Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/purchasing ADDENDUM No. 4 SPECIFICATIONS AND CONTRACT DOCUMENTS Description of BID 7254: Facility Video Security System OPENING DATE: 2:30 PM (Our Clock) September 6, 2011 To all prospective bidders under the specifications and contract documents described above, the following changes/additions are hereby made and detailed as follows: 1. Some confusion exists over 7254, Section 3.0, Scope of Work, Part One, Maintenance of existing video security systems. The intent is to have a firm take over maintenance of the existing systems, including repair and replacement of equipment, as needed. Firms are reluctant to provide replacement services for existing equipment. In order to ensure a smooth transition the following procedure will be followed: Prior to the selected firm taking over responsibility for maintenance of the existing video security system, the firm will conduct a system audit. All equipment performing as designed will be covered by the system maintenance agreement. Any equipment not performing as designed will be repaired or replaced at the City’s discretion prior to being covered by the service maintenance agreement. Having a firm conduct an analysis of the existing video system and provide a recommendation, as set forth in 7254, Section 3.0, Scope of Work, Part Three, would not produce the outcome needed. Part Three has been revised. In order to introduce that revision, the beginning paragraph for the Scope of Work had to be revised, below. That change is followed by an amended Part Three. • Change the introductory paragraph to the Scope of Work as indicated below: Section 3.0 Scope of Work The scope of work is comprised of three parts. Part one pertains to the maintenance of existing video management systems (VMS) at three facilities. Part Two pertains to implementation of a new VMS for the South Transit Center, the Mason Corridor BRT and the Transfort Maintenance Facility expansion projects. Part Three pertains to integration or replacement of existing camera, encoder or power supplies from the current transit facilities into the new video management system. Parts One, Two, and Three requirements are outlined below. • Change 7254, Section 3.0, Scope of Work, Part Three as follows: Part Three - Analysis, recommendation and integration The awarded vendor shall provide a firm fixed cost to include parts and labor to integrate or replace the existing camera hardware for integration with the new video management system. Provide a cost by facility, (Downtown Transit Center, CSU Transit Center and Transfort Maintenance Facility) which shall include at a minimum the following system requirements: 1. Camera: a. Each camera b. Each external power supply c. Conversion of all analog cameras to IP technology d. Detailed manufacturer specifications of all replacement cameras. 2. Encoders a. Existing encoders b. New analog to digital encoders 3. Digital Video Recording (DVR) a. The existing DVRs will not be used. 4. Cost of replacing and/or upgrading the cameras and/or DVRs a. Hardware, additional storage requirements b. Software, including licenses c. Submittal No 4, Pricing, has been revised to accommodate the change to Part Three. The latest version has been uploaded. 4. Facility Walk-through. In order to allow firms a better opportunity to provide pricing for maintenance of the existing video security systems we are scheduling a walk-through inspection of the three facilities currently equipped with such systems. Walk-through schedule: August 23, 2011, 10:00 AM Location: Transfort Maintenance Facility, 6570 Portner Road, Fort Collins, CO 80525 After a walk-through of the Transfort Maintenance Facility, a bus will be provided to transport attendees from Transfort to the Downtown Transit Center and CSU Transit Center. At the conclusion of the tour, we will hold a short question session at the Maintenance Facility.
