Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/purchasing ADDENDUM No. 5 SPECIFICATIONS AND CONTRACT DOCUMENTS Description of BID 7254: Facility Video Security System OPENING DATE: 2:30 PM (Our Clock) September 12, 2011 To all prospective bidders under the specifications and contract documents described above, the following changes/additions are hereby made and detailed as follows: A. OPENING DATE The opening date has been extended to September 12, 2011 to allow time for firms to take into account the following responses to vendor questions. B. VENDOR QUESTIONS AND RESPONSES 1) Please provide a copy of the RFP in MS Word format in order to facilitate detailed response by section/paragraph. We will not be providing a Word version of the RFP. Our policy has been to provide the RFP in .pdf format. It is relatively easy to copy and paste from the Acrobat document and create a Word file suitable for preparing a response. 2) Paragraph 3.2 describes the requirements of the video management system for the (new) South Transit Center, the (new) Mason Corridor BRT, and the (expansion of) the Transfort Maintenance Facility, and lists an approximate number of cameras for each of these facilities. Addendum 4 notes that Part Two of the project “pertains to implementation of a new VMS for the South Transit Center, the Mason Corridor BRT and the Transfort Maintenance Facility expansion projects”. Part Three now “pertains to integration or replacement of existing camera, encoder or power supplies from the current transit facilities into the new video management system”. A (revised) pricing page including unit pricing is attached. a) Please confirm that Part Two now pertains to the new VMS (only). b) Please confirm that Part Three now pertains to converting and integrating existing cameras/devices into the new VMS (only) Addendum 5 – Facility Video Security System Page 1 of 7 c) Please confirm our understanding that the City plans to add new cameras to the system selectively based on pricing provided in the new pricing page. a) Part two has always pertained to the new VMS solution b) Part three pertains to converting the existing cameras/devices into the new VMS only. c) New cameras will be added to each of the three construction sites, the number of cameras listed are an estimate only. The final number of cameras will be determined at a later date. Provide pricing on the number of cameras listed to allow for equal comparison between proposals of different VMSs. 3) Please describe the infrastructure that will be provided by others in support of new cameras and field devices, such as conduit, fiber, power, poles, trenching, etc. Specify in detail which of these types of supporting tasks, if any, are to be provided by the security vendor. Data connectivity and electrical supply will be provided by others. In the case of mounting cameras on light poles, the electrical and network connectivity will only be supplied to the base of the poles. The awarded firm will be required to provide connectivity from the demark point to the cameras. Power Over Ethernet (POE) will be provided only on a limited basis as determined by The City and available POE ports. A final equipment list including required power supplies in lieu of POE ports will be determined at a later time in conjunction with the awarded firm. 4) Paragraph 4.1.1 notes that the respondents may submit two technical solutions. “One solution can be a completely standalone fully vendor supported hardware and software solution.” a) Please clarify what is visualized as the secondary solution (what items would be provided by others). b) Will all POE network switches and the network, itself, be provided and supported by the City? a. Note who is responsible for providing and installing cable between the network switches and the new cameras. b. Note who is responsible for the “infrastructure”, (conduit, power, etc.) for the new communications cabling. a) Two solutions can be proposed, a stand alone system or a virtual machine solution b) If and when a POE network switch is used for a VMS related device, that network or POE connection will be supported by the City MIS department. A network Jack or multimedia converter will be provided for your use, at no time will the awarded firm plug cables directly into a network switch. b. Except for cameras mounted on light poles, all conduit, power and network connectivity will be provided by others. See #4 below. +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ 5) Where are the PTZ cameras to be located? In the new construction sites the exact location and quantity is to be determined in conjunction with the awarded firm. The quantities are estimates only. 6) Is there a typical layout for the 19 stops? Yes there is a typical design for both platforms and stops, though the final design for each may vary due to physical differences between sites. Drawings are drawing is attached. 7) Is there specific analytics desired by the City? Please provide a synopsis of your system standard analytic capability and available options if included. Also review Section 4.2.2 for further information. 