort Collins")
with its application for financial assistance through the U.S. Department of Energy's ("DOE's")
Funding Opportunity Announcement for Implementation Initiatives to Advance Alternative Fuel
Markets (Funding Opportunity Number: DE-FOA-0000708). This funding opportunity is expected
to provide 1.0 to 20 grants of $250,000 to $500,000 to applicants that address and assist in reducing
multiple barriers to alternative fuel vehicle adoption and use. From our previous discussions, we
believe that Fort Collins is.in a strong position to be awarded funds based on its current initiatives to
become an electric vehicle ready community. In addition, we believe that Fort Collins' desire to
work in collaboration with possible partners such as the Clean Cities Coalition, Governor's Energy
Office, Colorado State University, and the Electrification Coalition (collectively "the Coalition")
will provide a strong alliance that will increase the likelihood of success. These factors show Fort
Collins' commitment to the spirit of this funding opportunity and affirm its standing as a strong
candidate for grant funds.
We have developed a phased approach to assisting the Coalition with this funding opportunity;
Phase 1 consists of providing support to the Coalition during the process of preparing the grant
application. If awarded, Phase II would consist of SAIC working to support the Coalition with
fulfilling the requirements of the grant. Our proposal includes utilizing the services of Lynn Adams,
with Levidy Adams, LLC in cooperation with our staff to incorporate her knowledge and
understanding of Fort Collins' unique background and on -going programs and policies.

Scope of Work — Phase I
Phase I will consist of assisting the Coalition during the grant application process. SAIC will take
the lead in drafting the grant application and will work with the Coalition to ensure that all
application procedures and requirements are properly met. The product produced by SAIC will be
based on our expertise from previously successful federal grant applications which will be used to
determine how the Coalition can best position itself to be awarded funds. SAIC will provide a final
in-depth review by our federal grant experts to provide feedback and suggestions as appropriate.
The Coalition will be responsible for the submission of the final application to the DOE.
Good Faith Cost Estimate
SAIC proposes to conduct the above scope of services on a fixed fee basis for $151*000. We will
invoice our fixed fee amount to Fort Collins upon submission of the DOE grant application.
Schedule
The project team is available to begin work immediately upon authorization to proceed by
Fort Collins. We expect the project to last approximately two to three weeks and understand the
requirement to have the final application packet submitted to DOE no later than June 18, 2012.
