Bonnette: Based on a comprehensive evaluation of City of Fort Collins' (the City) Rivendell Recycling Operations, Waste Management has prepared the following solutions. Our proposal contains solutions designed to strengthen Fort Collins' program, and to deliver numerous additional benefits to the City and Larimer County, including: Fort Collins and Waste Management — a Partnership with Real Benefits: • Fort Collins can feel confident that the City is recycling with the industry leader with over 30-years of expertise in recycling. • Waste Management is a stable company that is here to serve Fort Collins throughout the entirety of the contract and beyond. • Our "cradle to grave" approach ensures that: o Waste Management will continue to meet the recycling needs of the Fort Collins community regardless of the state of the commodities market. o And, that when you recycle with Waste Management you can be confident that your material is truly being recycled. Expanding What Fort Collins has to Offer: • Waste Management is pleased to offer a NEW MATERIAL to the recyclable options of the drop-off site - Tetra and Aseptic (i.e. Carton packaging commonly used in fruit juices, iced tea, and energy drinks)! • Under this program, Fort Collins will be the first location in Northern Colorado to offer this new recycling opportunity for its residents. • Said material can be added to the commingled container gable top. • Waste Management will further work with the City to develop a comprehensive public relations plan to publicize the addition of this new material. Partnering with Waste Management Benefits the City AND the County: When you partner with Waste Management, the City is ensuring the material is managed right here in Larimer County and thus supporting the local economy! To put this in perspective, based on the amount of material projected at the site, the County could anticipate the follow financial benefits: • Based on the 100 TPM of material that would flow through the Larimer County Material Recovery Facility (MRF), $5,500/yr would be paid to the County in gate fees; • And, another $29,400/yr would be paid to County in Up -Market Fees (based on 2011 average). Exceptional Value for the City of Fort Collins: Furthermore, Waste Management has the community knowledge, dedication and industry specific experience to exceed the City of Fort Collins' expectations: • This includes a local expert that knows Fort Collins, knows the Larimer County MRF, and is right at the site to ensure the best possible service to the City: o Myron Coffin, Plant Manager at the Larimer County MRF. • In addition, the value to the City for partnering with Waste Management to operate the Rivendell Drop -Off Facility is detailed in the table below: City of Ft Collins - Rivendell Recyclmg Center RFP Based on January 2012 market indexes and average tons per City 2009 data and 2012 RFP OCC ONP MP Containers Glass Total Hauls per month 9 9 4 14 3 39 Rate per haul $ 96.00 $ 96.00 $ 96.00 $ 96.00 $ 155.00 Charges to City $ 864 $ 864 $ 394 $ 1,344 $ 465 $ 3,921 Tons per month 29.3 38.4 17.9 15.0 14.4 115.0 Rebate per ton - Jan 2012 $ 45.00 $ 22.50 $ 25.00 $ 180.00 $ - Rebates to City $ 1,317 $ 964 $ 449 $ 2,701 $ - $ 5,331 $ 46.36 Iton Net payment to City $ 463 $ (0) $ 65 $ 1,367 $ (465) $ 1,410 / month $ 12.26 /ton net Lastly, our exemplary business standards and practices amplify our commitment to provide the best possible service to the communities in which we serve and live. In fact, the Ethisphere Institute — an institute dedicated to the research, creation, and sharing of best practices in ethics, compliance, and corporate governance — yet again recognized Waste Management's commitment to environmental leadership and sustainability, by naming Waste Management as one of the most ethical companies in the world. IF 2 In closing, these solutions are not only provided by North America's strongest and most experienced waste services company, they are backed by the highest service standards in the industry. At Waste Management of Colorado, we deliver satisfaction — guaranteed!