8) What exactly is the City to provide for this project? Data connectivity and electrical supply will be provided by others. The awarded firm will be required to provide connectivity from the City demark point to the cameras. Any additional viewing requirements will be determined at a later time in conjunction with the awarded firm. Addendum 5 – Facility Video Security System Page 3 of 7 10) Are there existing CAD drawings of the existing camera configurations for the TMF, DTC & CTC centers? If so, are they available for bid review and use? This addendum includes site drawings for each of the existing facilities. The camera locations are approximated. +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ 11) On Submittal No 3, Section 6.0 Documentation, #2 states that the proposal is requesting accurate as-built drawings of the entire system and network. In order to provide as built drawings, systems will need to be in place as well as drawings of each location in order to provide the requested information. Will the City of Fort Collins provide the necessary drawings for each location, existing and to be constructed? We will also need structure and pole type information line f in Section 6. Or, is the request for data sheets with supportive information for a typical installation? PDFs of construction documents and existing facilities will be provided to the awarded vendor. Included documentation submitted as built should be inclusive from the City demark where connectivity (network and electrical) occurs for cameras. The viewing stations shall include connectivity diagrams that encompass the entire system, exclusive of normal electrical power and network source information, which shall be denoted as a City demark. 12) Are the location of the proposed cameras for the Mason Corridor stops to be pole mounted or will there be awnings/structures available over the stops for mounting the cameras? The cameras for the Mason Corridor will be a combination of pole and structure mounted cameras for each station / stop. 13) During the installation of the cameras in the Mason Corridor, will any type of traffic control be needed? The video contractor will not provide traffic control. All access to the Mason Corridor construction site will be controlled through the General Contractor. 14) On the cost matrix for part two, is the unit cost to include labor? Yes include labor in unit cost. Since some cameras will be mounted on poles, you may add a line to the Cameras matrix to indicate the cost of labor and materials to run cables from the base of a light pole to a camera. Addendum 5 – Facility Video Security System Page 4 of 7 15) Will the bid due date be extended based on the amount of time needed for the City of Fort Collins to respond to the questions and the time need for the prospective contractors to digest the City's responses? The proposal due date has been extended to September 12, 2011. 16) Section 4.1.1: Is it required to use a Windows platform for server software? There is not an explicit requirement for a MS Windows Platform. However, please address Section 4.1.11 and Section 4.1.1.12 as well as other Sections where the server platform will need to integrate seamlessly with the existing City MS Windows Active Directory and desktop environment. 17) Section 4.1.3.1: Asks for a unit capable of supporting over 100 IP cameras - is it possible to utilize multiple units capable of supporting fewer cameras? Yes, there can be multiple units located at multiple sites. However, the Video Management System must seamlessly manage and monitor all cameras/devices. 18) Section 4.1.4: Is it possible to utilize hybrid or DVR's to support existing analog cameras, and, is it possible to utilize a centrally managed system that has distributed architecture? The intent is to purchase a network based camera system, going forward there is no intent to use analog cameras without the use of encoders. Please review section 4.1.1 – (Firm proposals must provide an innovative and optimized solution for the transit facilities use of the network based VMS. ) However a distributed architecture is permissible. +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ 19) Network Layout – What are the Fiber Speeds and Number of Strands? The fiber speeds are gigabit speed, the number of strands is not needed. 20) Network Switch – What are the Models and Speeds? The network switches are Cisco Network Switches, the models and speeds are not needed. A minimum of 100 mb/sec network speed will be available at the end devices and the backbone is gigabit speed. Addendum 5 – Facility Video Security System Page 5 of 7 21) Network cameras and replacement IP cameras – are POE switches ok? All network connectivity will be provided, POE availability will be determined at a later date. 22) How are locations tied together? VPN? and What type? All sites are connected via internal networking, no VPN will be required between sites. 23) What is the Power Protection? UPS? Generator? There will be UPS, power protection provided in the Datacom rooms for miscellaneous equipment. IF your particular solution is a standalone model please provide the required UPS to maintain a minimum of 60 minutes backup battery time. Please provide a separate line item related to its cost. 24) Can we evaluate UPS for proper power? Please review previous question 25) Will we be able to get blocks of proper IP's for cameras? Yes, All IP addresses will be furnished by the CITY MIS department. 26) Are cameras going to require offsite access? Are Firewall Changes required? Remote access using the City approved VPN will be required for remote access. Firewall changes if needed will be made by the City MIS department. 27) Will network infrastructure to the camera locations be provided? Yes, network connectivity will be provided by the City. +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ C.
