LAPORTE AVENUE WATER TRANSMISSION SYSTEM
ITEM 1 - DESIGN and CONSTRUCTION PHASES
Scope of Services
INTRODUCTION
This scope of services represents the engineering design and construction services
associated with the transmission lines and appurtenances in LaPorte Avenue. This
scope is intended to accompany, and work in unison with, the project Fee Estimate
(EXHIBIT B). The Fee Estimate is a spreadsheet representing an overview of the
project with individual work tasks represented in rows and anticipated professional staff
and subconsultant effort represented in columns.
The ultimate goal of the project is to design improvements to the valves (i.e. Items 1a,
1 b, and 1 c) in LaPorte Avenue based on the recommendations as outlined in the
LAPORTE AVENUE WATERLINE IMPROVEMENT MASTER PLAN dated March 1,
2012. To accomplish this goal construction drawings showing the nature and extent of
the valve replacements will be prepared for use by a contractor to construct the
improvements.
The project scope extends along LaPorte Avenue from Grandview Avenue on the west
to Shields Street on the east. The master plan pinpointed various valves that have
served beyond their design life and one of which is inoperative. The design will involve
the installation of three new valves and (possibly) associated vaults, determination of
methodology required to keep the system in operation while valves are installed.
GENERAL
The remainder of this document describes our understanding of the scope of work.
Several assumptions were made in developing the scope:
This scope of work will include services required up to the completion of the Design
Phase and Construction Phase services.

All project deliverables will be made available to the City in electronic as well as hard
copy format (i.e. reproducible Mylars and paper copies). Electronic files will be prepared
and formatted in current industry standard software including AutoCAD (DWG) and
Adobe (PDF) formats.
SCOPE OF SERVICES
I. DESIGN PHASE
The goal of this task is to prepared construction documents for installation of three (3)
new in -line valves along LaPorte Avenue, and abandonment of the two (2) valves in the
Shields Street and LaPorte Avenue intersection.
Task D1 - Meetings
1.1 Kick -Off Meeting: one (1) meeting will be held at the beginning of the project to
review the scope of work and schedule, and discuss expectations for this project.
1.2 Progress Meetings: three (3) meetings will be held with Stantec and City staff to
review progress of the work and formulate approaches to improvements. These
meetings will also be used as a forum for discussion with other City departments,
and relevant parties.
Task D2 — Field Investigation
2.1 Field survey will perform to locate existing valves and surrounding features such
as curb, gutters, walks, asphalt, traffic signals, light poles, fences, trees and
landscaping, utilities, potholes, etc.
2.2 Utility Notification Center will be contacted to schedule utility locates and meet
with them as requested to show the location of the future work.
2.3 The outside diameter of the existing pipe needs to be determined so that the
appropriate size of the couplings can be ordered so they can be on site at the
time of construction. Existing mapping indicates that the north line is Class B
Cast Iron Pipe (CIP). But the south line does not state its Class. Since CIP was
made in Classes A through H and each Class can have a different outside

diameter (i.e. OD's ranging from 21.60" to 23.02") it is important the actual OD be
confirmed. We recommend Hydro construction pothole both the north and south
20" C.I. lines to confirm their OD. Failure to do so may result in incorrect sizing
of the fittings and valves requiring re -ordering materials and the resultant
additional costs (e.g. re -stocking, shipping, etc.) and time delays (e.g. installation,
road closures, etc.).
Task D3 - Design
3.1 Various comments have been received related to the Master Plan study
previously prepared. Stantec will address these items and finalize the study.
3.2 Stantec will work with the City and Hydro to determine the preferred location of
the new valves.
3.3 Due to the necessity to keep surrounding residences and businesses in service
during construction, this task will investigate and detail the best approach to
installing valves so to minimize outages. During this task, wet insertion type
valves will be investigated and their appropriateness determined as an
alternative to cutting the existing pipe and inserting valves andtransition
couplings. Also HydraStop and similar valves will be investigated if it is
determined that sections of the existing line need to be isolated in order to insert
a standard Butterfly Valve.
3.4 Stantec will discuss with the City the need for vaults for the new valves. In the
past the City has both elected to install and not install vaults when Butterfly
Valves were installed. The need for vaults was typically based on the wish for
easy access to the valve if the operator failed. If the valves were not placed in
vaults, the road (i.e. asphalt or concrete pavement) would need to be removed
and replaced after the valve was repaired; typically an expensive endeavor.
If vaults are required, we will size the vaults but expect that the vaults will be pre-
cast and thus the manufacturer will be responsible for all structural design to
meet the requirements of the locations in which these are placed.
3.5 If valves are to be cut in, transition couplings and pipe sections will be required.
Stantec will design the configuration for the piping, valve, and couplings to be
inserted. The configuration is not expected to differ between sites and will be
shown on the drawings so that Hydro can obtain the proper materials.
3.6 City's/Utility's standard specifications for flushing, chlorination, dechlorination,
and bacteriologic and pressure testing will be used for this project. The
methodology for disinfecting the lines will be discussed with City staff and Hydro
Construction and a project specific approach will be agreed upon prior to
constructing the improvements.
Task D4 — Specifications
The following will be prepared for inclusion in the Contract Documents. All other
specifications will come from Utility's standard specifications as updated and supplied by
the City.

