Scope of Services
for
Construction Phase Services for the City of Fort Collins Water and Sewer Utility
Improvements to the Bus Rapid Transit (BRT) Protect
Introduction
This scope of services represents the final engineering design and construction phase services associated
with the City of Fort Collins' Utilities BRT Water Improvements project. The scope is intended to
accompany, and work in unison with, the project Fee Estimate (Exhibit B). The Fee Estimate is a
spreadsheet representing an overview of the project with individual work tasks represented in rows and
anticipated professional staff and subconsultant effort represented in columns.
General
The remainder of this document describes our understanding of the scope of work. Several assumptions
were made in developing the scope:
This scope of work will include all construction phase services required to review Connell Resources'
submittals, perform on -site observation of the work, prepare record drawings from information received from
Connell and the City, and attend construction progress meetings.
The Stantec Team for this project will be Don Sitar as Project Manager, Tanner Randall as Project Engineer
and Resident Project Representative during construction, and Jeromy Vigil as Surveyor.
All project deliverables will be made available to the City in electronic as well as hard copy format (i.e. paper
copies). Electronic files will be prepared and formatted in current industry standard software including
AutoCAD (DWG) and Adobe (PDF) formats.
Scope of Services
Task 1: Lake Street Water Line
Presently the City of Fort Collins has a 16" water line that nuns west to east in Lake Street. The waterline is
encased under the railroad track in a 31' long 48" CMP casing pipe. The casing pipe extends 16' east of the
centerline of the railroad tracks. This waterline, at Its present vertical location, Is in conflict with the
proposed 54" RCP storm sewer to be built as part of the Mason Corridor BRT.
In conjunction with the affects to the waterline, the BRT project and the associated utility improvements also
affect the existing sanitary sewer system. The existing sanitary sewer in Lake Street is a 15" VCP. There
are two City manholes and one CSU manhole in Lake Street or just off the north shoulder of the road. The
age and material of this sewer would severely complicate construction of the proposed storm drainage
utilities in Lake Street and potentially result In a failure of the system.
Therefore Stantec designed Improvements to the 16" waterline and 15" sanitary sewer line so that each
utility will be better suited to withstand the construction activities slated to transpire around them and so that
they will provide reliable service for years to come. This included designing a steel water line segment for
crossing the proposed storm sewer with the waterline, a new air release valves (ARV) on the east side of the
crossing, a new in -line valve west of the railroad tracks to assist in construction of the improvements,
removal of one sanitary sewer manhole and a replacement section of sewer, and maintain service to
Colorado State University (CSU) and the tomes east of the railroad tracks along Lake Street
In order to observe the installation of the improvements and be available to address items and issues as
they arlse during construction, Stantec proposes the following services:

Task 1.1 — Submittal Review
A. Shop Drawing submittals will be reviewed for compliance with the Contract Documents. These are
anticipated to include, pipe, bedding, manholes, concrete mixes, steel pipe and coatings, air
release valves, and in -line Butterfly Valve.
Task 1.2 — On -Site Inspection
A. On -site services up to the time of Substantial Completion of the Work:
1. Stantec will not supply a full time Resident Project Representative as these services will be
performed by City staff.
2. Stantec's Project Manager and Project Engineer will make occasional site visits to observe the
work and discuss items requiring modification of the design. These will be made on an
occasional basis and will be coordinated with the City's Project Manager.
3. Stantec's Project Manager and Project Engineer will be available to consult with the City and
Connell to address issues that arise during construction of the lines and appurtenances.
B. On -site services after Substantial Completion of the Work:
1. Stantec's Project Engineer will make occasional site visits to observe completion of the work.
2. Conduct a job walk-through in conjunction with City staff and Connell Resources (Connell)
personnel, and assist in the preparation of a "punchlist".
C. Geotechnical Soils Testing: CTL-Thompson (CTL) will perform compaction testing of backfili
materials and submit reports. Results will be summarized and distributed to the City, Connell and
Stantec as soon as they are available. City will contract directly with CTL for these services and
will coordinate times and locations with CTL as required.
Task 1.3 — Drawings of Record
A. Stantec will collect and review Information supplied by Connell and City.
B. Stantec's Surveyor will field survey the location and top of pipe elevations on the newly installed
steel pipe and reduce this information so coordinates and elevations can be placed on the Record
Drawings and this Information can be transmitted to the BRT contractor.
C. Stantec will consolidate the record information into a form that can be placed on the construction
drawings. This amended information will show modifications made during construction and will be
noted by clouding the information and recording on each drawing sheet the date modified and by
whom. Upon completion and review of these drawings by the City and Connell, Stantec will
forward copies to the City in electronic form and as hard copies.
Task 1.4 — Progress Meetings
A. Attend progress meetings: Our fee estimate is based on two (2) meetings. All meetings will be
attended by Stantec's Project Engineer and Project Manager.
B. An Agenda will be prepared and Minutes of the progress meetings will betaken by the Project
Engineer and distributed to all project personnel (i.e. City, Connell, and Stantec staff). Copies of
these documents will be distributed and discussed at each progress meeting.
Task 2: Troutman Parkway Water Une
Presently the City has a 12" DIP waterline running perpendicular to the BNSF railroad tracks at the
intersection of Troutman Parkway. The waterline Is encased in a 20' steel casing pipe that is sand blown
with wood skids. In order to be able to access and, If necessary, remove the DIP from the casing once the

BRT project has been finished, the existing casing must be extended to the east. Stantec designed an
extension to the existing casing.
In order to aid the construction of the proposed access walk to the pedestrian underpass and the proposed
storm sewer, a segment of the 12" waterline has been Isolated and will remain removed for the duration of
time it takes for these improvements to be installed. Following the installation of the pedestrian access ramp
and the storm sewer and prior to the installation of BRT surface improvements, the waterline from the casing
to the newly installed valve in Troutman Parkway will be installed. Stantec will be on -site during construction
of the water line to observe the Installation and address any issues that might arise.
Shop Drawing submittals were reviewed for compliance with the Contract Documents during the design
phase and installation of the in -line valve In Troutman Parkway. No further reviews are anticipated.

they arise during construction, Stantec proposes the following services:

A. On -site services up to the time of Substantial Completion of the Work:
1. Stantec will not supply a full time Resident Project Representative as these services will be

Task 3: Prospect Road Water & Sanitary Sewer

The BRT project crossing Prospect Road affects the existing water and sanitary sewer. utilities in that the
elevation of the proposed storm sewer system is in conflict with an W waterline and a 10" sanitary sewer.
Presently the elevation of the City's 8" waterline, which runs west to east in Prospect Road, is in conflict with
the designed elevations of the proposed 60" DuroMaxx stone sewer. Stantec analyzed the conflicts and
recommended moving the water line both horizontally and vertically. In addition, the 10" VCP sanitary sewer
running from west to east down the centerline of Prospect has been designed to clear the proposed 60"
DuroMaxx storm sewer.
In order to observe the installation of the improvements and be available to address Items and issues as
they arise during construction, Stantec proposes the following services:
Task 3.1 — Submittal Review
A. Shop Drawing submittals will be reviewed for compliance with the Contract Documents. These are
anticipated to include, water and sewer pipe materials, saddles, bedding, manholes, concrete
mixes, fire hydrant assembly, and valves.
Task 3.2 — On -Site Inspection
A. On -site services up to the time of Substantial Completion of the Work:
1. Stantec will not supply a full time Resident Project Representative as these services will be
performed by City staff.
2. Stantec's Project Manager and Project Engineer will make occasional site visits to observe the
work and discuss items requiring modification of the design. These will be made on an
occasional basis and will be coordinated with the City's Project Manager.
3. Stantec's Project Manager and Project Engineer will be available to consult with the City and
Connell to address issues that arise during construction of the lines and appurtenances.
B. On -site services after Substantial Completion of the Work:

B. Stantec's Surveyor will field survey the location, and Inverts and rim elevations of the new sanitary
sewer and top of pipe elevations and locations on the new water line and casing pipe. This
information will be placed on the Record Drawings and transmitted to the BRT contractor.
C. Stantec will consolidate the record Information into a form that can be placed on the construction
drawings. This amended information will show modifications made during construction and will be
noted by clouding the Information and recording on each drawing sheet the date modified and by
whom. Upon completion and review of these drawings by the City and Connell, Stantec will
forward copies to the City in electronic form and as hard copies.

