In the event of a conflict between or ambiguity in the terms of the Services Agreement and this work order (including the attached forms) the Services Agreement shall control. M-WRF-2012-06 MEADOW SPRINGS RANCH MASTER PLAN UPDATE & MISCELLANEOUS DESIGN SERVICES SCOPE OF SERVICES CONTRACT DETAILS Commencement Date: June 18, 2012 Project Completion Date: December 31, 2012 Maximum Fee: (time and reimbursable direct cost): $169,670 • See Table B-1: Rate Schedule • See Table B-2: Fee Estimate PURPOSE The purpose of this project is twofold: 1) 2012 Meadow Springs Ranch Master Plan Update (2012 MSR Update) is to revisit the original 1991 Master Plan for Wastewater Treatment Expansion and the subsequent updates to evaluate the impact of new issues and changing conditions related to biosolids, as described in this work order. The MSR is the 26,600 acre site that is being used for beneficial reuse of biosolids. The 2012 MSR Update complements the original master planning effort, and will be sufficiently in-depth to allow planning forecasts and capital budget projections for the next several years. The evaluation of MSR will build upon the recent 2009 Treated Water Master Plan Update, which summarized the current operations at the MSR. 2) To research and design, to the extent required and defined in this work order, the 2012 replacement projects at the Drake Water Reclamation Facility, including the ASP pumps (sludge transfer/centrifuge feed pumps), the SPT scum pumps, and screening wash presses for the existing screens. South Process Train (SPT) replacement of final clarifier scum pumps C. Investigation into screening wash press options for Headworks TASK 1— PROJECT ADMINISTRATION AND MEETINGS Obiectives A. Daily oversight of progress, budget, schedule, and quality; provide coordination and communication with project team members - MWH, Carollo, and Fort Collins Utilities. Coordination of some cost -estimating tasks by will be required. All cost estimating will be performed by Hydro Construction. Activities A. General Management and Coordination — Manage financials, schedule, team, and subconsultants. B. Develop and maintain the following project control documents and systems: a. Project Financial Status Monitoring b. Invoicing c. ProjectWise Document Sharing and Management System C. Perform internal Quality Control Reviews with MWH process experts D. Attend project team meetings, provide meeting agendas, and meeting minutes Assumptions A. Kick -Off Meeting (1) B. Master Plan Review Meetings (2) C. Presentation to FCU staff (1) D. All meetings are assumed to be approximately 4-hours in duration and held in Fort Collins. E. Design Projects • August 8 — Miscellaneous Design Projects complete, • August 22 — Update/Status meeting, Replacement Projects Design Review • December 31, 2012 MSR Update Complete TASK 2 — 2012 MEADOW SPRINGS RANCH MASTER PLAN UPDATE Objectives A. To provide documentation for existing land ownership and usage B. To provide a summary of existing MSR operations and an evaluation of future needs based on best practices and regulatory drivers. C. To evaluate sustainability at MSR and options for improvement D. To define reporting metrics for use in comparisons across the industry E. To investigate future trends in biosolids disposal, Class A sludge, and ideas for process optimization. F. To produce a report of the above topics in one planning document for FCU. Activities A. Land Operation and Property Documentation — This task, which includes land appraisal and map production, will be performed by FCU. MWH is responsible for taking the information and inserting it into the 2012 MSR Update as Section 1. B. MSR Operations. This task will include the following subtasks: a. MWH will be responsible for summarizing the current operations at MSR. This will include an update to the numbers that were included in the 2009 Treated Water Master Plan Update. b. MWH will evaluate the operations at MSR and identify any options for optimization and improvement. This will include: storage, drying, land application, and support facilities. c. MWH will look into industry standard best practices and look to how they can be applied to the MSR operations d. MWH to investigate EPA and CDPHE regulatory drivers and what the implications of those regulations may be for the MSR. C. Sustainability will be investigated and options for improvement will be discussed for the following items: a. Trucking operations b. Power efficiency c. Renewable energy Page 3 of 6 June 18, 2012 d. Other best practice options will be investigated D. Reporting metrics will be identified and calculated so that FCU can benchmark themselves against other operations. An overall assessment will