4.1 Division 1 — "Measurement and Payment", Contractor and the City will assist in
the preparation of this section.
4.2 Division 2 — Site Work, Utility's standard specifications for flushing, chlorination,
dechlorination, and bacteriologic and pressure testing will be used for this
project.
Task D5 - Drawing Preparation
Stantec will prepare reproducible drawings for use in construction of the improvements.
These shall contain the following as appropriate:
5.1 Cover Sheet with project title, large-scale vicinity map, index to drawings, and
City of Fort Collins logo.
5.2 Plan and Profile Sheets with location of vertical control points and their
descriptions, proposed valve locations, utilities, surface features, road right-of-
way, and street names. Plan views will contain a photographic background if
available at a usable resolution. No costs have been included to obtain the aerial
photography.
5.3 Construction detail sheets showing bedding and trench sections, vault details,
existing vault and valve abandonment details, and associated features.
Task D6 — Design Administration
6.1 Stantec will perform administration duties to schedule staff, prepare in-house
cost tracking materials, review monthly billings for in-house personnel, prepare
status reports to accompany billing invoices, and other duties as required by the
work.
II. CONSTRUCTION PHASE
Task C1 — Construction Administration
1.1 Attend progress meetings: Our assumption is that the construction will last for
one (1) month. Based on this assumption our fee estimate is based on four (4)
meetings or one (1) per week. All meetings will be attended by Stantec's Project
Engineer and up to two (2) of the meetings will be attended by our Project
Manager.
Minutes of the progress meetings will be taken by the Project Engineer and
distributed to all project personnel (i.e. City, Hydro, and Stantec staff). In
addition, a list of action items, list of issues and their status, and a submittal log
will be updated for these meetings. Copies of these documents will be
distributed and discussed at each progress meeting.

1.2 Stantec will perform administration duties to schedule staff, prepare in-house

subconsultants, prepare status reports to accompany billing invoices, prepare
contracts with subconsultants, and other duties as required by the work.
1.3 Review Shop Drawing submittals for compliance with the Contract Documents.
Task C2 — On -Site Services
2.1 On -site services up to the time of Substantial Completion of the Work: Stantec's
Project Manager and Project Engineer will make occasional site visits to observe
the Work and discuss items requiring modification of the design. These will be
made on an on -call basis and will be coordinated with the City's Project Manager.
Stantec will not supply a full time Resident Project Representative as these
services will be performed by City staff.
2.2 On -site services after Substantial Completion of the Work: Conduct final
inspection/job walk-thru in conjunction with City staff and Hydro personnel, and
assist in the preparation of a "punchlist". In addition, prepare recommendations
for Substantial Completion, final job acceptance and final payment to Hydro.
2.3 Geotechnical Soils Testing: CTL-Thompson will perform compaction testing of
backfill materials and submit reports. Results will be summarized and distributed
to the City, Hydro and Stantec as soon as they are available.
2.4 Concrete Testing: No testing is anticipated and included in this scope of work.
2.5 Asphalt Testing: No testing is anticipated and included in this scope of work.
Task C3 — Drawings of Record
3.1 Stantec will collect and review information supplied by Hydro and City and
consolidate this information into a form that can be placed on the construction
drawings. This amended information will show modifications made during
construction and will be noted by clouding the information and recording on each
drawing sheet the date the sheet was modified and by whom.
3.2 Preparation and Distribution of Drawings of Record: Stantec will take the records
kept by Hydro and City and physically revise the construction drawings to reflect
the information supplied. Upon completion and review of these drawings by the
City and Hydro, Stantec will forward copies to the City in electronic form and as
hard copies. EXHIBIT B indicates the proposed number and size of these
documents.
II. Fee Estimate
EXHIBIT B, as attached, summarizes the staff hours and individual hourly rates,
sub -consultant fee estimates, and expenses believed to be necessary to
accomplish the scope of services outlined above.

III. Schedule
EXHIBIT C, as attached, is an estimate of the durations of each task.
IV. Deliverables
The following deliverables will be forwarded to the City upon completion of the Design
Phase. A FTP site will be set up by Stantec to allow transfer of the drawings and any
other relevant documents.

1 — DVD containing all documents included in the "hard copies".
2 — 22" x 34" hard copies of the Drawings of Record.