Task 4: Foothills Parkway Water Line
At the intersection of West Foothills Parkway and McClelland Drive there is a six inch (6") waterline that runs
north and south. At the Intersection there was an existing waterline tee, where an eight Inch (8") waterline
runs east. South of this tee was a stubbed out section of waterline that was capped. As a portion of the
BRT project, the bridge over the Larimer County #2 Canal is slated to be replaced. In the necessary
excavation to install the new bridge, the soil providing the restraint force, on the south end of the waterline,
will be disturbed. Therefore, the stubbed out section was removed and a 90' bend was installed at the
intersection.
In order to observe the Installation of the Improvements and be available to address items and issues as
they arise during construction, Stantec proposes the following services:
Task 4.1 —Submittal Review
A. Shop Drawing submittals will be reviewed for compliance with the Contract Documents. These are
anticipated to Include, pipe, bedding, restraints, and Gate Valve.
Task 4.2 — On -Site Inspection
A. On -site services up to the time of Substantial Completion of the Work:
1. Stantec will not supply a full time Resident Project Representative as these services will
be performed by City staff.
2. Stantec's Project Manager and Project Engineer will make occasional site visits to
observe the work and discuss items requiring modification of the design. These will be
made on an occasional basis and will be coordinated with the City's Project Manager.
3. Stantec's Project Manager and Project Engineer will be available to consult with the City
and Connell to address issues that arise during construction of the lines and
appurtenances.
B. On -site services after Substantial Completion of the Work:
1. Stantec's Project Engineer will make occasional site visits to observe completion of the
work.

Task 5: Sprina Creek Water Une
Under the railroad embankment south of Spring Creek is a major water transmission pipeline that was
Installed in a steel casing pipe so the carrier pipe could be removed If maintenance was required in the
future. The BRT project proposes to construct a retaining wall over the east end of the casing. To allow
future maintenance to occur, Stantec designed an extension to the casing and replacement of a portion of
the carrier pipe that will occupy the new casing.
In order to observe the installation of the improvements and be available to address items and Issues as
they arise during construction, Stantec proposes the following services:

Task 6 — BRT Construction — General
Task 6.1 — Miscellaneous Services
A. With a large number of construction project unknowns, additional services may be required that are
hard to predict prior to construction and thus are difficult to determine estimates of efforts and
associated fees. In addition, as the BRT guideway project progresses there will invariably be water
and sanitary sewer conflicts that will have to be addressed. In an attempt to set aside time for
these items (e.g. manhole, valve and soft utility conflicts), Stantec has included this task in a
general nature intending to establish budget level costs for this work.
Task 7 — Overall Desian and Construction Documentation
Task 7.1— Notebook Containing Final & Record Drawings
Documents created by Utilities, Connell, and Stantec during the design and. construction phases will be
amassed and hard copies placed In a notebook for future reference should repairs and/or modification
of these improvements be needed. Additionally, three (3) DVD's will be burned that include these
documents. Documents that will be Included are:

C. Submittals
D. Record Drawings
E. Miscellaneous End -of -Project Items
Task 8: Office Administration
Task 8.1 — Administration

A. Stantec will perform administration duties to schedule staff, prepare In-house cost tracking
materials, review monthly billings for in-house personnel and subconsultants, prepare status
reports to accompany billing Invoices, prepare contracts with subconsultants, and other duties as
required by the work.
Exhibit B, as attached, summarizes the staff hours and individual hourly rates, sub -consultant fee
estimates, and expenses believed to be necessary to accomplish the scope of services outlined
above.