be made as to where FCU stands for biosolids disposal in relation to other, similar sized entities. This will primarily be done in reference to the WERF Utility Benchmarking Manual. E. Future trends in biosolids disposal will be investigated, including options for reductions in solids generation and options for producing Class A sludge. In addition, how these apply to MSR and how they might be incorporated into a long term phasing plan will be discussed. Up to 3 alternatives for Class A sludge will be developed to a level which can be estimated by Hydro Construction Inc. F. A technical review will be performed by both MWH and Carollo G. All of the above sections will be compiled into electronic and hard copy reports that will be delivered to FCU Assumptions A. FCU will provide land ownership and operations records on GIS maps that will be included in the report. B. FCU to provide most recent Ranch data, including information on new wet spreader C. MWH is not responsible for cost estimates. These will be provided by Hydro Construction Inc. D. MWH will have a technical review of the 2012 MSR Update by process experts and by Carollo. E. Three options for Class A sludge will be developed to a level which can be estimated by Hydro Construction Inc. This will include preliminary drawings, equipment lists, and budgetary manufacture quotes. F. The scope only includes operations at the MSR. A small section of the report will discuss options for reductions in sludge or biogas production at DWRF, and Class A options, but beyond that, an in-depth evaluation of any processes at DWRF will not be included. G. Reviews of draft document will be performed by FCU and compiled into one set of comments. These comments will be addressed in the final version of the document. H. Three hard copies of the final report and 1 electronic copy will be provided to FCU, in addition to a CD containing the associated project files. Deliverables A. Final 2012 Meadow Springs Ranch Master Plan Update MWH Page 4 of 6 June 18, 2012 TASK 3 — 2012 MISCELLANEOUS DESIGN SERVICES AT DWRF Objectives A. To produce sufficient design documentation to allow FCU and Hydro Construction purchase and install replacement pumps for the ASP Pumps and grinders (transfer sludge from sludge holding tanks to the centrifuge). B. To produce sufficient design documentation to allow FCU and Hydro Construction purchase and install rotary lobe pumps for the South Process Train (SPT) final clarifier scum pumps. C. To investigate the feasibility of adding Vulcan screening wash presses to the Headworks Activities A. Replacement of ASP Pumps (transfer sludge from sludge holding tanks to the centrifuge) a. MWH will investigate the type of pump most suitable for replacement of these existing pumps and grinders. b. MWH and Carollo will develop process and instrumentation drawings (P&IDs) for the selected pump and grinder application. c. MWH and Carollo will develop specifications for this type of pump. d. The 90% specifications and P&IDs will be reviewed by MWH's chief engineers following MWH's QA/QC policies. e. Record drawings of the P&IDs will be produced after installation. B. Replacement of SPT Scum Pumps a. The scum pumps will be replaced with rotary lobe pumps, manufactured by Borger. b. MWH and Carollo will provide only Mechanical, Electrical, and P&ID drawings for these pumps along with equipment specifications. c. Record drawings will be generated for the Mechanical, Electrical, and P&ID drawings. C. Headworks Screening Wash Press a. MWH will investigate the feasibility of adding Vulcan screen wash presses to the existing Headworks screens. b. Investigation will include looking into manufacture sizes/models and potential layout in the Headworks building. c. Mechanical drawings will be produced to determine whether or not they will fit into the available space. No other drawings will be produced at this point in time. d. Carollo will provide an electricaUI&C review will be performed to determine feasibility of locating the screen wash presses in the proposed locations. Assumptions A. For the ASP pump replacement only P&IDs and Equipment Specifications will be provided to Hydro Construction. It is assumed no electrical plan drawings showing conduit routing or equipment locations will be provided. No -further contract documents are required. MWH Page 5 of 6 June 18, 2012 B. It is assumed that limited structural involvement will be required. If an equipment pad or other is required, it will be provided to Hydro Construction via a hand sketch. C. Any other required general specifications or general details will be taken from the existing MWRF or MWRF Redundancy Contract Documents. Deliverables A. ASP Pumps: a.
