1. A brief statement of your understanding and assumptions of the required network engineering
and implementation services and your firm’s qualifications to provide the work.
GTRI understands the network engineering and implementation services required, maintaining the
qualifications to provide work as outlined in RFP 7368. Over the last five years GTRI has assisted The
City of Fort Collins’ Netcomm and network administration teams with a multitude of projects involving
unified communications/VoIP, indoor wireless, route/switch and security. GTRI has consulted with The
City of Fort Collins on projects and topics such as physical security, outdoor wireless, mobile
networking and video, and data center technologies including storage, server, and virtualization. GTRI
assumes similar work will be required in future years along with new requirements such as IPv6,
additional/new cyber security technologies and not limited to those listed within RFP 7368. GTRI also
assumes that as these various technologies are leveraged and become more pervasive within the IT
infrastructure in order to serve The City of Fort Collins’ requirements, this will cause increasing
demands on The City of Fort Collins’ relatively small support staff.
To further substantiate GTRI’s qualifications to exceed the services requirements listed within RFP
7368, a list of our specializations are included below. There are less than 15 Cisco partners in the

60 full-time, post-sales engineering consultants in the Denver area alone combined with substantial
ongoing growth, GTRI can accommodate increasing demands in step with The City of Fort Collins’
requirements. Perhaps equally important, GTRI has maintained notable consistency in the people that
have been provided to assist The City of Fort Collins with its requirements and has also accommodated
most every request by The City of Fort Collins to make whatever personnel changes/additions deemed
necessary. Our engineering ‘depth-of-bench’ contributes substantially to that ability. The following staff

Particular emphasis should be placed on experience at the Cisco certified professional network
engineering level with;
a. Analysis, engineering, consulting and implementation of converged network services – VoIP
telephony, video and data in a municipal switching and routing environment;
GTRI has been involved in several projects designing and deploying converged network services
for commercial, enterprise, municipal, and federal customers. The most relevant projects GTRI
has performed for The City of Fort Collins include the design and deployment of the Cisco VoIP
project; Cisco Contact Center for the Utilities department to service water customers and take
payments over the phone using ACD and IVR; design and deployment of 6500 Virtual Switching
System (VSS). Projects for other customers have included components for Digital Media System
(TV screens displaying dynamic content), and video systems (room systems, multi-point control
units (MCU, video scheduling integration).

b. Upgrading of existing network system application components such as CUCM, UCS, Unity and
Unity Connections, multicast paging, call recording and UCCX Express contact center with ACD
and IVR functionality including scripting, CTI and data base integration;
GTRI has performed upgrade projects for The City of Fort Collins for the VoIP environment and is
currently discussing another set of upgrades to add functionality, upgrade all systems to the
current release and move the VoIP servers to a virtualized VMware environment migrating off of
end-of-support stand-alone servers. This will give The City of Fort Collins greater ease of
management and hardware independence along with added capabilities while reducing
hardware costs.
GTRI has performed Unified Communications (UC) upgrades for many different types of
customers and have been performed diligently to reduce downtime and risk. A quote from a
large health care provider in Colorado said “The updated unified communications infrastructure
integrates the hospital’s systems more tightly, enhancing efficiencies and fostering better
communication. It strengthens security by enforcing stricter user sign-on and password policies
and it provides a robust platform for this major hospital to explore new technologies, including
wireless IP communications, Cisco Unified Mobility, and Cisco Unified Presence. Finally, the
infrastructure allows the hospital to perform more sophisticated tracking within its customer
call centers, ultimately resulting in enhanced customer service.” Please see the following link for

GTRI also has its own home grown product (GlobalACE) to provide paging via multicast/unicast.
GlobalACE also provides texting (via phone or web interface), intercom, push to talk, and
campus alerting. This product can be customized to meet the specific needs of The City of Fort

c. Network architecture and implementation of QoS, IOS configurations and upgrades, ACLs;
VLANs, trunking, OSPF routing and SRST;
For the last 13 years, GTRI has maintained industry-leading expertise in networking as this is an
underlying foundation for all services that run on a network. Our engineers have expertise in
QoS, IOS configurations, ACL’s, VLAN’s, and routing. The UC engineering team also has
specialized experience in adding voice configurations to routers, such as SRST/CME, H.323,
MGCP, gatekeeper, etc.
To reduce risk and ensure that the changes to the network do not adversely affect other
dependencies, GTRI performs assessments to identify risk and create the implementation plan.
This plan contains the necessary steps for remediation and is reviewed with the Client prior to
implementation. The plan is then used to execute the project with measurable results to ensure
the success of the project.

f. Preparing and updating Visio and associated network documentation; as-builts;
Our consultants work with keen attention to detail, are highly trained and disciplined, and
maintain years of experience that contribute to maximizing network availability during
projects/deployments. These same consultants produce thorough documents and diagrams as
they work and provide a Client Deliverable CD-ROM of information collected throughout our
projects. This CD includes an intuitive web driven interface to easily access all documents so that
self-sufficiency can be achieved more rapidly.
GTRI has standard operating procedures employed in all technical documentation processes.
GTRI provides electronic and printed documentation on all aspects of the design, planning,
installation, configuration, and operation. GTRI provides documentation in Microsoft Office
(Word, PowerPoint, Excel, and Visio) and Adobe Acrobat PDF formats. GTRI provides the

