The purpose of this report is to improve the scope and accuracy of Fort Collins municipal history, which will provide a valuable service to Fort Collins residents, officials, policymakers, and the Colorado water community. The existing report, issued in commemoration of the centennial anniversary of Fort Collins Water Utilities (1882-1982), contains a basic narrative describing the major historical events related to water sources, treatment; transmission and distribution, water quality and conservation, wastewater management, and municipal administration. The research team from the Public Lands History Center at Colorado State University will expand the existing report in the areas of chronology, scope, context, and length. The updated report will include additional detail and historical context for the initial 18824982 period and will bring the history up to the present with new information about the thirty-year period from 1982 to 2012. The addition of a chronology appendix that includes all major highlights from the report narrative will serve as a quick reference guide for readers. The report will present the local history of Fort Collins municipal water management within the larger framework of the history of environmental services in urban America and the and West. The page -length will expand to accommodate the additional information and new photographs, maps, and informational graphics will round out the expanded report. The research team will also research, collect, and archive the historic photos associated with the history. These photos will be captioned and used to develop a local photographic exhibit. As time and scheduling allows, the research team will cooperate with and advise city employees who plan to gather oral history interviews with former city employees and CSU faculty members for a related video series that will air locally on Cable 14. The interviews may serve as sources for the updated history as well. CSU's Public Lands History Center research team will: I. Conduct all research needed for the project and provide the City with a detailed bibliography of primary and secondary sources. 2. Communicate regularly with the key official from the City of Fort Collins and other personnel as needed during progress of the project. 3. Research, collect, and archive historic photographs related to the history and work with the City of Fort Collins to develop a photographic exhibit. 4. Cooperate with the video production team to develop key questions for the related video series project. 5. Produce a full, written narrative draft as a Word document for review no later than September 30, 2012. 6. Incorporate comments and provide the final report as a Word document no later than November 30, 2012. 7. Incorporate elements of the water utilities history with CSU's related history website project on Poudre River water use. To facilitate the timely completion of the report the research team will ask the City of Fort Collins to: 1. Provide assistance with the identification and location of all related research materials stored in city facilities and provide timely, supervised access to those materials, which may include but are not limited to annual reports, correspondence, photographs, and other internal reports and documents. 2. Provide contact information for current and former city employees who produced or were included in the original report and facilitate introductions to those individuals. 3. Provide temporary work space in the Water Utilities building for researchers as needed. 4. Facilitate access to other local repositories as needed. 5. Provide timely review of the draft report according to the project schedule. 6. Provide formatting, design, and printing services for the final report.
