Annual Street Maintenance Program (SMP) III. GENERAL SPECIFICATIONS A. The City of Fort Collins has implemented an idling policy stating that vehicles on projects shall not sit and idle for long periods of time (more than 3 minutes. C. GENERAL Addendum No. I shall include the following: a. Delete Section 604, page 22, paragraph 9; Add `The typical structure length, measured parallel with the sidewalk, shall be five (5) feet, with fifteen (15) inches from the edge of the plate to the expansion material on each side. "Metal Sidewalk Culvert" shall not include adjacent sidewalk beyond the five (5)_ feet structure dimension. b. Section 608, page 25, paragraph 6, Delete sentence "See Sections 2.05 `Rigid Pavement', 4.2.4 `Concrete Streets'; Add the following sentence "See Sections 10.5.2 Rigid Pavement Design' and 22.5.6 `Portland Cement Concrete Pavement'. c. Busch area work shall be deleted from Section 2500 Quantity Estimate and Section 3500 Maps d. Section 608, Add to `Construction Requirements' — All newly installed concrete shall be stamp by the Contractor. If more than one concrete section is installed, only one stamp per installation shall be required. The stamp shall include the Contractors name and the year of installation. The concrete shall be stamped at the appropriate curing time so the Contractors' name and year of installation is clearly legible. Typically the stamp shall be installed at the back edge of the sidewalk on the right hand side from the street view of the installation or as directed by the City Representative. IV. GENERAL TRAFFIC CONTROL A. Traffic Control shall be paid per lump sum for the classification of the street however if areas are added or deleted the unit cost shall be increased or decreased. The Bid Schedule requires the percentage of cost for Arterial, Collector, and Residential streets. B. Signs 1. Clearly show type of work 2. Placement 24 hours prior to commencing work C. Access maintained to businesses and schools AT ALL TIMES Page t of 3 D. Approved Traffic Control Plans prior to starting any work E. Delays for root grinding, intersection or CDOT time restrictions, etc shall not constitute additional payment for traffic control F. Two-way traffic maintained unless approved by the Engineer. Lane width minimum 10' G. Minimum 24 hr notice when construction will near intersection H. Remove devices from completed area immediately Traffic Control Plans submitted 48 Ins prior to starting work I. Deliver to 625 Ninth St 2. Work scheduled for Mondays or Tuesdays shall be submitted the previous Friday by 8:00 am 3. Full residential closures submitted 8:00 am Friday morning 4. Full closures on Arterial and Collector streets shall be submitted two weeks prior to starting work 1. Flagger stations shall be located at a safe distance for safely stopping vehicles, bicyclists, and pak.snians J. The intent of the specifications is to maintain the same Head TCS throughout the project K. Head TCS shall maintain a daily diary for the project. Items required for the diary are noted in the specifications ications V. TRAFFIC CONTROL PLANS A. Typical quantity for Variable Message Boards shall be Arterial streets: 6 VBMs Collector streets: 4 VBMs Residential streets: No VBMs required B. Costs shall include submittal and/or re -submittal fees C. Additional VBMs and Flaggers shall ONLY be paid when requested by the Engineer D. Flagging shall follow current MUTCD standards E. Payment Schedule IV. CONTROL OF WORK (Section 105) A. Cooperation with other Utilities B. Daily site clean up V. SAFETY AND PROTECTION AND RESTORATION OF PROPERTY (Section 107) A. Contractors personnel shall use Personal Protective Equipment (PPE) on sites B. Topsoil submittal and placement I. Shall have a low salt content, free of weeds and weed seeds, be compactable 2. Topsoil placement within two working days of concrete placement 3. Sprinkler repair within three working days from date of damage 4. The City will provide landscaping when an area requires grade adjustment C. The City shall provide landscaping and irrigation repairs under separate contract when grade adjustments are made to an area Page 2 of 3 VI. CONTRACT WORKING DAYS (Section 108) A. One hundred forty (140) consecutive working days. No time lost due to weather. B. Typically working hours shall be 7:00 am to 6:00 pm. May require work on Saturdays or Sundays under unusual circumstances VIL CLEARING AND GRUBBING (Section 201) A. Plan construction schedule to accommodate root grinding. No additional days shall be added to the contract and no additional payment for traffic control due to root grinding delays. VIII. REMOVAL OF STRUCTURES (Section 202) A. Sawcutting: Example —if a crosspan or sidewalk stone is too long, if concrete pavement needs control joints IX. EXCAVATION AND EMBANKMENT (Section 203) A. Installation of soils at locations excavated for unsuitable soils shall be paid as Borrow whether Aggregate Base Course or Recycled Concrete Base is installed. X. EROSION CONTROL PROTECTION (Section 208) A. Wattle installation shall be required prior to starting work XI. PATCHING (Section 403) A. Patching greater than 2" requires additional bond breaking measures XII. INLETS AND CULVERTS (Section 604) A. Salvage all inlet material B. Metal Sidewalk Culvert differs from the standard detail XIII. SIDEWALKS, CURB & GUTTER (Section 608) A. Blankets shall be required for concrete protection when the low temperature falls to 32 degrees or less within 36 hours of concrete placement. Blankets shall remain in place for 36 hours. B. Concrete batch must accompany concrete delivery ticket XIV. PAVEMENT MARKINGS (Section 627) A. When City crews can not install temporary striping, the Engineer may request that the Contractor maintain traffic control devices until City crews can install striping. XV.
