HomeMy WebLinkAboutRFP - 7184 DISCOVERY MUSEUM EXHIBIT FABRICATION (2)ADDENDUM No. 1 SPECIFICATIONS AND CONTRACT DOCUMENTS Description of Bid: 7184 Discovery Museum Exhibit Fabrication QUESTIONS AND ANSWERS 1. Page five of your RFP STATES THAT “The successful team will be responsible bo meeting all state and local licensing requirements”. What sort of licensing is required? Do we need a General Contractor’s License? Do we need a City Business License? Any other licensure? Please clarify. The licensing and/or certifications required will be for those trades performing work on site, such as: Electrical, Plumbing, Welding, etc. You will not need a General Contractor’s License or a City Business License. 2. If licensure is required, is it required before we turn in our response to your RFP? The licensing required will only be for the successful Team that is awarded the Contract, before work commences on site. 3. In Section 2.b (on page 9), you require us to “identify project financial arrangements”. What’s meant this? How would you like us to respond? In your response to the RFP, you need to demonstrate that you have the financial capability to support this project. 4. On page 9 of the RFP, you ask us to “provide information regarding each team member’s professional licensure”. Are there any specific licensure requirements required by the key personnel for this project? There are no specific licensure requirements; we would just like to see the qualifications your team members possess. 5. In Step II (after the short list been created), you give instructions for binding, number of copies, etc. Does this apply in Step I? If not, can you please provide us with specific binding instruction and the number of copies you would like to receive? The binding requirements do not apply to Step I, so you can provide your proposal in the manner appropriate for your Team; we do request that you provide 9 hard copies. 6. Being that the said Museum is designed by Gyroscope this means they will design all interactive (screen base) displays? Will they create the program to run the interactive exhibits? Please see page 11 Evaluation criteria in step #1 in the Team Capability/Experience section. The question is asked “does the team have proven ability to design highly interactive exhibits?” The same question a bit different “Will Gyroscope create the program to run the interactive exhibits? Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/purchasing will the Exhibit fabrication team create the program to run the interactive exhibits?” Gyroscope will provide the written Media Treatments, which will describe the objectives and performance specs for the interactive exhibits. Gyroscope will not design or produce any of the Media, with the exception of providing sample screen layouts from the Graphic Standards. 7. Would it be possible to get a few more drawings to review for project evaluation in terms of overall complexity, just so we have a better idea of how to respond to relevant past project experience? If we would get 1 or 2 galleries or even 1 exhibit that is demonstrative of the average complexity level, it would help immensely. In response, we have attached the 75% Design Drawings. 8. On page 10, item 8. Subcontractors, the RFP asks that we describe subs who will be used on this project. Since we do not have the design package yet – only a floor plan and lighting plan were included in the RFP for this part – we plan to list options for subs who might be used for the project based on the fact that the floor plan appears to call for themeing, video and computer-driven interactives. It is difficult to pinpoint witch subs might be required, even in these fairly predictable areas, without the full design package. I interpreted this request as a need to only list some subcontactors, not to include their credentials until we can see exactly what is required by the design. At that time, we would select the subs best suited to the design and content from whom we would also request pricing for the second RFP phase. Are we interpreting this part of the request correctly? If not, it will be not problem to include credentials for the anticipated subs. The attached 75% Design Drawings should help you with this response. We are looking for the qualifications that will sell you team. 9. On page 6 of the RFP, you make mention of the City of Fort Collins purchasing restrictions. Is there a way for us to review this document with out viewing it at either at the Purchasing Division or the City Clerk’s Office prior to submittal of our bid? Purchasing restrictions: A. Cement Restrictions: City of Fort Collins Resolution 91-121 requires that suppliers and producers of cement or products containing cement to certify that the cement was not made in cement kilns that burn hazardous waste as a fuel. 10. In the Qualification Requirements, we are being asked to define any exception we might have with the AGREEMENT that was provide with the RFP. In my experience (which feels like centuries), this is rather unusual to ask during the qualifications process. (Typically this request is made of those short listed, knowing you still have choices if someone balks.) There are many aspects of the Agreement that may, or may not be acceptable to us, but we are unable to identify and/or clarify them until we have a better understanding of the scope and site-which we will only get if we are short-listed, and provided the Final Design Drawings. Would it be acceptable for us to not address this in our Qualifications submittal? Or will we be penalized for not responding? This seems like a fair and reasonable question to ask, but understand if you are not in favor of this. It will be fine to not address this question in response to Step I. 11. After reviewing the schedule in the Exhibit Fabrication RFP, it appears that the building will be complete in November of next year? If so, at what point will we have appropriate access to the exhibit spaces to begin installation? Would it be possible to get a copy of a rolled-up construction schedule for the building to get a better understanding of the sequence of construction? It is our intent that the exhibit installation will take place after the building construction is complete. 12. Should the RFQ be submitted in the same fashion as instructed for the RFP stage (ie: Nine (9) copies with page numbers), or is e-mail submission permitted? For the Step I submission, please do submit 9 hard copies of your proposal. The binding requirements in Step II do not have to be followed. 13. Reference RFQ pg #10, question #5 – Team Building: Describe the firm’s experience with team building, either formal or informal. Highlight any team building experience by key staff proposed for the project. Address in this section all projects completed in the last five years on a negotiated contract basis and give details and references. >>This question seems to be asking for two unrelated things. We understand the team building aspect of the question, but how should the second part of the inquiry requesting the “negotiated contract past project listing” relate to the TEAM BUILDING? It is unclear exactly what information or direction is desired from the client in our response. We would like both parts of this question answered. If in your experience with negotiated contracts over the last five years you did team building, indicate so. It is very common for negotiated contracts to incorporate team building. 14. It is our understanding that we a ONLY responding to (Chapter 3) QUALIFICATIONS by the December 6th deadline. Please confirm. Your proposal response is to provide all of the information requested under the Step I submission requirements, which states “The selection committee will evaluate the submitting Teams’ qualifications only, according to the criteria presented. 15. It is our understanding that we submit (Chapter 4) STEP II responses by February 21st, only if selected as one of the Top Ranked Fabricators. Please confirm. Your understanding is correct. 16. Within Chapter 3, #9, the Agreement Comments to be made regarding Chapter 7 cannot be found. The downloaded RFP table of contents end with Chapter 5. Please advise.
