Re: 7366 Harmony Road Maintenance Project — College Ave to Timberline Rd.
Attached find three (3) sets each of contract documents regarding the above -mentioned matter.
The bidder received the award through the normal BID process.
a. Engineering has conducted extensive public outreach and communication for the project
over the last few weeks. All businesses along the corridor have been notified in person, an
open house was held last week and residents within the area have been notified by mail.
The project has its' own dedicated website with access to a weekly eNewsletter. The City
spoke with the South Fort Collins Business Association (SFCBA) this week and a press
release was sent out yesterday. We have an experienced Contractor, Martin Marietta
(formerly Lafarge), so we expect an efficient project with excellent workmanship.
b. All funding is in place with a reasonable contingency. Requisition # 41865 was entered by
Engineering to Martin Marietta on April, 1 glh. A majority of the funding is from the Harmony
Maintenance Fund. We are also using BOB Intersection money for the turn lane
improvements.
c. The agreement with Martin Marietta is a straightforward asphalt paving and turn lane
construction Contract.
Engineering would like to point out that we are still finalizing agreements with the Union
Pacific Railroad to make required safety improvements at the crossing with Harmony Road
(west of Timberline) to eliminate the "bottleneck" on Harmony Road. The railroad
agreement entails new signals, cantilevers and replacement of the tracks. This work will be
done as a separate Contract with the railroad and is necessary before we can go to a six
lane crossing over the tracks. When completed we will have six lanes from Boardwalk to I-
25. Additionally, we are working on an IGA with CDOT to help pay for half of the railroad
safety improvements. We will bring this IGA forward to Council in June or July.
Ingrid, would you approve as to form and forward to the City Manager.
Darin, would you please sign the contract documents and forward them to the City Clerk.
Rita, please call Purchasing, Jim will come over, sign and initial the contracts and have you attest his
signature. Thanks.