Final as-built documentation of implemented solution
GTRI will provide information regarding the verification tests run on the installed
components that are a part of the project, and the results of those tests
Knowledge transfer to client’s staff on the work performed
Documentation data is collected throughout the project and provided to the client as the drafts
of these documents are developed. The client is invited to review and provide feedback on each
draft of the documentation. After the client approves the deliverable with a written sign-off
form, the client deliverables are created and archived.
Documentation is archived in several locations. GTRI maintains the original documentation
during the project on internal computers which are backed up regularly. Documentation is
stored in a web-based structure that is standard on all GTRI projects. This documentation portal
can be stored on a client computer so the client can review the latest versions of all
documentation. Upon completion of the project a CD-ROM is created of the documentation web
and the client is provided several copies of the Client Deliverable CD-ROM (CDCD) for their final
archive of all project-related information.
g. CiscoWorks;
CiscoWorks was one of the first Cisco management solutions introduced and has evolved to LMS
(LAN Management Solution) version 4.2. GTRI has performed several projects involving Cisco
CiscoWorks and LMS. These projects include new deployments and upgrades to LMS 4.x. GTRI also
has substantial experience with Cisco Service Monitor and Operations Manager which help to
identify problem areas within VoIP environments in order to provide performance guarantees.

About GTRI’s Wireless Practice
GTRI knows Cisco wireless. Over the last 12 years, GTRI has designed and deployed hundreds of
WLANs across the US, encompassing 10’s of millions of square feet of indoor and outdoor
WLANs, many with complex requirements for advanced security, VoIP, guest Internet access,
and real-time location services. GTRI has also designed hundreds of miles of outdoor point-to-
point (PTP) and point-to-multipoint (PMP) wireless networks in FCC licensed and unlicensed
radio bands. GTRI’s Wireless Practice serves customers in the government, education, energy,
financial, healthcare, general enterprise, and communications markets. We have developed
internal sales and engineering processes to both reduce risk and increase success while
minimizing costs.
All of our Wireless Practice engineers are outfitted with multiple tools for the design, testing,
validation, simulation, deployment, and diagnostics of WLANs.
GTRI holds many wireless-specific certifications and credentials from leading WLAN

multi-million dollar savings, management of a 20+ accounting staff resulting in $5 Million cash flow
improvement year over year, and growth of a business from 0-35 employees improving federal

growth businesses Jeeva is focused on creating a scalable cost efficient support infrastructure for GTRI.

Scott Hogg
Director of Advanced Technology, is responsible for GTRI’s technology vision and strategy, including
solutions engineering, research and development, client and internal technical education, and technical
consulting. Scott was formerly one of 30 principal consultants at the now Lucent-owned International
Network Services. He has participated in major projects at Microsoft, Orbital Sciences, and the
Department of Interior. Scott is a frequent presenter as a subject-matter expert in advanced network
concepts such as Ipv6, cyber-security, and core enterprise architecture. Scott has his Cisco CCIE and
numerous other technical certifications, and holds a B.S. in Computer Science from Colorado State
University and a M.S. in Telecommunications from the University of Colorado. Scott, along with Eric
Vyncke, Cisco Distinguished System Engineer, collaborated to write the book IPv6 Security, which
became available in December, 2008.
Tim Rod
Vice President of IT and Operations, brings 19 years of hands-on experience to GTRI in Information
Technology, Security, Compliance, Database Marketing, and CRM. The combination of Tim’s skill in
process re-engineering and project management allows him to evaluate a client’s process, determine
any opportunities, and document/manage a project plan to get the process to where it meets the
client’s expectations. As both a member of senior management within companies, and as the president
of Rod Consulting Group, Tim is recognized in the industry for his knowledge, skill, and experience. He is
widely respected for his breadth of knowledge in all aspects of IT, as well as other aspects of operations.

6. Provide a schedule of rates for professional services staff your firm anticipates utilizing to
complete work described in the Scope of Services section above. Include all pertinent
modifications of service rates related to the conditions of service delivery such as those illustrated
in the following example:
GTRI Resource Hourly Rate
Consultant Level 2 $109.20
Consultant Level 3 $144.30
Consultant Level 4 $175.50
Subject Matter Expert Level 3 $195.50
Based on GTRI’s experiences with The City of Fort Collins over the last five years we anticipate that Level 3
consultants will be able to carry out the majority of the work in the next five years.
Engineering time used outside of normal business hours, Monday through Friday, 8am - 5pm, will be
billed at the following rates:
Non-Business Hours and Weekends: 150% of applicable rate
Holidays: 200% (Dependent on availability)
All prices/hourly rates are quoted in USD. Prices do not include tax, freight, or customs charges. The
services pricing for this agreement is good for 90 days from the date it is issued. If the proposed
start date for the project is greater than 90 days from the creation of the SOW, then this document
will potentially need to be revised. Line item pricing and hourly rates are CONFIDENTIAL.
